He dwelt upon the honors and virtues of the house of Mussel, and of the other names, w hich were the objects of his resolution, amongst which were those ofthe nobleman who is at the head of the Catholics of Ireland, and the venerable Bishop of Norwich.** In the fourth volume of lturke’s works, the reader will find the following character of this illustrious house, which has claimed k such ho nourable notice fiom our Republican represen tative-— " 1 lie first peer of the name, the first pur* chaser of the j*rants, wai a Mr. Bussell, a per son of an ancient gentleman's family, railed by being a minion of llenry the Eighth. As there generally is some resemblance of character to create these relations, the favorite was in ull likelihood much such another as his muster.— The first of these immoderate grants was not taken from the ancient demesne of the Crown, hut from the recent confiscation of the ancient nobility of the land. The lion having sucked the blood df his prey, threw the ollal carcass to the j&ckali in waiting. Having tasted once the food of confiscation, the favorites became fierce and ravenous. This worthy favorite’s first grant waa from the lay nobility. JVtot. Adv. SUMMARY OfForeigirlntellgenoe frnm London ami Liver pool papers to the 8th June, from the Charles ton Courier The expedients of the British M ini-try, for the relief of Ireland, are, to remit taxation, to employ the labouring poor, and to supply provisions, The House of Commons was engaged in discussing Sir James Mackintosh’s pro posed revision and amendment of the criminal law—who in a speech of much length and great eloquence, depicted the absurdities and the cruelties ofthe British penal code, iUnstmting its errors and dr loots by contrasts with the enactments of France, the United States and even of Spain. The resolution was adopted, 117 (o 101. In a revision of the Criminal Code Sir F.'Bur'dett is opposed to solitary, or, as he calls it, secret confinement. In Lan caster county, lately, of 48 persons sen tenced to death, only three weie executed. Many petitions have be’n presented to Parliament against the Criminal Code, Petitions have also been presented against the Corn Importation Bill, which the pe titioners apprehended would accelerate the period of universal insolvency. Sir F. Burdett imputed the distresses of the country In the ignorance and incapaci ty of Ministers.—He was against pro tecting duties—the Corn Trade ought to be free. He was opposed to a metallic currency. Mr- James thought it iniquitous to pay the public creditor to the lull amount of his loan, which had been contracted 14 nr 15s. in the pound. There could be no relief but io diminishing taxation, and a reduction of salaries and pensions. Sir T. Lethbridge declared he had be come a convert to Parliamentary Reform. He declared he should offer certain Re solutions, and he cared riot how the Mar quis of L, received them. A highly animated and impassioned debate took place in thc House of Com mons, on the bill tocontinue for two years the alien act, enabling the government to send foreigners out of the kingdom. A'gontlenian of respectability and in telligence, of commercial pursuits, lately from Buenos Ayres, gives it as his opin ion, that a minister plenipotentiary from the United Stales, with full powers, should repair forthwith to the republic of Buenos Ayres ; that such an appointment would have a beneficial tendency, and lead to a better undeistanding than can exist, un der the present arrangement. A leading man of celebrity would command that in fluence among the Spaniards so essential lo the intareSta of this country, with a gov ernment last rising into commercial im portance. Mr. Forbes, lie says, has cer tainly obtained some arrangements, in re lation to seamen and shipping, which gives us advantages over the British, but he at- tribules this mainly to Ihe friendly dispo sition nf Ihe Buenos Ayreans towards the United Slates, over the citizena of any other country; more than to the " influ ence of our agent,” who, either from - his retired habits or declining health, lives too secluded and mixes too seldom with the Spaniards, to render those services, which ihe enen-ssing interest of the political re lations between the two countries de mands. Above all, he says an intimate knowledge of the language of the country is indispensable to conduct any negocia- (ion, with a government which solely ad heres to its own idiom, and to obtain an accurate knowledge the genius and re- snurcea of that interesting portion o, the world. A fracas is slated to have taken place at Lyons oti the 10th of May, in consequence of hostility display- ed to an election return, by n few indivi duals.
