LATEST FROM EUROPE. The ship Science,'.arrived at Charleston, on Sunday, from Liverpool, sailed on the iOth of November. The political intelligence by tills arrival is not of the greatest importance, although it appears that success hod^gain crowned the arms of the Greeks. There are, of course, many rumors as to the delibera tions of the Congress, but, it is fair to pre sume, they have very little foundation in fact. Among the rest, it is said, “Alexan der has announced hhf intention of chang ing the system with regard to Turkey, and to cipployjor^e.t^-ojffi&e the birba* roils government of the Turks to make concessions,” and that'V^he Emperor of Russia is to return to hi» dmnihions before the. time settled for that purpose.” The following is the state of the market. It will be perceived tliat a slight fall has taken place in the price of Cotton. This unfavorable chauga has come upon us rather unexpectedly. bptBulator* have been disappointed in prices not having gone higher in consequence of their opera tions last month, and some of them have lately been anxious sellers. Vessels con tinue to arrive as uflu*l from the Brazils,..and it does not appear that any very serious disturbance is likely to take place in that country. This is also against Cottons.— So far as we can judge from present pros pects, we dp not tlunk prices sre to be high er in this country. The subscribers *t Lloyd’s, thereupon held a meeting on the SOth October, and sanctioned the conduct of their committee, Mr. Marryatt,M. P presided at the meet* ing and was very severe in. his re marks upon Mr. CCoker,' secretary to the Admiralty.' He- said, that, itira, committee from Lloyd’s, had in. formed the Admiralty that the A- merican vessels had given protec tion to vessels of all nations, a- gainst pirates on the coast of Cuba, and. desiring' that British vessels should bo sent there for the same pur pose /—the answer of the Admiralty was, that his Majesty’s ships could ; not be ordered to protect tho ships of : other powers—and yet said Mr. M the constant -occupation of British, ships of war in the West Indies is the carrying sod protecting tho specie of foreigners us well as oUr own, and this business is what prevents ' them from giving protection to vessels jin the West India Seas. Mr. R. H. Marten, in the course ol of his remarks, used expressions o this amount. The Congress at Verona convened on the 22<i October, and despatches dated at that place on the 23d, were received in London on the evening of the 31 st. It was said that enough of the proceedings of the Congress had transpired (u make it certain that the result would he altogether of a pacific nature. A very strict police is kept up at Verona, and all strangers who cannot give satisfactory reasons tor remaining there are ordered to leave the city. The Empress Maria Louisa, was at Verona. A plan for making the city of Lis bon a free part was introduced.into the Portuguese Curtes on the 24th of October. Seven deputies from the Brazils had made their escape from Lisbon in the. British packet Marlbor ough. The south of Ireland were becom ing more tranquil, ' The North ul Spa ! n still continues the theatre of civil war and confusion. A Brass tablet has been soldered to a rock, at Botany Bey, to the memory of Capt. Cook atid Sir Joseph Banks. This was done by the Philosophical Society of Australasia. The Editor of the Now York Gazette had the luck to take a five dollar note last week. The best story we have heard of these notes is an anecdote related of the Brilish Commodore Hardy, who commanded in the Sound during the last war,and having captured a Yan hue vessel, worth about 85000, offer ed to ransom her for 1500. The captain paid the sum in Farmers’ Exchange outes, end re-possessed his vessel. We suspect the Commuddro never got his notes cashed.
