A PROCLAMATION, WHEREAS I have receiv ed fubftantial informa tion that William A, Bowles, ftyling himfelf Direftor-General ofMufcoghee, in letters dated head-quarters St. Marks Fort, [une the fifth, one thoufand eight hundred, addreflfed to cer tain citizens of this Rate, and of :he United States, has endea voured to (educe them from their allegiance, which they owe the (aid States, and to prevail on them to enter his fervice, and to cnlill men within the bounds of this (hte and the United States, to fight againft the fubjefts, troops and government of his Catholic Majefty, the King of Spain, with whom the United States are allied by the mod fo lemn ties of amity and fiiend- Qiip, under and by virtue of the treaty of San Lorenzo al real, con - cluded between the high con trading parties, on the feven and twentieth day of Oftober, one thoufand feven hundred and ninety-five, and figned by Tho rns Pinckney on the part of the faid States, and the Prince of Peace, on the part of his Ca ho lic Majefty ; and which treaty was duly ratified, and is now of full force j and citizens of one fide and fubjefts of the other, ire thereby forbid committing ■oftilities on, or entering the fe. - ■rice of the enemies of either of ■he faid contrailng parties. Provided That if any perfon fo enlifted (hall, within thirty days after Rich en liftment, voluntarily Hifover upon oath, to fome juftice of the peace, or other civil magif trate, the perfon or perfons by whom he was fo enlifted, fo as that he or they may be appre hended and convifted of the laid olfence ; fuch perfon fo difeo vering the offender or offenders, (hall be indemnified from the penalty preferibed by this aft.’* And Where as, It is highly probable that the faid VVillhm A. Bowles, may be countenanc ed and authorized by fome fo reign p ince or (late in the pro ceedings and hoftilities he has taken and commenced againft his Catholic Majefty, and under whofe proteftion he may aft, which would bring him dearly within the aft of the United States afore-recited as well as thofe tv ho might accept and cxercife commi hons under him, and thofe enlifting in confe" quince thereof; and if thisfhould not prove the cafe, the (aid William A. Bowles can be con in no other light than a common plunderer and vaga bond, and a common diftur ber of the peace of nations, he having had the infolence even to threaten the life of the Superin tendent of the United States in t£e Creek nation, fubftandat ed by documents now in my hands. And Whereas. Some of the citizens of this date, and the the United States, may be de luded (by the promifes and al lurements held out to them by the faid Wiffiarti A, Howies) from their fidelity to this ftate and the United States, and may embark in hoftility againft the faithful ally thereof, previoufty to a poffibility of any ftep being taken to prevent the fame by the prefident of the United States, on account ofthediftanca of his refidence from the South ern frontier of Gco r gia. I have thought fit to iffue this my proclamation, hereby noti fying all and every perfon and pei firms, refidents, inhabitants or citizens of this ftate, of the faid treaty and law of the United States, and of the perfeft harmo ny and friendfhip exifting be tween his Catholic Majefty, and the United States, as they will anfwer the contrary at their pe ril ; and I do hereby ftnftly charge and require all officers civil and military belonging to this ftate, to be watchful and vi gilant in apprehending and re curing any perfon or perfons, refidents, inhabitants or citizens within this ftate, who may have received or may hereafter re ceive any commillion from the faid William A. Bowles, for the purp ife of committing hoftili ty againft the Spaniffi govern ment, or on any other pretence whatfoever, as welt as in appre hending and figuring all and every perfon and perfons, refi dencs, inhabitants or citizens within this ftate, w!io may have enlifted or miv hereafter •niitt in any troop or company raifcd or to be raifed, in virtue of any fuch commiifi ?n or co.nmfli jus from the kid William A. Bowles, the fame being contrary to the true intent and meaning of the aforementioned folrmn treaty, as well as the cxifling laws of the United States. Sec i 13 ena^f d hi Se- AJ naie and Houfe of Reprifentatives of the State of Georgia in General Ajfembly met, and by the authority of the fame , That the civil t military, and all other officers of this (late, who now are in commiffion, and have not heretofore taken and fub fenbed the oath required by the aforefaid in teirns thereof, fhall nevertheless be permitted to hold, exercifc and enjoy their refpcftfve appointments, until the {jrfl day of Oftober next. Sec. 2. Andbe v. further enaß* ed , That if any of the officers of this Hate (hall negleft or re fufe to take and fubferibe the aforefaid oath in terms of this aft, every (rich officer or officers fhall, for fuch h is ncglcft or re fufal be removed from office, as in cafes of mal-prafticc or difo bedience of orders. Sec 3. And b it further enact ed, I hat all civil officers here after to be appointed fhall, be fore they enter on the duties of their refpeftive appointments, take and fubferibe the faid oath, in addition to the oath of office ; and all militia officers hereafter to be appointed, fhall take and fubferibe the fame before the clerk of the lupenor or inferior court of the couuty, and obtain a certificate thereof, before fuch officer (hall take any command, by or under fuch appointment. See, 4.
