This being the conßitutlonal day for the meeting of Congrefs, die Houfe of Reprefentatives convened in their new Chamber, in the fouth wing of the Capi tol. At half pall 11 o’clock the members took their feats, pre- Ifcnt 81 members. A quorum being prefent, the members proceeded to the choice of a fpeaker, Mr. Grif vold and Mr. Davis, tellers. When the ballots being taken fhe following rdult was decla red. 53 votes for Nathaniel Macon, £6 do. for James A. Bayard, 2 do. for Gen. Samuel Smith, Whereupon Mr. Macon was declared Speaker, and conduc ed to the chair. On which he made his ac knowledgments to the houfe for the honor conferred on him, with an alfurance that it would be his endeavour to difeharge the duties of the chair with in tegrity and fidelity. The Speaker was then qua lified tolupportthe conßitucion d the United States ; after which he qualified the members tp the fame effedh The houfe proceeded to the cle&ion of a clerk. The bal lots being counted, it appeared that, John Beckley had 57 votes, Mr. Ofwald 29 On which Mr. Beckley ap peared, and took the oath of office. Mr. Otis delivered a mefiage from the Senate informing the houfe that the Senate had made a quorum, and had in the ab frnce of the Vice-Prefident chofen Abraham Baldwin, pre sident pro tempore , and that they W'cre ready to proceed to bufi oefs. On motion of Gen. Smith of Maryland, the houfe refolved that a meflage be fent by the c |erk to the Senate informing tne m that the houfe had made c hoice of Nathaniel Macon as Speaker, and that they were *£ady to proceed to bufmefs. Mr. Wheaton was chofen •fo'jeant at arms by an almoft Voanimous vote. Mr. Claxtonwas unanimoufly dioffin door-keeper, and Mr. SOunn afTillant door-keeper. Mr. Otis delivered a mefiage the Senate, informing the drat they had appointed a THE LOUISVILLE GAZETTE; and REPUBLICAN trumpet. committee to unite with a com mittee of the houfe, to wait upon the Prefident, and inform that the two houfes had formed, and were ready to receive any communication from him ; and that on their part they had cho fen Mr. Anderfon and Mr. Jackfon. The Houfe immediately con curred, and appointed Mr. S. Smith, Mr. Gnfwold, and Mr. Davis. A melTage was received from the Senate, informing the 1 loufe that they had appointed a com mittee, to unite with a com mittee to be appointed by the Houfe, to take into confidera ticn a flatement made by the clerk of the Senate, of the books and charts belonging to Con grefs in his hands. The Houfe concurred, and a committee of three members was appointed. Refolved, That each member be permitted to receive during the fcffion, at the public cxpcnce, three newfpapers. Refolved, That the rule*? of the lad Houfe, until altered by this Houfe, remain in force. On motion— Refolved, That a committee of five members be appointed to prepare a fetof Handing rules for the Houfe. The committee appointed to wait on the Prefident, reported that they had executed the duty aligned them, and that the Pre fident had informed them that he would fubmit his communi cations to each Houfe to-mor - row. December 8. On the election of a prefident pro tern, of the Senate, Mr. Baldwin had to votes ; the re maining 7 votes were fcattered. It is believed that no 1 nfiance has occurred under the new confiitution, picvious to that of yederday, of a Congrefs being formed the find day. In the Senate 17 members were prefent, and in the houfe of reprefentatives 86. The promptnefs with which bufmefs is commenced is hono rable to our reprefentatives, and is the bed evidence that can now be given of its feinted and O x fpeedy completion. Moved, that the fecretary of the treafury be inflruded to lay before this Houfe, a flatement of the accounts of Timothy Pickering, late fecretary of flare. On this motion a fhart debate enfued, which, however, not affeftlng the merits of the main queflion, we omit. On motion, the confideration of the queflion was poflponed till Monday next* A nieJiage, with fundry com munications accompanying the fame, was received from the Prcfidtnt of the L nited States, by Mi. Lewis, his fecretary ; which was read and referred to a committee of the whole houfe on the Hate of the union. December cj. Several private petitions were read, end jeferred. 1 he fpeaker laid before the houfe , letter received by him from tie fecretary of the rrea lury, communicating an account of the 'eceipts and expenditures or the United States for the year iboo, which, he informed the 1 buie, had been printed, as ufu.tl, r or the life of the mem bers. On motion, referred to the committee of ways and means. Mr. Samuel Smith moved that the fecretary of the trealu ry be directed to report to this houfe a fdirdulc of all the du ties impeded by law on goods, wares, and merchandize, im ported into the United States. Mr. famucl Smith moved the following rcfolution : Refolved , That the committee of commerce and manufactures be dire&ed to report what alte rations, if any, arc nectffary in the laws impofing duties on ton nage of fbip , and on goods, wares and merchandize import ed into the United States. Tburjdry, December 10. Gen. S. Smith offered the folt(>wing rcfolution— Ref hed , That the fecretary of the trea fury be inftru&cd to report to this houfe a fchedule of all the duties impofed b law on goods, wares and merchandize imported into the United Scares. Dr. Mitchell prefented a pe tition from a number of aliens, refiding in the city of New- York, Rating that they had left their native countries to fettle in the United States, but are precluded from becoming citi - zens, until after 14 years refi dence in this country to the great injury and inconvenience of themfelves and families. — They prayed Congrefs to take the I’ubjeft into their confidera tion Mr. Southard offered a refo lution for appointing a commit tee to enquire whether any and if any what alterations are ne ceffary in the law tftablifhmg poR-oßices and poR roads, and that they have leave to report by bill or other wife. The rcfolution was agreed to and a committee of 7 appoint ed. Monday , December 14. It had been propt riy, in his opinion, remarked that fuch a motion llionld not point at anv paicicu lar officer, but tl at it’fhould be extended to all officers who fu perintended the dilburfemcnts of public money. M c had, therefore, prepared another .c -folution, v* h cl;, while it em braced his fir ft objeft, would be fern to be connected with other objeds equally intertfling as follows : Rejdved) That a committee be appointed to enquire and re-r poi t, whether monies drawn from the treafury, have been faith fully applied to the objeds for which they were appropri ated, and whether the fame lias been regularly accounted for ; and to report, likewife, whether any further arrangements arc nccellary to promote economy, enforce adherence to legiflarivc reflridions, and ft cure the ac countability of perfons entailed witli the public money. After a lengthy debate, rhe queftion was taken on Mr. Nu cholfon’s motion, without mo dification, and carried without, a divifion, and a committee ox feven members appointed, viz. Mr. Nicholfon, Mr Mr. Giies, Mr. Haflings, Mr. Jones, Mr. Bayard, and Mr. Elmendorf. The Speaker laid before tha 1 loufe a letter from the fccrc tary of the treafuiy, accompa nying a fhtement of receipts and expenditures for one year p ending Od. i, i3oi. Referred to committee of ways and means. Tuefday , December 15. The houfe took up the reporfl of the committee of the whole on the Hate of the union. The two refolurions referred to yefterday in committee were read. 1. That which apportioned one reprefencative to every 33,000 perfons in the United Stares. On motion of Mr. Davis, the rcfolution was pollponed till to-morrow. 2. That for altering and a-* mending the naturalization law's : Agreed to without a divifion, and a committee of 7 appoints! to biing in a bili 4
