: Circuit Court.—Henry Jackson, li colored
' man, formerly employed in the Post Office,
; was tried yesterday on a charge of abstract*
i mg from some bundles of papers in his charge
a packet containing four letters, on the 4lh
of October last. He was convicted on cleur
evidence. Ilis character was proved to have
been good before the transaction. As there
wns no money in tho letters, and the prison*

Melancholy Accident.—On Tuesday
the lsf instant, two men living iu tho neigh
borhood of Nov,’-Salem, in Westmoreland
; County, Pennsylvania, one by the name of
I Jacob Saddler, nnd tho other Christopher
Amulong, went out early in the onoruing to
limit Turkeys. Saddler was behind n log
culling in imitation of a Turkey. Amulong
saw a part of him above the log and thought
it a Turkey, lie fired and shot him through
tho body. Ilo died in a few hours.

of taxation is now in a train of judicial inves-;
ligation, it is hul just, proper mid constito-1

They hold it ns a political axiom, just nnd
indisputable, that nil property of every ties- 1

Tho policy of all Governments in tho
imposition of taxes, is so to distribute them,
as to allow them to full with less weight up- j
on the poorer than tho richej closes of so
ciety, ns also to equalize them us neurly ns
they con bo equalized—Under this view of
the subject, Hank Stock should bo the pecu
liar object of taxation ; it is iu the hands of
the richest class of tho community'—much of
it is the property of persons non-residents of
the city,and in some instances non-residents
of the state, and United fcjtulos. It derives
every advantage from municipal regulation
—the very existence and safety uf Hunks de
pend upon their location in n city ; und hith
erto they have not contributed one dollar to
the expenses of the Corporation. Thu tax
imposed by the said ordinance on Hank Stock
is only m equal proportion with that imposed
upon other iiroporty in the city—if it had ex
eoodod 4hut ^ftrfmortiofti the Stock-holders
would have had just, cam e of complaint. It
has been stated by those who are opposed to
the tax, that ns the Planters’ Hank is not liu-
blo to corporate taxation, tho other Hanks
should be exempted—In answer lo which,
your petitioners beg leave to state, thut the
Planters’ Hunk was the Ural institution of the
kind established iu the city ; tlmi it was con
sidered us an experiment, and for tho encour
agement of the same, the Legislature of that
day deemed it advisable to give it peculiar
privileges, so ns to indoco monied men to in
vest their funds in a bankingcotnpntty—'Phut
under these circumstances that Hank obtain
ed the clause in its charter exempting it from
cily taxation. Hanking operations do not
now require legislative protection. The ex
istence of suen clause bus been greatly to
tlio injury of the city, and upon the late re
newal ot f tho Charter of that Hank, should
have been excepted—And your petitioners
submit to the judgment und discretion of vour
honorable hotly the adoption of some measure
by which the city may be relieved from a
clause so unjust uiuWmcqunl in its operation
—That so fur from the said clause in the
Planters’ Hank Charter being a precedent for
the Legislature to grant n similar exemption
to the other Hanks, it ought rather to be a
beacon to warn them against granting special
privileges to n class of people such as they
have been already dcscribv d. To do so
would bo to sacrifice the humbler part of the
community, to the wealthier—to increase the
\nfiuenco uf wealth beyond its legitimate
bounds, nnd make the larger portion of the
people but tho hewers of wood qnd drawers
of wator for tho owners of Bank Stock.— I

office, erected a number of useless agencies,
with salaries of about $2400 each, tojulie

eral such agencies in existence. Tho whole
number left by him was seven. Each agent
is allowed, while actually on duly, at tlio
rate nf $1800 per annum, and $1 25 tor the
expenses of himself and horse. If he need
mi utti’iidiiiit, ho is permitted lo hire one,
provided lie do not give more than $215 per
month. They are not paid, unless in actual
service ; and, whenever any one proves to
bo fuithlnss or incompetent, he will undoubt
ed y be discharged forthwith.
The objects of these agencies are to ascer
tain what the quantity of Live Oak growing
of tho public Itinds in Florida and Louisiana
really is, and to preserve jj, from being plun
dered. As soon us the iir&t of these objects
shall 1)0 satisfactorily ascertained, tho system
of protection will be adapted to preserve till
that is worth preservation.
Wo take this occasion to disavow every
imputation contained in Col. White’s com-
municut'on, lately published by us, relative to
Mr. Branch's administration of the Navy
Department. As it had a responsible’ name
to it, wo did not suppose any one would con
sider us responsible for any thing it contains.

purpose. The Regency have curried every
tiling before them. They have elected seven
Senators out of eight. Between Montang
point and the Gencssee River, so far us it has
been ascertained, tho Anti-Masons have elec
ted only seven members of Assembly out of
something like a hundred. 'H,e Regency
papers have reduced the National l\ipubli
can members elected to three. Two-of these
we fear, are doubtful; so that our friend
John .4. King. Esq. of Queens aoun-
ty will have the exclusive honor of repre
senting our parly, in the House of Assembly.
I Ye could not have a belter man. Wo hope
he will bear nis honors meekly ; and since
we disapprove of cauctissing, and there can
in the present situation of affairs, be no di
vision in our ranks in the Legislature, wo
trust ho will not allow himself to caucus with
himself, upon any subject. Old house-wives

feather bed, they will cat up all the other
feathers, without, multiplying themselves.
