The reafons for this innovati
on are numerous; amongft o
thers, the difficulty of tranfmit
ting them to fubferibers was ex
ceedingly great; too cumberous
for admiflion into the mail, they
were necefiTarily committed to
the precarious modes of wag
gons and water conveyance
this has been a conftant fource
of difappointment and vexati
on, as well to fubferibers, as to
myfclf. In its prefent fhape
thofe difficulties will be avoid
ed ; they *vill be regularly fent
in the mail, and the pod age
cannot exceed a dollar a year,
to the mod diftant fubfenber.
The anxiety which reds upon
the mind of every politican, to
obtain cor rcSt and early details
at the proceedings of Congrefs,
oould not be gratified by a pub
lication iffued but twice in a
Quarter of a year ; for their a cJ
oommodation, and my own in
tered, I have adopted the pre
sent plan, prefuming that its

probation of all the fubferibers.;
