Captain Hunter, of the Brig
Friendffiip, who arrived yefter
day was at St. Thomas’s when
that place w r as taken by the Bri
tifh. Being in the offing he was
by Rgnal ordered in ; but took
advantage of a heavy fquall to
effed his el cape, and ran down
the fouth fide of Porto Rico.—
While palling through the Moro
paffiage, he was brought to by a
French frigate, treated politely,
and without detention, permitted
to proceed. At the fame time
difeovered (even French fail of
the line, foine of which veere of
ninety guns. They appeared to
(land for Jamaica.

Gentlemen cf the Grand fury,
THIS being the Seat of our
Government, it might withrea
fon be fuppofed to be the feat
all’o of virtue, religion, morality
and decorous deportment in in
dividuals ; Men who are com
pelled to know that the wifdom
of the (bate is drawn to a point
at this place at leaf! once in
every year : men who are con
tained from local filiations to
fee that wifdom affiduoufly ex
erted to promote and encourage
virtue, to proted the perfons

throughout the Bate, to give po
fitive fecurity to the innocent,
a nd to prefer Ibe certain and
adequate punifhment to the vi
cious and guilty : from Rich
men we have a right to exped a
promptitude in executing the
laws of the land, a moral and
virtuous deportment, and to find
them well qualified to difeharge
the arduous talk of doing fub-
itantial right. I: L devoutly to

nity, for the lake ct profperity,
and happintTs of the citizens of
the Bate at large, and the politi
cal reputation of this county,
thit the expectations of the pub
lic may iii this rciped be com
pletely gratified. It being ex

onally confided to this branch
of the Government, that fpee
dy and impartial jußice will be
adminiflercd ; it behoves us to
ufe the means placed in our hands
with the utmoß poffible dili
gence, that the friends cf good
order and regular government
may have no caufe of complaint.
To you, gentlemen; is confu
ded the power of enquiring in
to the abufes cf the laws, and
the outrageous and licentious
conclude! individuals; your fitu
ation is eventful and momentous
to yolir county, and high and
refponfible as relates to your
felves ; it therefore follows that
your ads as a public body ought
to be marked with the Brideß
propriety.—When we view the
catalogue of penal law s in force
in the Bate, and find that the
depravity of human nature keeps
pace with them, and is impref
five of the neceffity of encreaf
ing inftead of difriinifbing their
number, we ought to fetk after
the caufes, and as far as our
power ex tends apply the remedy ;
the ear of the traveller is aflailcd
with rumours, of afTaults, may
hems, larcenies, riots and mur
ders, committed within the con
fines of your County, and con
tiguous to the very chamber of
Executive Authority. Theicre
ports give a chilling Brock to
humanity, ruffle the tempers of
impatient men, and oblige the
good man to lament the depra
vity of our natures ; Bich things
have been, Rich things are , and
Rich things will be it is our
joint province to apply the le
gal corrective, but let this be
done with temperate propriety,
fuffer no linking paflion cf ani
mofity, hatred or ill-will to be
called forth while deciding on
thefe all-important points.—The
lives, liberty, property, and re
putations of your feiiow-dtizens
are concerned, the utmoß clr

obliges you not to be influenced
by tear, favor, affedicn, or hope
of reward, you ought therefore
to enter upon your enquiries
with a firm refoluticnto do lub

received out of doors, attend
