Nor ought they to ovorook, in considering

claims of tho two sides. The one asks from
the Government no advantage, but simply to
ho let alone tn tho un iisturbed possession of
their natural advantages, nnd to secure which,

jects of the Constitution, was one of their
ending motives in entering into the Union ;
while the other snlo claims, for the advance
ment of their prosperity, the positive inter
ference of the Government. In such cases,
on every principle of fairness nnd justice,
such interference ought to be restrained with
in limits stric'ly compatible with tho natural
advantages of the other. He win., looking
to all of the causes in operation; the near ap

In forming the opinions I havn expressed,

vance them. I believe, considerations high

these higher views of policy, I regard tho ad
vancement of mechanical and chemical im
provements m the arts with feelings little
short of enthusiasm, not only, as the prolific
source of national and individual wealth, hut,
ns the great means of enlarging the dominion
of man over the material world ; and, there
by, of I 'Viog the solid foundation of a highly
unproved condition of soeioty, morally and
politically. I fear not, thrtt wo shall extend
our power 100 far over the great agents of
nature ; but, on the contrary, I consider such
enlargement of our power, us tending, more
certainly and powerfully, to belter the condi
tion of'our race, than any one of the many
powerful causes, now operating to that result.
With these impressions, I not-only rejoice at
the general progress-of i be arts in the world,
but m their ii'lvanremoflt in our own country:
and, as far as protection can be incidentally
afforded, in the fair nml honest exorcise of
our constitutional powers, I think now, as I
have always done, that sound policy, connect
ed with the security, independence and pence
of the country, requires them to be protected,
but, that wo cannot go a single step beyond,
without jeopard I*/in our peace, our hnrnmoy
and our tihe t. ; c> n idorations of infinitely
more importance to us than any measure of
mere policy, can possibly bn.
In thus placing rny opinions before tho
public, I have not been actuntod by the ex-
pet'tn'ion of changing tho public sentiment.

and so beset with feelings of prejudice anil
interest, would argue, on my part, an insuf
ferable vanity, and a profound ignorance of
