Paris papers have at length
arrived. V\ e received them
M night to the 21ft inllant, in
which we find the following of
the date ofOftobcr 5. —“ They
write from Cadiz, that an En
ghfh fleet con,poled of about
180 tran I ports, convoyed by 16
fbips of the line, had appeared
before the port of that city, and
leemcd to be making prepara

According to letters from
Confiantinople, of the 26th
of Auguft, the Ottoman Porte
has juft given orders for railing
*- new armament throughout alj
the provinces of Alia and Eu
rope. But little effeft (fay
thefe letters) is expected to arife
from it, on account of the con
lempt into which the authority
of the Grand Scignor is fallen ;
for aim off all the Pacha* knew
of no oihct law except their
own will and pleafure. The
impunity which has followed
thole among them, who within
the lafi five years /hook off the
yoke of the Porte, has naturally
encouraged difobediencc, and it.
inay now be laid that the Otto
man government cxifis only at
Conftantinoplp. The famous
Dgezzar Pacha of Acre, conti
nues not only to hold out de
fiance to the Grand Vizier, ant!
deny him every kind of affifi
ance, but he has already drawn
a cordon of troops to the rear
of the Grand Vizier's army, and
refufes a paffage to thole troops
which the Pachas of Afia are
fending to his aflmance. Thefe
troops abandon themfclves to
the greateft exceffes.
We arc now acquainted with
the nature of the two difpatchcs
which were received from
France on Wednefday. The
one which arrived in the morn
ing, was a communication from
capt. Coates, at Paris, refpedt
ing priloners of war, and the
provifion department, and had
no reference whateVertonegoci
ations. The dl(patch received
in the evening/ was from the
minifier Talleyrand to M. Ot
to, with an inclofure to lord
Grenville; and contained reply
of the council of the Thuille
ries, to his lordfhip’s letter of'
lull Friday. Another difpatch
was fent off on Saturday, and
it i> probable the anfwer to it
will be received in the courfcMSf
this day.
