could think, that, in return for the cession

misphere; for the forgetting of the plunder
ot tier commerce by American citizens; for
Hie privileges granted to their navy; and
for as great proofs of friendship as one na.

propose that the insurrection ol the ultra
marine possessions of Spain should be re.
cognized? And, moreover, will not his as!
tonishnient be augmented to see that this
ptftver is desirous to give the destructive
•example of sanctioning the rebellion of
provinces which have received no offence
from the mother country, to those to whom
she has granted a participation of a tree
constitution, and to whom she has extend
ed all the rights and prerogatives of Span
ish citizens? In vain will a parallel be at
tempted to be drawn between the emanci
pation of this republic, and that which tlie
Spanish rebels attempt; and history is suf
ficient i\p prove that if a harrassed and per.
, secuted province has a right to break its
chains, others, loaded with benefits, eleva.

)■ to bless and embrace more closely the pro-
!■ i meeting country which has bestowed such
• 1 favors upon them.
, Hut, even admitting that morality ought
. to yield to policy, what is the present state of
. Spanish America, and what arc its govern
ments, to entitle them to recognition? Bue
nos Ayres is sunk into the most complete
anarchy, and each day sees new despots pro
duced, who disappear the next. Peru con
quered by a rebel army, lias near the gates
of its capital another Spanish army, aided
bv part of the inhabitants. In Chili, an in
dividual suppresses the sentiments of the
inhabitants, and his violence presages asud-
den change. On the coast of Fifma, also,
the Spanish banners wave, and the insur
gent generals arc occupied in quarrelling
with their own compatriots, who prefer tak
ing the part of a free power to that of being
the slaves of an adventurer. In Mexico,
too, there is no government, and the result
Qf the questions which the chiefs command
ing there have put to Spain is not known.
Where, then, are those governments which
Ought to be recognized? Where the pledg
e's of their stability? Where the proof that
those provinces will not return to a onion
J -’with Spain, when so many of their inhabi
tants desire it? And, in fine, where the right
■of the Unittd Slates to sanction and de-
^ *ciare legitimate, a rebellion without cause,
\ rand the went of which is not even decided?
jj I do not think it necessary to provide that
fl if the state of Spanish America were such

the existence of its govenitnents were cer-
|y tain and established; that if the impossibili
ty of its re-union with Spain were so indis
putable; and tliat if the justice of its recog.
tuition were so evident, the powers of Eu
rope, interested in gaining the friendship of
countries so imporumtifoi 1 their commerce,
wuuld not have been negligent in fulfilling
it. But, seeing bow distant the prospect is
ol even this result, and faithful to the ties
which unite them with Spain, they await
the issue of the contest, and abstain from
doing a gratuitous injury to a friendly gov
ernment, the advantages of which are doubt
ful, and the odium certain. Such will be
that which Spain will receive from the U.

ty will be no less liable to wonder, that the

cordial sympathy with which thfty ttuve
witnessed the|jr spirit and energy, exerted
in maintaining their independence of all
foreign control,and the right of self-govern
ment.
In every question relating to the indepen
dence of a nation, t.vo principles are involved,
one of right and the other offact. The
former, exclusivity, depending upon the
determination of the nation itself; and the
latter resulting from the successful execu
tion of that determination. This right has
been recently exercised, as well by the
Spanish nation in Europe, as by several of
those countries in the American hemis
phere, which had lor two or three centuries
been connected as colonies with Spains. In
tbe conflicts which have attended these rev
olutions, the United States have carefully
abstained from taking any part respecting
the right of the nations concerned in them
to maintain or new organize their own po
litical constitutions, and observing, wherev
er i; was a contest by arms the most impar
tial nt'iirMuty. But tbe civil war in which
Spain was^^.some years involved with the
inhabitants ot her colonies in America, has
in substance, ceased to exist. Treaties c-
quiva'leiu to an acknowledgement of inde
pendence have budn concluded by the com
menders and Vine Boys of Spain herself,
with the Republic of Columbia, with
Mexico and with Peru; while in the pro.
yinces of La Plata and in Chili, no Spain-
ish force has for several years existed to
dispute the independence which the inhab
itants ol those countries had declared.
Under these circumstances, the govern
ment of the United States, far from consult
ing the dictates of a policy questionable in
its morality has yielded to an obligation oi
duty of the highest order, by recognizing
as independent states, nations which, alter
deliberately asserting their right to that
character, had maintained and established it
against all the resistance which had been or
could be brought to oppose it. This re
cognition is neither intended to invalidate
any right of Spam, nor to affect the employ
ment ui any means which she may yet be
disposed or enabled to use, with the view
of re-uniting tlnse provinces to the rest oi
her dominions. It is the nitre acknow
ledgment of existing facts, with the view
to the regular establishment with the na
tions newly formed, of those relations, po
litical and commercial, which it is the mo
ral-obligation of civilized and Christian na-
lions to entertain reciprocally with one a-
not her.
It will not be necessary to discuss with
you a detail of facts upon which your infor
mation appears to be materially different
from that which has been communicated to
this government, and is ol public notoriety:
nor the propriety of the denominations
which you havcatrribfVecfto the. inhabitants
of tbe South-American provinces. It is
r.ot doubted, that other and more correct
views of the whole subiset will very shortly
be taken by your government, and,that it,
as well as the other European governments,
will shew that deference to the example of
theU. States, which you urge it as the du
ty or the policy of the U. States to shew to
theirs. The effect of the example of one
independent nation upon the councils and
measures of another oan be just, only so far
us it is voluntary ; and as the U. States de
sire that their example should be followed,
so it is their intention to follow that or oth
ers upon no other principle. They confi
dently rely that the time is at hand when
all the governments of Europe friendly to
Spain, and Spain herself, will not only con-
ur in the acknowledgment of the indepen
deuce of the American nations, but in the
sentiment, that nothing will tend more ef
lcctually to the welfare and happiness oi'
Spain, than the universal'concurrence in
that recognition.
I pray you, sir, to accept the assurance
of my distinguished consideration.

SfR—I had the honor of receiving your
note of the 6th inst. in which you were
pleased to inform me that this government
has recognized the independence of the in
surgent provinces ol Spanish America. 1
despatched immediately to Spain one of the
secretaries of this legation, to carry to his
majesty news as important as unexpected ;
and until I receive his royal orders upon the
subject, I have only to refer to my protest
of the 9th of March last, still insisting upon
its contents, as if its substance were repeat
ed in the present note.
With the greatest respect, I renew the
assurance of my distinguished considera
tion.

There was a fair business in inferior and very
fine Upland and Alabamas; the intermediate
qualities were entirely neglected. Sale.i of
Louisiana were made ut 17 a 19 oents. The
chief sales of Alabama and Upland were for ex-
imi tation at 15 a 15$. Some choice parcels of
Alabama reached 16$, and a parcel of Florida
reached the same price, for home use. The
holders were generally disposed to sell, though
several considerable shipments were made in
preference to ucccpting our present rates. The
stock in market is less thau at our last report.
