And he it further enabled, 1 hat it Ihall and rruy be lawful for every conlul, vicc conlul, commercial agent, and vice-commercial agent, of the United States, to take and re ceive for every certificate of di{charge of any teaman or ma nner in a foreign port fifty cents j and for comm ffion on paying and receiving die amount of wage, payable on *the dif charge of teamen in foreign p jrta, two and a half per cent. Sec, 7. And be it further ena led , 1 hat if any conful, vice-conful, commercial «»genr, or vice-commercial agent, Ihall falfely and know ngly. certify, tliat property belonging to fo reigners, is property belonging to the citizen? of the U mred States, lie (hall, on convidion thereof, in any court of compe tent jurifdidhon, forfeit and pay a fl ic not exceeding ten thou llnd dollar , at the difcretion of the court, a id he impnfoned f >r any term not exceeding three years.
