the Bth day of December, 1800, it is
enabled that all the Fraßional Parts of
Surveys of Land referred to the ft ate

tribution of the lands lately acquired
of the Creek Nation of Indians, lying
and being on the rivers Ocmu’gee and
Oconee, and alf.> on the present and
former temporary boundary lines

cent, and three per cent, stock, as may.

Those proprietors of the old fix pet
cent, and deferred stocks, who may
lubferibe, will teceive in lien thereof
anew fix per cent, stock, equal to the
unredeemed amount of the stock sur
rendered, redeemable at the plealure of
the United States, under a proviso,
however, tha tno rcimburfement fir all
be made except for the whole amount
of any such new certificate of stock,
lor till after fix months previous no
tice : and thb proprietors of the three
per cent, flock who may fubferrhe,
will receive in lieu thereof, a fix per
cciit. stock, equal to lixty-five per
cent, of the amount of three per cent,
surrendered, redeemable in the fame
manner as the new fix per cent, above
mentioned but not reimbursable, how
ever, without the aflertt of the holders,
until after the whole of the new fix
percent, (given in exchange for old
fix or deferred as above mentioned) as
well as the whole of the eight per cent,
stock of the United States, fhail have
been reimbursed. It is also provided,
that in every reimbursement which
may take place, a preference will be
given to those creditors who may no
tify their wish to be reimbursed ; amt
that if the applications to that efieeb
fhail at any time either exceed or fall
short of the film then applicable to
that purpose, the priority of payment
fhail, so far as may be necessary, be
determined by lot.
The preferu ftock-hoTders who re
side in any part of Europe, and may
assent to that modification, may, at
their option, receive the interest ac
cruing on the new stock, either in the
United States as heretofore, or in Lon
don cr Amsterdam, at par; in which
last case, the interest will be paid there
by the bankers of the United States,
fix months subsequent to the day on
which the fame would be payable in
the United States and fnbjeft to no
variation; nor to any other deduction
than a commillioner to the bankers,
of one half per cent, on the interest >
thus paid.

dence between this outrageous attack upon

upoifonous doflrines of the Aurora in pre
-paring the preponderating interest, (thee

their servile reception, is too obvious to
escape the moil unthinking. It cannot
now he denied that there was a preconcert
ed plan between Duane and his Galic mas
ters to prepare the public mind of this

est interest. It Congress does not (how a
becoming spirit on this occaficn, then in
