It is stateil that Mr Forsyth, our minister
to .Spain, left Madrid on tile 5th of March
for Pari9, on his way to the United States.
Mr; Randall, arrived in New York
, on the 2d inat. from Washington, and
embarked on board the U. S. brig Kn«
terprize at anchor in the Bay. It is under
stood that he proceeds on a special m s-
lion from our government to Porto lticu,
supposed in teiation to the late outrage
committed at that place, which resulted in
the death of Lieutenant Cocke.
By the steam strip, arrived at Charleston
from New Orleans and Havana, a report
is brought that the Ex Emperor itltrbifle,
ban been allowed to proceed to Italy, with
his suite, and tha; the country was quiet

the whole not unfriendly to the Americans

is worthy of consideration:
« The general intercourse ofthe Ame-
cansia civil; but notwithstanding this ci
vility, not a few among them commit fre-
quent breaches of good manners. To pare
the nails, for instance, or comb the head in
company ; to sit with the feet resting on
the nearest chair, or braced against the
wall in the air, are not considered indeco
rous. An absurd point of honor gives rise
to frequent duels, and to evade the rigors
of the laws, the parties retire to the fron

purpose of deciding their quarrels in this

privileges conferred by government,

by their skill and labor, stands on a
widely different footing; its worth

Some business has been done this
week in the lower qualities uf Sea
islands and Suntees, and a more ex
tensive business in Uplands. The
sales of the farmer have generally
been at from 18 to' 22 cents—nne fan

off at all rateB between 8 j and 14
cents, ’virile some superior selections
command 12 and 12} cents. It is
generally admitted that short cottons
have improved about half a cent in the
pound, in the course pf tpc twu last
weeks.
Rice.—The market continues stea
dy at the quotations ot last week—the
sales, however, have been somewhat
abridged by the scarcity of vessels,
and firmness on the part of holders.—

Rice.—Il.ts been extremely heavy,
and most ofthe late importations are
on hand. A few very prime lots have
been sold at 83 75. and some hand
some at 83 38, on time. There is
but little uld at market.
Freights—To England remain
steady, and we quote the same,al
though the shipments both to England
and the Continent are not su exten
sive.
Exchange—On England has been
very dull, and sales were made be
fore the packet sailed at 3} a 4 per
cent ; but yesterday 'here was scarce
ly any thing done. Exchange on the
Southern States has been steady for
the last two week«.

ably short of what was anticipated
at the commencement, the weather
having set in very fine. The same
causes which tqpil tn depress the
prices of other articles in market,

freights ; and the business has in con
sequence been quite dull lor some

with a continuance of the present
