at the office of the commissioner ofloans
for Georgia, on the fivil day of July !
next, to continue open until the feven
tcenth day of March, 1808, inclusive?

ceiving fubferiptions for such parts of
the old fix per cent, deferred fix per
cent, and three per cent, fiock, as may,
on the day of fubfeription, {land on
the books of the said commissioner of ■

Those proprietors of the old fix per
cent, and deferred flocks, who may
lubf'eribe, will receive in lieu thereof
anew fix per cent, flock, equal to the
unredeemed amount of the (lock fur
rendered, redeemable at the pleasure of
the United States, under a proviso,.
however, tha tno reimbursement (hall
be made except for the whole amount
of any such new certificate of {lock,
nor till after fix months previous no
tice : and ti e proprietors of the ’ffirC-e
per cent, flock who may fubferibe,
will receive in lieu thereof, a fix per
cent, flock, equal to fixty-five per
cent, of the amount of three per cent,
surrendered, redeemable in the fame
manner as the new fix per cent, above
mentioned but not rcimburfable, how
ever, without the afifent of the holders,
until after the whole of the new 7 fix
per cent, (given in exchange for old
fix or deferred as above mentioned) as
well as the whole of the eight per cent,
flock of the United Shares, shall have
been reimbursed. It is alio provided,
that in every reimbursement which
may uke place, a preference will be
given to those creditors who may no
tify their with to he reimbursed ; anc
(hat if the applications to that effeft
shall at any time either exceed or fail
short cf the sum then applicable to
that purpose, the priority of payment
shall, so far as may be neceffiary, bi
determined by lot.
The present flock-holders who re
lide.in any part of Europe, and may
afient to that modification, may, ai
their option, receive the interefl ac
cruing on the new flock, either in the
United States as heretofore, or in Lon
don or Amflerdam, at par; in which
iaft case, the interefl will be paid there
by the bankers of the United States,
fix months subsequent to the day on
which the fame would be payable in
the United States and fubjeft to no
variation; nor to any other deduction
than a commissioner to the bankers,
of one half per cent, on the interefl
thus paid.

Dear sir.—l am anxious to bring
under public consideration, and parti
cularly under that of the ibyithcrn cot
: ton planters, fume icfleftions, to which

| They relate to a ready ana enlarged
market for cotton wool.
1 have never urged the faerifice cf
the agricultural and mercantile interc fts
to that of the manufatlures, though I
have believed that many circumilances
achialjy and naturally encourage ma
nufatlures, and that we ought to toiler
them as far as our other in let efts will
admit. It is, however, clear, that
manufactures do afford confiderabie
riicuu. -.geiocu-v -c - niafsci,
individual puVfuitand cuipi menr.—
Our distillers have aided trade, for ex
ample, by demanding the importation
of five, fix or seven millions of gallons
of molasses in a year. The leathern
manufafilures, as another example, de
mand from the fanner, frontier fettier,
and Indian trader, skins fulficient to
make goods worth ten or twelve mil
lions of dollars per annum. As ano
ther example, the cotton wool of the
United States is fold for household
and shop manufafilures in the stores
at and around every country feat of
juflice, and village, in the Hate of
Pennsylvania, however remote from,
the lea. The quantity thus fold has
increased twenty fold, within a few
years. Manufafilures therefore un
forced and aided only by the impofi
i lion of the necessary duties on foreign
goods, really aid agriculture and trade,.
I aflunie the position, then, that
manufafilures have already contribu*
ted to create, maintain and enlarge
the market for cotton zuool, among the
favorably affefted agricultural pro
dufilions.
My ohjefil is, to fuggefl the delibe
rate pursuit of a course of
association and habits, which shall
vender the market for cotton wool
both large and Ready.
This may be done—-ill. Bv oblig
ing or inducing foreign nations to
manufacture it, and 2d. By attending;
to the manufafilurc at home.
It is certain that the mere profpefil
of a prohibition of Britifii fine wool
len, linen, silken and leathern goods,
has had fome effefit on the foreign de
mand for cotton. Irish, Scotch and
Lancashire linens, flaxen and hempen
tickcns, thread and silk hosiery, hew
ing threads, tapes, bobbins, covered
