A PROCLAMATION.
WHEREAS I have receiv
ed effi cial information
from the Iheriff of Richmond
County, thata certain W illi am
Champion, confined under a
charge of murder, in the com
mon jail of the laid county, did
on the twenty-feventh ultimo,
make his efcape therefrom.—l
have therefore thought fit to if
fue this my proclamation, of
fering a reward of one hundred
dollars, to any perfon or per Cons
who will apprehend the find
William Champion, and him
fafdy lodge in fome fecurc jail
within this (late.
And I do hereby charge and
require all officers, civil and
military belonging to this (late,
to be aiding and affilting in ap
prehending and fecuring the
faid offender, lb that he may be
brought, by a due courfe of
law, to anfwer to the charge al
ledged again ft him.

the Great Seal of the ftate,
at the State Houfe, in
Louifviile, this fifth day

An engroffed bill entitled, an

vide for the national defence by
dftabliftiing an uniform militia
throughout the United States,
was read the third time and
peffed.
The houfe refolved itfelf into
a committee of the whole on the
leport of a ftlecft Committee rtf

Linked States, for the fcrvices
of the militia of the State of
Georgia.

Respectfully Report—
THAT it appears to ybur
committee, that the faid fervic
es were performed under cir
cumftanccs which render them
a juft claim to compcnfition
from the government of the
United States, and that faid go
vernment hath already gone far
in recognizing their validity,
by fettling with, and making
payment to the contractor who
furnifhed lup plies to the laid
militia, whilft engaged in per
forming the fame lerviccs for
which they now claim compen
fation.
Your committee therefore
beg leave to lubmit the follow
ing refolution —
Refolved, Thatprovifion ought
to be made by law, for the pay
ment of certain militia employ
ed within the State of Georgia,
during the years 17932nd 1794,
for the defence of faid ftate.
After debate, the committee
rofe, reported progreft, and
afked leave to fit again, which
was granted by the houfe.
The houfe went into a com
mittee of the John
C. Smith in the chair—on the bill
to amend an aft entitled, an aft
to amend the judicial fyftem of
the United States.
On morion of Mr. Bayard,
the further confideration of the
bill waspoftponed till Saturday.
Ihe fpcaker laid before the
houfc a report of the commif
fioners appointed in purluance
of the a6t entitled an aft for an
amicable fcttlcmcnt of limits
with the State of Georgia, and,
aufhorifing the cflablifhmenc of
a government in the Mifiiflippi
territory, on the claims made by
fetders, &c.

On motion of Mr. Early,
the houfc again refolved itfelf
into a committee of the whole
on the report of a fdeft com
mime, in favour of allowing the
claims for the performance of
militia fervicc in the Rate of
Georgia.
Mr. John C. Smith in the
chair.
On agreeing to the report a
debate an fe which continued
during the fitting.

Gregg; Meriwether, S. Smith,
Macon and Varnum, ftippnrted ;
and Mefffs. Elmer, Elmcndorf,
Thatcher; Full is, Randolph,
Morris, Holland, and Haflings,
oppofed the report.
When the report was difa
greed to —Ayes 31 —Noes 36.
The houfc immediately rook
up the report of the committee.
Mr. Nicholfon faid as the
houfc was thin, and as the fubjrft
was important, both to the
United States and to the State
of Georgia, he would move an
adjournment.

was thin ; but as he did not wifh
