The Confutation of the'United States, Art. | 11. See. 3. porvides* that the President (hall from time to time give to Congress information of the state of the Union and recommend to their | confederation fitch measures as he (hail judge n<--- ceffary and expedient,’ ,r — the fame fc&ion alfp declares it to be his duty to “ take care that the i laws he faithfully executed.” In the late message of Mr. Jefferfon he has mentioned his'intention of laying before Congress the whole of the prooccedinga in the very inter- i citing case of Aaron Burr, that they may “ ap ply or originate the remedy for any dc-feft which they may find in the law, or in the administra tion of the law” on the fnbjedl of high trealon. He has treated the fubjeft lo delicately, and kept fi> [triiilly within the limit of his conilitntional duties that he has not even hinted when the de fect exills or fuggelted any fpecific remedy for the evil. Such however, is the sensibility or Empathy of the federalilb for Aarm Burr, or fach thejr inveterate antipathy to Mr. Jefferfon and to every thing which he does or fays that their paper, already teem with the Littered com plaints as to this part of the mefiage. ■ The Gazette of the United States of lad even ing in remai king on this fubje&t, charges the President with intermeddling, with audacitty , in decency, and a mo tt atrocious usurpation of pauuer, for merely exercising his conftitutior.al duties, for doing that which by his oath he is bound rot, to leave undone.
