WHEN wc a fife ruble toge ther fallow citizens, to confider the (late of our beloved coun try, our juft attentions are fir ft drawn to thofe pleafmg circum ftances which mark the goodncTs of that being from whole favor they flow, and the large mea sure of thankfulnefs we owe for ids bounty. Another year has come around, and finds us ftlll bicflfed with peace and friend fhip abroad, law, order and rel'gion at home, good affec tion and harmony with our In dian neighbors, cur burthens lightened ; yet our income fuf fleent for the public wants, and the produce of the year great beyond example. Thefe, fellow citizens, are the circumftances under which we meet ■, and we remark with fpecial fatisfadlion thofe which, under the fmiles of providence, refulc from the induftry and order of our citizens, managing their own af fairs in their own way, and for their own ufe, unembarraffed by too much regulation, unop preffed by flfcal exadlions. On the reftoration of peace in Europe that portion of carry ing trade, which had fallen to our lhare during the war, was abridged by the returning com petition of the belligerent pow ers. This w 7 as to be expedted and was juft. But, in addition, we find, in fome parts of Eu rope, monopolizing diferimina tions, which in the form of duties, tend effectually to pro hibit the carrying thither our own produce in our own veffels. From exifting amities and a fpiritof juftice, it is hop ed that friendly difcuffion will produce a fair and adequate re ciprocity. Put ncvcrthelefs, as the drift of peace on the amount of duties is not yet fully afeertained, it is the more ncceflary to prafticr every nleful ccronomy, and to incur no expence which may be avoided without prejudice.
