the late war, our men often risked their
lives, after the enemy's ship had snrren
tiered, performed the most philanthropic
*t d generous acta; and in one instance,
in endeavouring to save the crew of the
British ship Peacock, three of them pe
malted, with nine of the enemy, in endea
vouring to saw the crew from their sink
log vessel. Public thanks in the papers
( have been rendered by British seamen
• after capture tor the kind treatment they
received at the hands of our men. It is
not such a statement, then, of an interest
ed foreign agent that can sully the national
character of our navy, when tlio te>timo
ny of the crews^of the late enemy during
the war, in innumerable instances is so
decided and flattering.
But if any thing could have justified
m tyrannical treatment,” at the hands of
Americana, it was the shameful stratagem
that the Portuguese ship, Mariana Flora,
•mployed to get our schooner, which was
f a mere “cock boat**compared to her an
tagonist, under her guns. All the testi
mony concurs on this head : the Mariana
Flora hove to, with a signal of distress fly
ing at halt mast, before her hull was visible
to our schooner. This decoy brought up
the Alligator, who rejoiced at the pros
pect of administering to the relief of a
•hip in distress ; under the guns of the
Mai tana Flora, and whilst every heart
veaptbidt d to these sentiments, they were
teceived by a heavy cannonade, which
was continued for upwards of an hour.

Alligator, at length with difficulty go.
alongside, and boaided this suspicious
vessel after many previous attempts to
silence her fire by manifesting the national
character of his vessel, a courtesy the
Mariana Flora did not reciprocate. Uo
der these doubtful circumstances, Cap
tain Stocktoo very justly determined to
ieiul her home for adjudication : her out
rage. on our flag merited a retribution
which the humanity of Capt. Stockton for
bjtde. By the law of nations he would
haw been jus-ified in returning her fire
which would have sent her to the bottom,
b».t he benevolently preferred sending her
to the United States for an examination
into her true character { and she was
libelled accordingly. The opinion of the
ftourt is truly singular, damageshavo been
rendered against Capt. S. tor £24,000 ;
but as lie was in the regular discharge of
his duty, and in the prosecution of his
voyage agreeable to his instructions, there
can be but little doubt that the decree will
bo reversed, or, at all events. Congress,
in the end, will grant him that relief which
may exonerate him from further responsi
bihty. Captain Stockton’s reputation,
as an honorable, intelligent and energetic
officer, stands too high to permit the purity
of his motives to be questioned for a mo
ment. The suspicious circumstances at
tending the capture of the Mariana Flora,
and her outrage on the American flag,
•was a sufficient vindication for her deten
tion, if not condemnation.
We wish to cherish a good understand
ing with all the world, but the tone of the
Portuguese Consul-General is not ealeu
fated to produce such a result. The me
Dices and threats of the Abbe Correa,
as Portuguese Minister, in a letter dated
sumetime about the close of 1816, on the
an ij-qf of privateer warfare, in which we
had no part is yet fresh in the remem
brance of our citizens ; the chief magis
trate was, in that communication, told lie
had not authority to do what was light ;
a i d the usual forms of diplomacy and of
ficial decorum weie violated in directly
advening to the legislative branch instead
of die executive, to whom he was only of
ficially known.
The conduct of Portugal during our war
with Great-Britain, was far from being
neutral : her impotence «t Fayal, among
other instances, in permitting a British
fleet to attack the Armstrong, privateer,
commanded by the brave Heed, will n>»t
be forgotten: And yet her official author
ities have dared to reflect on our national
character; that she has received " barba
rous and tyrannical treatment” at our
bands,
A Boston paper of the 9th of May, con
tains the official letter of the Portuguese
consul detailing the capture of the Ma
rianna Flora, by the United States sc hr.
Alligator in December las*, alluded to a-
hove, in whicn is introduced the following
offensive paragraph:
“ On the day when the trial was to have
taken place, the United States Attorney
requested a suspension of the proceedings,
as he wished to make a proposal in con
sequence ol having received instructions
from the President of the United States
to facilitate the departure ol the vesel ;
he offered to withdraw the libel and re
•tore the property, if all claims lor dama
ges should be relinquished protesting that
he should use every effort to procure
condemnation if the proposition were not
accepted. Thus endeavoring fq terrify the
captain into the acceptance of a proposal
which would have been only abominable
by reason of the losses that would have
.ensued to the parties interested, but dero
gator} to ihe national character on ac
count of the insult and tyranical treat•
•Kent which the crew had sufcned.”

“ JWit- Orleans, June 27—The only alteration
in our market, Since our last, is in the price of
Flour: sweet cannot be had under £4to-day ,-
sour 24 sales. Fork and Lard are getting very
scarce, in fact there is none in market for sale.
Freights are getting higher every day 5 £16
has been given for tobacco to N York, and 2
cents for cotton. No news here—business
quite dull, two thirds of our population having
left us."
u New Orleans, Juno 27—The unfavorable ac
counts from Europe and the Atlantic States,
have produced a considerable depression in our
market, but not sufficiently so to hold out much
encouragement to shippers. Cotton for which
22 cents have been refused, may now be had at
18j, but even this istoo high. Tennessee may
be quoted at 9 a 12 els. Tobacco is worth about
as much here as at the North, say 2 a 4| cents.
Whiskey has taken a sudden start, and wdlfetch
30 cents—we doubt if it falls again. Flour £3$.
Good Sugar could not be selected in town un
der £1U* or 11. The prospects for the next
crop of this article are unfavorable; we do not
believe it will be greater than that of last year.
We enclose you a.statement of imports and ex
ports since the 1st October. Of the small nunv
ber of vessels which you will perceive advertis
ed, there is not a single one that is not nearly
loaded, having nothing in port to take away the
produce. Exchange on the North 1 a 2 per
cent, advance. Freights to Liverpool l£d for
Cotton, and Coastwise 2 els per lb."

The business of this week lias been, of course,
quite limited, as the same causes which have
for some weeks past depressed the market, still
exist. The inferior qualities of Cotton have,
as we are informed, declined a little farther ;
but the very bett quality, which has become
scarce, is still held as high as 18 a 19, some few
bales <>f such as is claestd as first quality, have

. co, which had very little room for decline, has
perhaps sold better than for some weeks pre
