EXECUTIVE APPOINTMENT.
Messrs. Camak § Hints—The manner
in which ynu have thought to be your im-
'perlous duly to represent to the public,
what you term on expose of the facts and
ciifcumstances attending a recent appoint
ment by the Executive to fill a vacancy,
renders it necessary, having a due regard
to public opinion, to lay before that public
a correct statement of tho transaction,
which may nut only be relied on ns coin
ing from the host authority, but I will add
can and will be proven when necessary.
It appeara^thbo, that on tr about the
lull of July, Abner Hammond, Secretary
■qf State, left the Seat uf Government
without the knowledge or consent of the
Governor, that on the 12th of August the
. public business could no logger proceed
if, the Secretary of States office legally.
On the morning of that day Governor
Clark was informed that Thomas H.
Crawford (ayoung man whom Col. Ham
mond had Iclt in his office) 'was acting as
Deputy Secretary ul State, nr signing Col.
H.mrmond’s name ro grants nf land (Stc.
upon which the'Governor directed Moj.
IVood, one of the Secretaries of the Exe
cutive Department, to go and see upon
what authority he (Crawford) was acting,
lie accordingly went and returned with
a written power of attorney, which the
Col. hurl given for the purpose, upon which
Ute laws and resolutions of the different
Legislatures of the State were examined
to see if there was any such authority
given, but none could be found. Mr.
Clayton, the Treasurer, and Mr. Boze
man the Comptroller General, were asked
il they knew of any authority for such a
Course of procecdure ; they both replied
thafthey did not. Mr. C. walked out of
the office—Mr. B. remained, when the
Governor enquired of him if he knew when
Col. Hammond was expected to return: he
replied that he did not, and said that he
•upposed it to be very uncertain as Mr.
Crawford bail informed him that there
bad been a letter received from the Col.
at St. Mary’s, and that he spoke of going
from thence to St. Augustine. Others,
as well ns Mr. Bozeman, have heard Mr,
Crawlord say that Col. Hammond spulie
of going to St. Augustine, and if he did he
expected he wotild not return ’till some
time in October. The Governor imme
diatcly sent for Mr. Crawford to tirme
into the Executive Office, and upon his
doing so, he was informed by the Gnver
nor mat he understood that he (Crawford)
was acting as Deputy Secretary of State,
and requested him to show the authority
for Col. Hammond's making sucb; an ap
pointment. Mr. Crawford replied that
lie dirt not know that there was any «u
therity, but that he was authorised by
Col. Ilainrnouil to act. The Governor
then told him that thorc was no such au
thority, and that he forbid his noting,and
signing Ins name as Deputy Secretary ol
State. Mr. Crawford was then asked by
the Governor when Col. Hammond was
expected back, he replied,, about the 1st
of September ; alter which Mr. Crawlord
left tile office, and for the space of an hour
or mure declined doing any business, in
Constqurnce of the directions given him
by the Executive. In this time George
K. Clayton, Esq. Treasurer, went to the
office of Sec. State, and immediately on
his leaving it, Crawford called to General
Ben].Cleveland, fur whom he had refused
to do business, in the interim, aud who
wad then in the yard ot the State House,
anrg told him to come in and he would do
histbusiliess, and which was accordingly

casioned by the absence of Abner Ham
mond Esq. and directed Mr. Wood to
go and inlorm Mr. Whitaker of it that
eveuing, and to request him to come in
early next morning if he should accept the
appointment. He accordingly came, when
the Governor informed him uf all the cir
cumstances w hich had led to his consider-
ing the office vacant, aud appointing him,
and said to Mr. Whitaker it would be dis
cretionary with himself whether to hold
the office until the meeting of the Icgisla
ture, or until Colonel Hammond returned
but that he should prefer his resigning it
on his return, and that he wished him
(Mr. Whitaker) to continue young Craw
lord and the other youth with him in the
cilice, to which Mr. Whitaker replied
that heilhought that Col. H mtmoml should
have attended to the duties of the office
while he had it, hut that he should have no
objection to continuing the young men in
office. Mr W. then gave bond with se.
curity fur the faithful performance of the
duties of the office, upon which the oaths
of office ware administered to him by

nor walked with him into the Secretary of
State’s office, and informed young Craw,
ford that he had appointed Mr. W.Secre
tary of State audy that he presumed he
wuuld continue him and the other young
man in the ullice, on which Mr. Whitaker

Not long afterwards the Gov. going up to
the Penitentiary and returning to the
State House observed young Crawlord go
iuto the law office of Seaborn Jones, after
which lie returned to the Secretary of
State’s'office and attempted, aa the Gov.
w»s informed by Mr. W. to transact busi
ness again as Secretary of State under
Col. Hammond, but was prevented by Mr.
W. anil he refused to give up the key of
(he office, which it was presumed he hail
taked away as it was mitving out of the
lock. "I he Governor then* told Mr. W.
he had better get a warrant against him
for his rudeness towards him in the office
and for taking away the key of the uffice
door. Mr. W. went off and after some
time returned anil said that the magistrate
found some difficulty in issuing a warrant.
He was then directed to have the lock
taken nff aud another put on that had a
key. Soon afterwards Mr. Warillaw the
carpenter came into the Executive office
and said that man Crawford would not let
him take the lock off' to put onother on,
upon which the Gov. directed one of the
Secretaries, Mr. Burch, to gn and have
the lock put on the duor and tne key given
to Mr. Whitaker. Short time afterwards
a considerable noise being heard in the
Secretary of Slate’s office, the Gov, tame
in and enquired what was the cause of it
and was informed that when Mr. Burch
took hold of the door to have the new lock
put on, Crawford laid hold of him to pre.
vent il, and a scuffle ensued between
them. ‘The Governor then directed Mr.
Warillaw to take off the lock atid put the
other on, and give the key to Mr. Whita
ker, which was accordingly done without
further interruption.
Nothing more on the subject occurred'
until the 18’h of August, 1822. It is per
tinent here, however, to observe that when
the difficulty first presented itself, and the
Governor revolved in his mind tho mea
sures to be adiqqpil to prevent, ah entire
suspension ol the-legal Executive admi
nistratioti of the Government he at first
thought of appointing the young man Craw,
lord to fill llie vacancy until the return of
Cul. Hammond, but wheu he reflected

pointed him Secretary nf Stile, and lie
was in possession uf the uffice, and that
he, Mr. C. could do nothing more in the
office but as a e’erk if lie chose.
On the. 19th inst. Col. 11. accompanied
by a large train of persons, with a c ine in
Ins haqd, went into the office of the Se
cretary of State. As he entered the dour
Mr. Whitaker rose -and said : How do
you do, Col. Hammond f The Colonel
popped his cane down on the floor and
asked by what authority W. was in the
office. \V. replied by saying ; Under an
Executive appointment—The Col. then
said t God damn the Executive who gave
him the authority—1 order you out di this
office Mr; Whitaker said he should no’
go out. Tit- Colonel having called on
witnesses, lurned to Whitaker arid said :
You darn’d insignificant rascal I order
you out of this office instantaneously.
Whitaker answered again that lie should
not go, and resumed liis seat. The per
sons present were called by the Colonel to
bear witness of Whitaker’s Violence, as
he termed it. Fmm .whence lie immedi
ately went to the Executive office, accnm.

The Editors of the Journal in their authen
tic statements barely observe harsh words
ensued; th'-y understand the advantageous
effect ot shades in their colouring ami
painting, and notwithstanding their mi
nuteness in other particulars of their in
vention, the public are left to determine
as they can, what occurred on that occa-

pression of the fact it was so far commen
dable, but justice-always requires the

the Executive choir, spoke to Col. Ham
mond, and asked him to take a seat
pointing to a chair; he Col. H. however,
did not comply, but advanced near to the
Governor, and (in an angry and threaten
ing tone) addressed him in the following
manner :—

The present owners not having it in their
power to bestow that attention to it which a-

valuation, and much leaa than such a structure

The Saw-Mill ri upon a new principle, by
the late renowned Civil Engineer, Mr. HPJtf-*
NIE of Loudon, who sent out one of his beat
workmen to superintend its erection. It cun
now cut with 48 taws, and may be made to drivw
twice that number. •
The Steam Engine is perhaps the best in
the United States, made by Meum. BOLTON
& WATT, of Soho, near Brmingliami and
erected under the Inspection of their best fore
man, sent out expressly for that purpose.
A wonderful expence is saved m lucl, as tfto
saw-dust from the pitch-pine is found to answer
instead of fire-wood, and is carried to tho
mouth of the furnace from the pit by elevatosn
now in use.
The Rice Machine isalao on a new principle
and found by experience to answer better than
any yet in use. The quickness and regularity
of llie movement, producing it of a superior
brightness without breaking the grain *
The mill is situated on a fine Greek, called
Cut Head, on a brand) of the Altamalia River,
and only aboht half a mile from Darien.

them to go to the wharf at Darien, can load at
the Mill, only a short distance off’, with pest

bow ports, almost without expence: and the

it went into operation has bfcen allowed to be
superior in quality and regularity in tawing
The commissioners of the Navy of the Uni
ted States have approved of the ship planks,
furnished from it, and it is highly probable will
give it a preference in future cunt: acts.
It baa also been Reen and justly admired in
New-York and fbilsdelpbia.
The prospect of a renewed intercourse wills
the ilritish West India Islands, renders this
establishment a desirable mode uf investment—
ofl’era, in that esse, having been made from
JAMAICA ALONE, for about half of all the pro
