duties under the fourth feftion
of the fecond article of the con-
Ihtudon immediately devolved
on me, and arduous as the talk
appeared, yet trufting in the
honedy of my intentions for my
guide, and relying on the juftice
and virtuous republicanism of
my fellow citizens, 1 entered on
the exercife of thofe duties, and
by proclamation marked (No.

The political year lias not met
with a jar to unharmonize its
wonted fydem, and I congratu
late you that our fellow citizens
on the frontier have been able
peaceably to attend to their
crops without a Angle interrup
tion by the Indians—no account
of Indian depredations has reach
ed the Department, and from the
total filence of the agent in the
nation it would appear lie was
thoroughly imp re fled with their
pacific difpodtion.
Fhe afliduity and attention of

The i .ondon article will ftu-vv
the great importance that is at
tached in r.ngland 10 the opc
ration of Loul Nelfon ; but the
public judge from this inflated
relation, of the degree of confi
dence which is due to the in
formation which the Enghfh
give us of events that have hap
pened at the diftance of many
hundred leagues. Lord Nelfon
writes, that the town of Bologne
is in allies; the faftt is, t!;at not
a fingle bomb could icarii < ithcr
the town or the port of Bologne.
'Phis is eafdy conceived—the
advanced guard (ft the light flo
tilla v.as moored five hundred
toifts from the entranc * eft the
port —Lord Nelfon did not ap
proach neatci <.n*a 11.......
toifes of the advanced guard—'
thus he was at die difLncc of*
1,300 toifes from the the en
trance of the port —from tin;
entrance of the port to it;, centie
and to the town, there are iliU
many hundred toifes.
Ot eight bundled bombs that
Nellbn threw, two hundied fell
on the find—thefc have b en
collected and placed in the <J;i -
nal—the reft have been literally
ihrow'n away without Muting a
finale man. Two gunboats 1 were
damaged, but they were again
rcndeaM fit lor Ter vice in twen
ty-four hours.
U the cliffs of Dover were co
vered with innnenfc crowds, to
obferve the progrefs of die can
nonade, lb was the email of
ih iogne in like manner—thus
the two fnore wa re equally
fpcdlators of the combat. d ins
is not-unlike the banks of a lame
river.
Although wc do not attach
much importance to this fkir
miih of the advanced guard, it
is 11 ill proper to obferve, that
lord Ntllon had two objefb,
according to his own relations —
firll, to force the advanced
guard to retire in the port; in
this lie has not fucceeded—if
has nut even flirted—it even
comprded him to haul off, when
he wilhed to take a ncaar pe
tition, and kept liim without
cannon loot—fccondiy, to tic
tire to the port of Ik do- ,e, and
the* different di villous of the
light flotilla which it contain:—-
not a bomb, not a bullet, came
near t.M town; and in all this*
much ado about nothing, wc
had not a man killed or wound
ed, wiiiic Nelfon ov/m, in his
account, that he had many of
ficers killed and wpur/.lal.
