Pretident of the United Stare J, coni*
niunicating a letter Iron) mr. Genet,
tniniller plenipotentiary of the re ub
lie of France to the United States,
dated the 20th of December, 1793,
and a copy of the proceedings of the
legidature of South-Carolina. Ihe
letter was read : it flares that the
minifler had not authorized the en
rolling, arming, and equipping of
any armed force, in any part ‘of the
territory of the United States ; but
that, pursuant to authority and in

South Carolina, who h;:d determin
ed to exjtairiare themselves. 1 hcle
persons were to go to join the peo

The proceedings of the legislature
of South Carolina, relative to this
business, were then read.
Monday, Jae-uary 20.
The committee appointed reported
a ftatemeut of the force necefFary to
pro’eCi ouT trade, and the ways and
means.
The force propof and is four frigates
of 44 guns, and two of 20 guns. The
metal of the larger frigates is 28
eighteen pounders.
The sum reported as neceflary fur
this armament is 600,000 dollars. It
is proposed to raise this liim by laying
one p r cent, additional on imported
goods now paying 7 1-2 ; 5 per cent,
add tiorial on done, marble, See. ancl
on all done and earthen ware ; . 3
cents additional on fait per bnlliel ;
6 cents additional per ton on all vef..
fels of the United States'employed in
foreign trade ; 25 cents per ton on
all other vefiels.
Tins report was twice read, and
referred to a committee of ways and
means, which now confids of a mem-
ber from every date, who are to
make another report refpefting the--
foitfying the ports and harbours of
the United States.
Mr. Smith (S. C-), after remark
ing, that in the correspondence be
tween the executive of the United
States and the minifler of Great Bri
tain, as printed for the house, there
appeared a chasm, occalioncd by the
omillidn of a letter from the secretary
of date, which letter is referred toby
the minifler in a fublequent letter,
offered a resolution, the purport of
which TANARUS, that the prelident may be
requeded to diretd the tecretary of
date to lay Hie letter, or filch parts
of it as m ty be deemed proper, before
the house.

prelident of the United Starts, dating,
that in aniwer to his communication
