J&y his Excellency JAMES JACK S O N, Governor and Commander in CkieJ of the Army and Naw of this State , and of the Militia thereof\ ,4 PROCLAMATION WHEP EAS I have rccciv ed fubllantial informa tion that William A, Bowles Hyling himfelf Dire&or-Gi neial of Mufcoghce, in letters dated head-quarters St. Marks foil, June the fifth, one thnufand eight hundred, addreffed to cer lam c itizens of this Rate, and ol the United States, has endea voured to feduce them from their allegiance which they owe the faid States, atid to prevail on them to ehtcr his feivice* and to cnhß men within the bounds ot this Rate and the United States, to fight againß the fubjc&s, troops and government of his Catholic Majeßy, the King of Spain, with whom the United States are allied by the moR fo lemn ties of amity and fiiend fliip under and by virtue of the treaty of San Lorenzoal real % con cluded between the high con tiafcling parties, bn the (even and twentieth day of O&obcr, one thoaf»nd feven hundred and ninety-five, and figned by Tho mas Pinckney on the part of the faid States, and the Prince of Peace, on the part of his Catho lic Majefty • and which treaty was duly ratified, and is now of full force ; and citizens of orte fide and fubjeds of the other, arc thereby forbid committing hoftilirics on, or entering the fci vice of the enemies of either of the faid r ontra6lmg parties. Provided. That if any perfon fo cnlilted. (hall, within thirty days after Rich en hltment, voluntarily difeover upon oath, to fomc jußicc of the peace, or other civil magif rratc, the perfon or perfons by whom he was fo eolißed, fo as th't he oir they may be appre hended and convi6led of the laid offence; fuch perfon fo di(co vering the offender or offenders, lhall be indemnified from the penalty preferibed by this aft.” And WShersas, It is highly probable that the faid W illiam v. Bowles, rhay be countenanc ed and au*hoiized by lome fo reign pdfice or Rate in the pro ceedings and hoßilities he has taken and commenced againft his Catholic Majefly, and under whofe protc&ioti he mhy a&, which would bring him clearly within the aft of the United States afore-recited, as well as thofe who might accept and cxercife commiffions under him, and thofe enlißing in confe quence thereof; and if this fliould not prove the cafe, the faid William A. Bowles can be con fidcrcd in no other light than a common plunderer and vaga bond, and a common dißur ber of the peace of nations, he having had the infolcnce even to threaten the life of the Superin tendent of the United States in the Creek nation, fubßantiat ed by documents now in my hands; And Whereas, Some of the citizens of this Rate, and the the United States, may be de luded (by the promifes and al lurements held out to them by the faid William A. Howies) from their fidelity to this Rate and the United States, and may embark in hoftility againß the faithful ally thc»eisf, previoufh to a poffibility of any Rep being taken to prevent the fame by the piffident of the United States, rn account ofthcdißan e of his rcfidence from the South ern frontier of Gco’gia. I have thought fit to iflue this mv p'oclamation, hereby noti fying all and everv perfon and pet Tons, refidents, inhabitants or citizens of this Rate, of the faid treaty and law of the United States, and of the perfeft harmo ny and friendlhip cxillmg be tween his Catholic Mayfly, and the United States, as they wii anfvrcr the contrary at their pe ril ; and I d» hereby Rritlly charge and require all officers civil and to this Rate, to be watchful ana vi gilant in apprehending and fe aring any pedon or pci Tons, refidents, inhabitants or citizens within this Rate who may have icceived or may hereafter re ceive any commilfion from the faid William i. Bowles, for the purpofc of committing hoßili ty againß the Spanilfigovern ment, or on any other pretence whatsoever, as well as in appre bending and fecuring all and every perfon and perlons, refi dents, inhabitants or citizens within this Rate, wno may have enlißedor may hereafter end't in any troop or company raifed or to be railed, in virtue of any inch commilfion or conumlljous from the laid William A. Bowles, the fame being contrary to the true intent and meaning of the aforementioned fotemn treaty, as wed as the exifting laws of the United States. Sec 2 And be it further en aft ed t Thar if any of the officers of this ftate fhall neglcdt or re fute to take and fubferibe the aforefaid oath in terms of this aft, every fuch officer or officers fhall, for fuch his negleft or re fufal be removed from office, as in cafes of mal praftice or difo bedience of oiders. Sec 3. And b it farther enabl ed, That all civil officers here after to be appointed fhall, be fore Uirv enter on the dunes of their rcfpeftive appointments, take and fubteribe the laid oath, in addition to the oath of office ; ail mditia officers hereafter to be appointed, flo ill take and fubferibe thet lame before the cleik of the (upcTor or inferior court of the county and obtain a certificate thereof, befoic fuch officer lhall take any command, by or under fuch appointment. Sec, 4.
