The two wheels which hsve been erected, and are moved by the feet of the prisoners, turn each a run ufstoncs which grind per day from 40 to SO bushels of grain, and tlus.quantity is expected to be increas ed toAO or 70. The grinding of grain for tne Almsliousc, Bndewcll, and Penitentia ry, hus hitherto been a cost to the public of about an average of 1900 dollars per year — which, by the present plan iscsved ; the cost of u oi king the pi isntiers out of doois, has also been ab»ut 7^00 dollars per annum; and the same quantum of work cxn be done by private contract, for half the sum—of coursr, this is a further saving. Females as well as males, are employed in the Tread mill On the two wheels in the N. York Penitentiary, thirty two persons arc em ployed. A bell is so arranged as to strike every foil minute, when one of the con victs leave* bis Mat ion and another goes on -to that each man works eight minutes, and rests the same space of time. The plan bids fair to be of the most extensive bene- fit. and to render, with solitnry imprison ment, the penitentiary a plaee ot punish* ment, ami not n place of refuge for the a bandonod, to plot further dc-predutions on society, when an easy im* rlsonment, p» r hups shortened by executive clemencx, h»» expired. The National Intelligencer, states that they possess some cuiious information on this subjtct. From Jamaica.—By Jamaica papers to the 5th Sept.-appears, that the Pirates still continued their degradations in thost? seas, and were every day becoming more during; several vessels had been chased on shore by them, and one, valued at from 20 to »’30,000 (insured at Lloyd's) captured ; the port of Lucea, hud been blockaded for 10 days by a schooner. An article in the Jamaica Chronicle of Sept. 3d, says, "The importation of flout into this city from the Iflih to the l«t inat. appeared by the report of the Naval Offi cer; to be 3994 barrels, and the exporta tion daring tlus same period 508 barrels.” Letter* (probably the latest) from K ng- st n, .quote flout at $7 A0 cts. per bbl. T HE Grand Jury for Mie County of Cam «lrn, present as a grievance the Crimi- hal Code of Lau s, at present in force irt our Slate, became it appear* totlidn that they do not hi many respects, answer the purpn- *ra folended. 1'here are many instance* every day occurring in ntn Mate, of the same person being convicted tu undergo confinement in the Penitentiary several tones, for the ssme or dtfl*e«ent offences. There are also many instances of convict* who-have seived the time fdr which they were sentenced, ind upon being released, committing a fecund offence in order to procure* recommitment, preferring a 1 fe of confinement and servitude to that of li berty, being found in good and wholesome provisions and warm clothes, at the public expense ; the industry and care which they would necessarily have to undergo,'focthe procurements of these, and for the happi ness and support of their families, is taken away, and is an inducement for them to commit a second oftVnce rather than re-’ fruit* from it, the penal law on the>second offence not being sufficiently severe and certain. For these reasons, it appears to the Grand’Jury of Catnden County, that the present penal code rather encourages vice and immorality, thanrrestrains it. Another reason why the Penitentiary system does not answer the purposes in tended, is from the experiment eve y dav made in the Penitentiary, that the Convicts do not support themselves. This we con ceive, ought to be the primary object 0! th-: penitentiary system. Hundreds of poor, in digent, honest men, with a numerous and helpless family have t hem to support, and at the same time have their State, County aod Poor tax to pay But of the Slate Tai, there a> e several thousand dollars knmudly appropriated for the support of Convicts, and the expenses incident to the present penal code; taking therefore, the whole into consideration, we consider it a great grievance and heavy tax, on the honest and industrious | art of the community, without answering any valuable purpose, such us reformation. And we therefore recom mend and desire llis Honor the Judge, to present these our presentments, to the Giaud Jury of each County, thut he may preside in for their consideration ; and also that they may be published in one of the public guz. ties in Savannah.
