ing with numerous others, which
have produced this change of
men, hut which in itfelf cannot
be confidcred as a change of dif
pofitions, nor in any other view
than as the operation of terror
upon confcious guilt, and a re
fbrt to the fpecious artifice of a
change of men, with a hope by
that means to delude France in
to a fufpenfion of her military
preparations, and to feek by
r.egociation an efcape from the

In thefe lights, and thefe a
lone, do we confider the change
of the Britifh miniftry. Ad
dington, though a man of the
moft engaging manners, with
the reputation of fuperior en
dowments—is the bofom friend
and has always been the creat
ure of Pitt, to whofe patron
age he owed his being placed in
the fpeaker’s chair, and with an
immenfe augmentation of Hilary
in 1795.

very high in England, and that
an addition bounty on four was
to be granted, and to continue
till November. That peace be
tween France and Germany has
been ftgned. That Pruff:a had
joined the confederacy of the
northern powers. That a fleet
of 34 fad of the line and a num
ber offiigates under fir H. Par
ker, were immediately to faff for
the north fcas. That the Britiih
forces under Abercrombie, had
mads a landing in Egypt. That
Spain had declared war agamit
Portugal, &rc. &c.

dria dated April 2, 1801.
“ The Prefluent has received
letters from Mr. King, contain
ing aflurances, that the govern
ment of Grcat-Britam, di(ap
prove entirely of the conduct of
the vice-admiralty courts of
New-Providence and Jamaica ;
that they would immediately
endeavour to hive a corrective,
by feftraming the privateers to
