(iv with the Debate* of the Home of Common*. He in supposed to be the •ole reporter. Thii pee greet scfof to hie paper end he htd no disposition to osde- ceive the public. He we* always in the House during the hour* of business, but he had two or three reporter* who secretly assisted him, and the neat morning he frequently borrowed a whole page of tho Debate ready set up in the typ* from hi* brother* office, who published • morning paper. Although this matter had been previously printed off end circulated in Woodtali’e Advertiser, with no fame for its sccuraoy, yet when transferred to tho Morning Chronic1o.it always pasted al perfectly Orthodox. The truth ia, that Chronicle Woodfall, who alweya sat out the debate, on'his return to the printing office read over the whole in the proofs and by adding a little in one place and expunging un expression elsewhere, he gave to his details an sir of imposing /. originality. He was much assisted by \ the Members themselves. Such was then the confidence in William Woodfall’s, that the true Quid Wane abstemiously re frained until tie could be gratified by the perusal of Woodfall’s genuine report. This confidence was do deeply rooted, that lor many years after Woodfall had been ga tliir'ed to his fathers, a Psrlismentary Register, in his name, was published in London.—Hem. Tress. THE RUSSIAN UKASE. In the month of December the attention l of this country was, besought to the dsn * serous doctrines contained in the Russian Ukase, by which that Power had appro priated to itself the whole of the north< west coast of America, up to J1 degrees north, and of the eoeet of Asia up to 4J deg.dl min.; and'by which no ship, on p-un of confiscation, ahould come within one hundred miles of either of these coasts including in America the possessions of the North-West Company, and in Asia a portion of tho Chinese Em pire ; neither of which countries has even by the latests accounts, been surrendered by Lord Londonderry to the Emperor A On Tea* *nd on Indigo, th* discrimi nating duty wsi, in Prance, equal to *• bout five American cents per lb.—Doe* this writer foretell that it will bo much increased, in case hi* scheme of total pro* hibttion fail* i He values a Ton or Silk at 1,800.— An. American vessel, from Prance to tho United State*, can be insured in the U- nited States, cheaper than a french vet* •el can, io France, by at leait 1 3 per cent. »»y Ed She will avertge in point of dis patch, 30 day* at least, say in* terest of money 1-2 per cent. 86 And Merchant! will fool away these glO, and ship all the Silks by French vessels, rather than to pay S3,15. So aaya my New-York friend—No wonder that Mr. Adams should be ignorant of this facti— and he will be highly indebted to our New- York friend for informing him of it. .Poor Mr. Adams! what n pity he did not go to school under the tuition of the corres pondent of the New-York Daily Adver- titer I P. P. F. DEGRAND. lexander, at his Lordship did when he ave up Java end the Molaccat to Hoi- [great political crisis” without concern. f. and, without knowing that he had dona so. Sotunk has the country been by R* misfortunes, th at (lie imperial document lias been permitted to pass without one individual of the British Parliament hav ing ventured to observe upon it, and so completely has the proud spirit , of Eng land been beat down. Luckily for the world, the United Statea of America has not submitted with ■equal patience to the decrees of the Au- toorat; an important discussion ia now depending between these two countries— • discussion in which we, however, are much more deeply interested than the U- nited States, inasmuch as the Ukase of Hie Emperor includes much which ia ac tually settled by Englishmen, and forbids us at the same time from trading with a portion of ^Chinese Tartary, when tn •peeing for our enterprise' was likely to- be attempted. The real views of Russia are of a na ture and extent beyond any thing formi dable, as her Minister at Washington (who, from his name, seems to be as little of e Russian as Pozzn di Borgo, or Capo fl’Istria, or many other of the ministers of that power) contended that the Emperor might have shut up the whole of the Nor thern Pacific, as he poseessed dominions on each side of it. It would have, been well if Lord Mel ville had ascertained this law of nations before he sent to discover a north west K stage, which thus, ir discovered, would nugatory. In the same manner, and with somewhat better chance of aucceis us to the execution of her decree, might England decree the Northern Atlantic closed to the ships of modern Russia. How long are we to submit to such encroach ments, in order to support the principles of the Holy Alliance r It cannot but be considered as a matter of some curiosity to see that this important question is left to the decision of the two youngest na tions in the world ; and that France and {England should equally submit to have a J»ew law of uations imposed on the world. Lon. Times. The Eighteenth Congress.—tf we place any faith in newspaper report, the next congress will comprise some of the most distinguished character* of our country. Langdon Chcves, De Witt Clinton, Gen. Jackson, Henry Clay, and General Win field Scott, are apoken of ae candidates fox icatl on the floor of congress. The community will nut be at a loss to disco ver tbtj peculiar attractions that invite such a galaxy of talent to the American Capitol, at the next congress, when they recollect that the near approach of the Presidehtial election makes it probable that the great question of determining who will be the successor ot president Munroe may be decided, in far as relates to the will of the 18th congress, at its first session. There is no ostrocismin this republic— the prize of the Presidential chair is fair game for the aspirants, by fair and honor able means. We cannot but view this flocking tn Washington, on the eve of a FRENCH TREATY. A Prophet hai appeared in the New- York Daily Advertiser of the 3d instant. He foretells that the French Government will now prohibit at once the importation •f foreign goods by American vessels. He wery wisely saya it is a right we have gi eti them by the late Treaty—A pretty gilt indeed, on our part, to give them what belongs to them ; a right which they, as well as all other nations, have always indisputably enjoyed, end which the French have forborne from exercising because they thought it not for their iote- test; and which they will stilt forbear to exercise, (as I believe) if they think it not for their interest to exercise it. This wri ter states some curious tacts. He says, for instance, “ that we were allowed to carry Nankins to Francewhen in reals ty I beg leave to affirm (though with great diffidence, being opposed to so great an authority) that “ 'hey are totally prohi bited, except in French vessela direct from China ” He speak* of oor trade With France in China Silts as " no small item.”—If he will be kiod enough to im part to Mr. Adams some of hi* great stock cf commercial knowledge and let Mr. Adams and the public know how much the whole amount of the China Silks •hipped to France, front the United States is, or ever has been, 1 will be much in debted to him. From this port, I ahould not suppose it lias ever amounted to g5,000, for a whole year—I think I once knew of the shipment of 8500 or 1,000 worth-—Perhaps my New-York friend can point l* whole cargoes. these bands of political auxiliaries are summoned to congress hall, bv any of the candidates, does it not argue conscious weakness or a distrust of political strength? Is the success of some favourite so doubt ful, that Caesar beckons for Ilia Praetorian bands to surround, to give away the em pire? It is a political manoeuvre, got up by a dangerous combination, and a secret and organized corps P Are there any sys- tematic measures on font, to wrest from the people their suffrages guaranteed hy the constitution ? We will not insinuate that congress will sanction this puppet shew ; public opinion will interfere ; and we know there are honuurable exceptions amongst the presidential candidates, high mindetf gnd patriotic., that will resist ail attempts to usqrp the people’s rights, for any earthly reward. May tome Cincin- natut—loihe farmer’s son—be brought forward, that his firmness to resist, when lie perceives that the nation is tainted with such weakness, who holds in ineffable con tempt, those intriguer* and office hunters that haunt the palace—parasites who spring up like mushrooms ! Let us place s man of nerve at the head of affairs, fur the next presidential teym ; a man who despises the Punic -fisith of his adver saries—a man of vigor, who elands with out the political crutches of ttvr army end the banks Man who will husband the resources of the nation—a republican po litician and enlightened statesman, who will breast the storm of party that may threaten us—Such a man, we think, in due season, may be presented to the peo pie. The " ermy candidate,” has felt the force ef our remarks, from time to time; he is become fearful and cautious; CcsSr despairs of success; the antidemocratic combinations of a few dictators in favour of Mr. Calhouo, who were unknown to the great body of republicans, are put to flight, or are so discomfitted, that it is presumed they have given up all thoughts of imposing a president on the people. Tiie master-spirits from other points nf the pnliticsl compass that may wave their wand in congress for the same purpose, may be equally disappointed!-IFash. Oam. Union that th* wonderful qeilifiei, and astonishing pretention* ef-Mr.-Calhoun were lost sight of, in the multitude, until n desire desire to mako him President imposed the duty nf pointing them out on hie Biographer. Nothing <e wanting tn secure the election of thie gentleman, but that the nation should adopt the fanciful opioiurii of Ids Biographer,—Dens. Pres*. lb the Editor of the Georgian. B»o—Permit me to pay through your paper my reapecta tn the brain-sick youth who eatla himaotl " Frecleriok,” who appeared in another paper on Tuetdsy last. I wae at a loss at fiist to account for this unfortunate young gentle, man’s apparent waywardness of Imagination— I con, lilted the almanac to find by the moon a solution of his "thick-coming fbneiei,’’ particu larly as he muat allude to that luminary when, he apeaka of " the village eura” Which bark at the "silent mom,” but she was tn her first quar ter. It Wat unanimous^ reaolved that we had discovered the drift of this ssgacioua wri ter's remarks, in thus throwing the gauntlet to the n scandal-mongers” in Ms communication (tnd "a mussel-monger woull have made abet ter.”) Sir, I am astonished, that it has not Claimed more notice than it hat done from the constituted authorities—whyl sir, we are threat- ened with 1 know not whaa-.with "breaches, ambuscadoes, Spanish blades’—no lets sir than wilh the deatruction of the public peace by means of chibs and other unlawful meetings -- and "oil! dire miachance,” by meetings of "fe male incendiaries" and "Ttputatlsn murder ers,” who inspired by that dreadful and to old bachelors (I am an old maid, sir, and ao 1 take liberties) detested beverage tea, the cause to us “of all our joy and all our Woe,” are plotting the destruction of good order, perhaps the for mation of a female oligarchy, and the usurps- lion of that particular part of die habiliments of man which have been used to denute his sove reignty over the weaker sex. By publishing this (and perhaps it will be as well to request other editors to do the same) you will do a ser vice to tho 1 community, and periiaps we may yet see the day when a petticoat shall receive no more quarter than a inad dog—when the tea table Shall be banished from civilized society, and ns in the good old times of our great great grandmothers, porter ind pickled herrings sup ply its place. In conclusion—(would give one piece of advice to master Frederick, and that is to endeavor alwaya to have common tense on Ins side, which is as different front the common nonsense with which the press too often teems, to use a homely comparison, at " chalk from cheese ” BRIDGET. % v I LETTER BAGS At William' Lirrrnry end Ctmmmitl Hunting. At length the concluding number of the biography of this gentleman ia published, It coniains as many important tacts as any of the former numbers. We learn that he " ilof a lean Jramethat ” the distinguished feature nf his mind may be said lobe the faculty of analy sis{” and that hie genius is not one of those which " soaring above the stubborn realities of things dazzles by its meteor splendors only to increase the surround ing darkness.” He ia not • "timid time serving (politician on the contrary he is one ot- those who ** carries public opinion with bin) instead of waiting to follow it in inglorious safety.” The public will ; hear with admiration that Mr. C. " detests the arts of intrigue and management.” His services since he entered the national councils, it wooid : eeem, have been pre- eminent. " Mb man, in any country, in ‘Reason, J the same space of time has rendered more signal services to the public.” Many other handsome, and some fooUth, com pliments are paid to Mr. Calhoun. A man scarcely known to the nation • few months ago, ia now rejtreseoted as one of the greatest men of any age or country, and the public are assured that, little as they may think of the matter, •• his name will be remembered with, pride and hie services with gratitude, by the natiun that claims him as her ion.
