The '• Spanish Post” of the 22tl
Fob. published in Venezuela, giver
rather an alarming account ol the
tottering situation of that Repub
lic. II is said that General Morales
has overrun the provinces of Ttuxilln
and Meritla, whose population ex
ceeds 64000. The- inhabitants, it is
added, uniformly have 'manifested
the liveliest enthusiasm at the sigh'
of Spanish troops and chiefs. They
anticipate their demands for relresh
ments, furnishing them spontaucnuslv
with provisions of all sorts, and offer
ing to perform their military duties in
order that they might take aome re
ppac. They are said to express the
utmost abhorrence towards the ret
publican troops. This picture is
doubtless some what over-colored; tint
we like it not.
Great hopes are entertained that
the welfare of Colombia will be pro
moted by the enactment of the law,
permitting the liberty of conscience.
This law is expected to pass in the
legislature withont opposition.

From Colombia—Speaking of the
report of the occupation of the City
of Caraccas by the Royalist General
Morales, Ihe Federal Gazette, of Bal
timore, says—“ We this morning
conversed with a gentleman who left
'ho city of Caraccas no the. 26th of
F"b uary, Every word ol 'lie pre
riding statement respecting the en-
'i»nee of Morales into that city is
false—nor was there 1 the slightest ap-
prehen-ion of his approach. Pari had
six thousand fine troops at Valencia
to oppose Inpi, but there was no
thoti’t of his presuming to meet them.”
Late from Spurn,—The Spanish
brigantine Vtiigml r, arrived at Ma.
t.’nz'ss on the '26 )i ult. in 23 days
from Cadiz, is the vessel which was
alluded to in our last, as having
brought advices of the prospect of an
immediate war between France and
Spain; I her passage is currently re
ported: she mut-t have left Cadiz a-
bont the 20th February—some days

Frum Havana—By the brig Cla*
risst.Ann, capti Taylor, arrived yes
terday, ia 1! days from H lvana, we
have papers from that city to the 25th
ult. They contain Madrid dates to
the 7th February.
War between France and Spain
appears to have been, pretty, confi
dently anticipated at Havana, and
fears were entertained for the safety
of the persons and property of French
men, in that event. The new Gov-
i rnor General of Cuba was momently
and anxiously expected from Spain;
whose arrival, ir was calculated,would
tend to strengthen the hands of the
colonial government.
The inhabitant ofCuha are warm
ly in favor of the Cortes, and of resis
tance to the Allied Sovereigns, in
their anticipated crusade against Old
Spain.
The latest Havana papers, contain
some severe strictures on the Pope’s
political conduct, with respect to the
dtenffeefed party, called the Army ol
the Faith.
The government of Spain has qual
ified Ihe broad Blockade declared by
General Morales, on all the coast of
ihe Main, by limiting it to the intro
duction of implements of war, and of
military characters.
The emperor of Mexico appears dis
posed to conciliate,by peaceful means,
the opposition lately arrayed against
him; but tba decision is yet known to
have taken place.
Some extracts of tetters, which fol
low, speak of the feverish state nf the
public mind at Havana, and of the
increase of piracies in the waters of
Cuba.
“ Havana, March 22.—We are a-
gain agitated by piracies and horrid
murders on the neighboring coast.—
These extraordinary excesses, must
produce extraordinary measures.—
Large parcolsof plundered property
have been found in some stores in
Malanzas. Several' German and
French vessels have been recently
stripped of their cargoes, Sf a French
vessel is said to have just arrived, uu-
der a similar fate. Our trade is evi
deotly suffering, and I fear by-and
bye we shall not be allowed to ahip
our produce.
"Flour is scarce—none nowin first
hands; and if nine arrives during the
ensuing week, it perhaps will go up
to 20 or 825. Coffee sells generally
at 16 and 817—300 qq. very prime,
sold yesterday at 819. Sugars were
going on briskly, but the Spanish mer
chants, who ware the greatest pur-
chasers, are panic struck.

The Athol also touched at Porto
Rico, where she saw the Americso
squadron of Com. Porter going into
Ihe port of 8*' Juhn’s, when the Spn-
ish authorities Objected j the Gover
nor General being absent, and were,
therefore, required not to anchor in
the harbor till bis sanction should he
obtained ;-one of the schooners of the
Squadron, however,'persisted in pro
ceeding into the port, when she was
fir d at from the forts,by which the
captain was killed.
The Athol, on Friday test, off Cape
Tibttroe, spoke ship J e, —, from
Liverpool, out39 days, hound to this

Commodre Owen’s squadron was at
Carlisle Bay.
Accounts by the,schr Argo, at Charles
ton, from Havana which she left on the 21st
inst say, t* Markets have been matter ally
affected by the apperunces of war. The
produce of the Island had declined and fo
reign products, £Jc had advanced. Flour
was at 820 ; Rice had risen j II also, Lard,
Butter, Ac. Coffee was at 16 a 17.

Cottons—Some few sales of Sea
Islands have been made at 18 cents,
and of fair descriptions at 20—but
the finer and fancy frauds are entire
ly neglected. Inferior Santees have
gone off as low as 15 cents. The
great fall in exchange, and advance in
freights, had cau-edadecline ol about
half a cent io the price of uplands, in
the early part of tne week ; but the
slight improvement in the Liverpool
and French markets, has again rallied
ours, and the prices of last week are
now demanded., Indeed the Bales on
Saturday i quailed in price those of
the preceding week—and if the cal
culation is correct, that moat of the
crop is now at market, prices of Up.

The exports for the-monlh of March
were 17,268 Uplands, and 2,816 Sea
Islands, ) ■
Rice,—We have heard of no sales
above the prices quoted, which are
the same as test week—but the im
proved prices for this staple, both in
Europe and the Northern cities, cre
ated a spirit for speculation towards
the close of the week, which induced
the -Factors to hold fur higher prices,
and S3) was asked if-not refused, for
prime lots on Saturday.
Corn—Is selling by the cargo at 65
a, 68 cents, the supply ample.—Peas
havgnlso gone nfi at prices, correspon
ding with those of com.—Oats have
not varied in price since 0|irla9t.
Freights—Are still very goodj
there it scarcely a vessel io port not
engaged—td per lb. for Cotton to
England is obtained at a word, and
in one or two instances has been de

"Port au Prince, Feb. 26.—Our
markets have resumed a must dis-
tresssing aspect. Provisions of all
kinds are sacrificing, and so immense
are the supplies, that we cannot in
reason anticipate any advance until
