This exception reftingagainft i!\c principle therein contained, }r B unneceflary to notice the ether propofitions, as they of courfe will be rejected ; but if the principle were conceded, tlie fecond propofirion is not iuffdently explicit, the number to be taken from each branch of t'rr Icoiflature not being inferted. 1 o • o On the whole, the committee does not difeover that any ad vantage can refult from changing die principle. The only object would appear to irfped the number to be ap pointed by each branch, and the kntiments of the committee have already been unequivocally exp re (fed on that point. Repeated conferences having already been had on the fubjeft, die committee on the part of the fen ate cannot consider the pro pofitions made by the committee on the part of the houfe of re prefentatives as framing the balls of a lice conference on the elec tr rial bill, but rather a con da five opinion. This opinion having been op pofed to their fentiments, the committee of the fenate cannot agree to recommend to that body to recede from their amend ments. Upon the receipt of this reply the committee, conceiving that • o all hones of fulfilling the oblip-a a _ O O tions which they were bound to fulfil by their oaths to the hate and federal conftitutions, prepa red and prefented their report on Tuefday morning. ■J O A few members of the repub licans, in the hopes of hill ob taining a vote for the hate, ha uily prepared and offered to the honfe another bill, founded on a fpirit of accommodation and conciliation ; the bafis of which was to allow the fenate the choice a number of perfons as elec tors, upon the condition of the cond; rational mode of joint vote, which they had already acknow ledged to be conhitutional, being adopted. Accounts from Columbia, re ceived laft evening, mention the eledion of his Honor J< hn Drayton, as Governor, by a majority of 18 ; Gen. Richard Winn, as I .ieutenant Governor ; and John K. Colhoun, efq. as Senator to Ccr.RTels, alter the 4th of March next, 75 to 73, in the room of col. Jacob Read, whofe term expires. We alfo learn, that the elec tors appointed by the legifiature of this ftate, to vote lor a pre sident and vicc-prcfldent of die United States, met on the 3d inflant, at Columbia, as fellows, viz. John Hunter, efq. in the chair; Paul Hamilton, Robert Al.dea fen, 'Theodore Vuillard, Arthur Simkins, Andrew Love, Jofcph Blythe, and Wade 1-Hampton The electors having been pro vioufiy notified by his lienor the Lieutenant Governor, of their appointment, at eleven o’clock in the fore noon they coiiVcned at the ftate-houie, conformably to the ad cl the legifiature cf the ftate in that cafe made and pro\ iced. Ihe conllitution and law of the L nited State:, and the aforefaid ad of the iegifia ture, as they relate to the elec tion of aprefident and vice pre fident, were read ; after which, the electors proceeded to bailor, and upon counting the votes, it appeared that Thomas J lfflr son cf Virginia, had eight \ otes, and that Aaron Burr, of New York, had alfo eight votes, and' that no other perfon was men tioned on the ballots of the faid eledors. The eledors tlien proceeded to fign and feal three certified lifts of the perfons voted for, and the number of votes for each ; one of which lifts, with the certificate of the l ieutenant Governor to the eledors, and a copy of the aforefaid ad of the legifiature cf the ftate, was tranf mitted to the prefident of the fenate of the United States, by Mr. GeorgeM. Brown, appoint ed by the eledors, exprefs, for the purpofe. The fecond, with the fame acccmpanyments, was depofited by the eledors in a body in poll-office of Co lumbia, direded to the prefident of the fenate of the United States ; and a third was deliver ed to Theodore Gaillard, efq. one of Ac electors, who under took to lodge the lame with 11 judge of the I nited States f< the diilrict o: South-Carolina.
