The European Mups -The prospect t *r
a gederal European war muddie is etid
lively. We believe it was I'eterthe Great,
that told his folks in his hist will, that
Russia never cense to hanker lor Tor
kev. Ilis dying injunction lias been obeyed
to the letser The re*u.t hue bepn rvutner
ous futile efforts to gobble up the great
Mohatnmed-in gobbler.
The last effort was in 1853 The Czar
Nicholas made a rousing grab at the Sub
lime Porte.- How England and, France
actively hopped to tbe nhl ot Turkey is not
stale enough to be forgotten, and what a
s und thrashing they administered to the
greedy hear of Ra-isia ia history. Tit
result of that floggir.g was the treaty ot j
that Russia now wants refashioned. |
The Cxar thinks this a fine chance to recon
struct that tough treaty while France and
Prussia are in a death-grip, an i therefore
France can't have any practic il >~o in
toe matter. Prussia was neu>ral in iHofi,
an 1 wiil stay ho now Austria was hall
way neutral then but proposes to take a
hand in any little tussels that way be gotten
up.
The circular of Gortsehakoff. the Russian
Minister, announcing Russia’s resolution to
have sorhe reconstrucfi'-n done, and which
has fallen like a bomb among tbe royal
moguls of Europe, will be found in full on
our outside page.
What will be the result of the muss re
mains to be seen. England seem" n» have
h*-r dander up. Turkey, of course, will bo
ready to fight.
Fighring ts so serious a business, that
some of the crowned heads may take Sober
second thought, and juggle up a settlement.

Thr ('hiou_ .1' ioca says th j aggregate
of democratic gams in me recent elections
in Illinois aniout to over 41.0 0 In a few
counties there were small 1 >riu cratie loss
es, arid eorre-ponding Radical gains; hut
tne aggregate of these is ton small to alter
the great signilv unce of tlie g-neral lact
that Illinois is rapidly rectiliiog her poo
tics. The popular majority for Mr, John
A. L >gao will hardly exceed five thousand.
Two years ago Radicalism Iroastrii a popu
lar majority of coxty thousand in Illmois.
And yet the President proclaims that the
recent elections amount to an endorsement
of his administration, but we can not -ee
upon what grounds he arrives at that con
clusion. The Chicago Tribune places a
different construction upon the results of
the election, and is of the opinion that the
work of disintegration has commenced
within its party in Illinois, and “without
any concerted attempt t/> bring it about."
Tiik Contrast * ktw kkn 182 G and 1870.
—The Philadelphia Age makes the follow
ing contrast between ihe administrations of
John (Quincy Adams and General Grant :
In John (Juiacy Adams, then Presi
dent ot the United States, sent Gen. Gaines
ro Georgia to manage certain political mat
ters in that State, whereupon the Governor
wrote to him that if Gaines attempted to
interfere with the election matters of that
State, he would send him to Washington
in irons. lie did tot interfere. Now,
General Grant orders military men to in
terfere in Slate elections, and hacks them
with the forces of the United States. If a
Governor complains, he is threatened with
irons and imprisonment. Times have
coatige 1 since 1826. Then the people were
the masters. Now, the President falls back
upon the bayonets and defies the people.
One of the most gratifying things ah ut
the fall elections is that of forty-nine Coir
gressmen who voted to prevent the people
from buying salt cheap, twenty fom have
been unceremoniously dismi -s- and ihe -ervice.
and only a part of the rpmai' a- r nave been
re-eb'ctod Thi-i shows that th»* people are
not only thinking on the tariff question,
but have already begun to act, and act
sensibly too.
