November 23, i8o2» W ISLINGTON, January 7. The proceedings of yeflcrday in the houfe of reprclentatives aflumed an intern fling afpeft fiem the manner in which the bufmefs was Condufted. Mr. Crifwold’s motion for the houfe to rcfolvc itielf into act mtimtee Cn the ibate of the union, was 11 ren uc illy urged by h mile If, and by MellVs. Lowndes, Ift mphili and Goddard. They infilled that the houfe had a right to the information alked, and in terms indignantly fevere, condemned the coiuluft of thole who were for obfltufting the ac complifhn.cnt of their wifhes. Mr. Lowndes, in particular, dwelt upon the vail importance of the lubjeft, and wandered, far from the preliminary point before the houfe. Mr. Randolph at length rofc, and in a fpeech of great energy and elegance rcprelenttd theex treme delicacy, and his own re luftance, on a | rcliminary point, end vvitli epen doors, to enter toon a diJruT'on which the houfe had determined /hould be condufted with doled doors. 1 o the few obfervations he made, he declared himfelf driv en by inclinations call on his fde of the houfe by thofe who v.eic for arrogating to them feives all the zeal excited by the fenfibility of the American nation cn this important fubjeft. He rtjefted Rich unjuft infinu atious in terms of appropriate difdain. 1 hey could not touch thofe who had ever entertained, and ftill entertained an unalterable determination to maintain the rights of their wt flern brethren. He then read an intcrefting fpeech of Mr. Monroe to the convention of Vrgmia, prov ing, that in the old congrefs the fouthern dates had been firm friends to the free navigation of the Mifliflippi, and that Even cf the caflern flares had been in favor of a proportion made by Mr. Jay, Iccrctary for foreign affairs, in the character ct a negociator with thcSpanilh nn mlkr, to forbear the free navi gation of that river, lor twen ty-five years. After reading the fpeech of Mr. Monroe, could it, Mr. Randolph alked, be poflible, that gentlemen, Tokening at the general profpe rity, were for dragging the go vernment into war, in the hope that they might get the power of the country into their hands r Fie would not, he dud, luppok this was the cafe; but on no ether principle coixd he account for conduct fo extraordinary. Mr, Kandclph was followed by Mr. Dana, who cxprcflld his allonifi inert at the gcmlc n:;:n from Virginia tmerii '- into aii hiftorical diifcrtation on the p( lineal parties of the country. He had hoped, on ihi ; deeply interfiling fubjed, there would have been no reference to party divirions; but that t very mem ber of the houlc would 10. united in fentiment, and in the adoption of becoming niea furcs. NJZW-YORK, January In a former paper we men tioned the circumlhince of go vernor Claiborne, of the Mif fifippi territory, having written to the governor of Louifiana on the fubjedt of the late unjuf tifiable proceedings at New- Orleans. We learn, that the receipt of that letter excit ed much alarm among his mod Catholic mag fly's fubjeftt;, and that immediate meafures were taken to fortify the town. From the channel through which this information arrives, we think it may be relied on. A query will naturally fug* geff iclelf, whether thefc pre cautionary preparations have originated exclufi vdy in lenfiu tions of alarm. "January 6.
