on any of the pod-roads ? either
as a poll-rider or driver of a
carriage carrying the mail: And
every contractor or perfon who
fhail have ftipuhtted or may
hereafter ftipulate to carry the
mail, or v/hdfe duty it fhail be
to caufe the fame to be conveyed
on any of the pofl-roads, a a
aforefaid, and who fhail, con
trary to this a6fc employ any
other than a fiee’white perfon
as a pofl-ridcr or driver, or in
any other way to carry the mail
on the fame, fhail, for every
fuch offence, forfeit and pay the
fum cf fifty dollars, one moiety
.thereof to the life of the United
States, and the other moiety
thereof to the perfon who fhail
fue for, and pjofecute the fame,
before any court having com
petent junfdiClion thereof.
Sec. 5. And he it further
enahfed', That all letters and
newspapers to and from the
attorney-general of the United
Stares fhail he conveyed by
poll free of p oft age : Provided,
that all letters by him lent be
franked in the manner required
by the feventeenth feet ion of the
acl toeftablifh the poft-office.
