On the the 13th Mr. Smith of Maryland from the committee to whom was referred the bill “ coneenring commercial intercourfe with G. Britain and France, and their dependencies, and for other purpoles” reported the fame with an amendment (not aff tft i»g the principles of the bill) which was read, the bill is made the order of the day on the 19th; Mr. Reed’s motion for an amendment to the conflvution of the United States (relative to titles of Nobility) was further difeuffed, and on motion of Mr. Crawford referred to a commit tee for further confideration, M firs Reed, Crawford, Lcib, Giles and Pickering compofe the committee. On the 15th Mr. Reed from the committee to whom was committed his motion for'amending the confti- tution, reported the fame amend ed to read a-s follows :— “ No title of nobility (hall be granted by the United States ; and no perlon holding any office of profit or truft under them (hill, without the confent of Congrefs, accept of any prefent emolument, office or title of any kind whatever from any empe ror, king, prince or foreign (fate . And if any citizen of the United Sratis (hall accept of any title of nobility or of arty other title of diftinftton above or below that of nubility from any emperor, king prince or fort ign (fate, or lhall hold the fame by detcent, fin h citizen ihall thenceforth be incapable of exercifing or enjoying any of the rights and immunities of a free citizen of tht United States, or of the individual Rates; and (hall alfo be incapable of hold ing any office of profit or truft under them or either of them.” Mr. Smith (Md.) reported the bill from the Houfe of Repre- fentatives, making appropria tions for the iupport of govern ment for the year 181O, with a- mendments; which were read. In the Houfe of Reprefenta- tive, Feb. 9, the following gen tlemen compofe the committee to whom was referred Mr. P. B. Porters refolution on the fub- je£t of canals and roads : Meffrs. P. B. Porter, Troup, Taylor, Kenan,Burwell,Howard, Weak ly, M‘Kim, Van Dyke, Milnor, Southard, Sturges,*Bacon, Pot ter, Wilfon, Chittenden, Mor row, Poindexter, Poydras and Jennings.
