The houfe in committee of the whole refumed the ccnflacration of the report of the /debt committee, to whom was referred the amendment of trie fenate to the bill fupplnncntal to the aH f or an amicable fetilement of limits with the fate oj Georgia, and for the efahlijhment oj a go vernment in the Mifffippi territory, hlr Morris in the chair—and Mr. Jones s motion to fluke out the lat ter part ct the febhov , being un er conjidiration , Mr. Harper, ca'led for a diviflon of the queflion , when that part which authorizes the corn m ffu ners to fettle thofe claims to the Georgia lands , which had bten granted by one , and revoked by a fuhfequent legijlature , being fuflin cider, Mr . Gallatin oppofed it , on tne ground that it had not come re gularly before the Houfe—that the claimants had never applied for re hej and deprecated the manner in which it was introduced , as there could be but two votes, on the mofl important mcajure that ever came before the houfe. He was fo 1 lowed by Mr. MarJhalL again)} the mo tion, and Mejfrs. Randolph and Nicholas in favour of it Mr. Rutledge alfo fpoke in favour of the motion , and Mr, Jones againfl it. The houfe rejumed the. con fidera tion of the report of the committee of the whole on the amendments of the jtnaie to the billfupplemehtal to the aH for an amicable fetilement of hwts with the fate of Georgia, andfor the eflahhfhmeniof a govern ment in the Miffiflppi territory ; when Mr fptaker having been called on to decide whether the gentleman from Majffachvfelts (Mr. Sew all) had a right to vote upon the queflion before 'the houfe , after explaining the ride , and the cafes to which it evidently applied , declared that it could not even he made a queflion of order , avd that the gentleman had an undoubted right to vote Mr. Sewall then fait, from mo tives of delicacy , and to avoid that ccnfure, which , influenced by parly J'pint, he might incur in ex ere iflag his legal right [hr he never enter tained a doubt on the fuhjecl) he would decline giving his vote upon the queflion. Immediately after Mr. S. had withdrawn from the houfe , the quef tion was taken on agreeing with the committee in their refolution of non concurrence to that part of the new flHion propofed by the fenate , which authorijes the comm f loners to fettle individual claims , and carried in the affiimotive, to wit:—Ayes 46 —Noes 34.
