It our information, as to tho above facts be correct, tho President has authority enough tor every portion of his proclama tiim ; the opening of the trade with the ndhhern provinces being evidently within the meaning of the acts of both this and the British governments,—Boston X’ntriof. EXECUTIVE APPOINTMENT. (Plain Truth Concluded.) It is a notorious fact, that with the 13th of August a crisis had arrived when tho Executive Administration of the Gov- ei moot must ceafc for want of legal co- operation of the Secretary of State, or the Governor must exercise the authority vested in him by the Constitution to guard against such a state of things, by appoint tug 11 person to till that office. To have suspended the government would have justly subjected him to ccnsuro, greater than ull the abuse so iniquitously poured out against him lor having discharged his duty tu the public ; and the very suiiir persons, in all probability, would have taken the lend in denunciation ot him. Among the various misrepresentations anil falsehoods in circulation, one is, that the young tnuii Cruwlurd hud not boon, as they think, duly served with a copy of the Ex ecutivo order appointing Mr. Whitaker. It was furnished to Mr. Whitaker, and «x; ibited by him tu Crawford, who paid no attention to it. Another statement, in the llecoider, is equally untrue, that is, 4Hhat Mr. Crawford informed the Govern or that Col. Hammond ivj expected hom daily,; all the inforroVion. hu gave the Governor was what has been already slot eil, when inteir.ogated to that point, that Col. Hammond wus expected to return 0- bout the 1st df September. The assertion in the Ifocorder, that the Govtrnor interfered in behalf of General Ni wnan in, the lute election of Secretary ol Slate is vpiil of truth : nor did he even know that Cbl. Hammond was opposed (0 him. The assertion, that Mr. Crawford wus threatened to be thrown nut of the house is equally unfounded in truth. With regard to what has been said bout the conduct of other officers, equally erroneous, it is sufficient to say, that they h ive not in any instance impeded tho ail ministration of the Government, nor is it known that they liavo it) any instance ub sented themselves for any time from their ollidea without tlm approbation of the Up sernor ;,and indeed, Irotm the nature of itlie business of their offices, us these os ’remarks apply to the Comptroller Gene rsl end the Treasurer, there is not that constant indispetisible co operation with the office of Secretary of State.
