On presenting to the people this prospectus, the
editor deems it superfluous to say one word with
regard to the utility of Nowspapcrs. There are,
however, particularly at this time, other duties
that may not be avoided so easily. In entering
the political arena, we may uot conceal our senti
ments ; for wo conceive it our duty, to our friends
and opponents, frankly to avow them. The
State Rights’ Dpciriuc as contended for by the
best expounders of the constitution, arc those we
avow; we hold that each State lias reserved to
herself all aud every right, uot surrendered up aud
enumerated in the constitution of tho United
States; that they may, nay should, and have re
served for the very purpose, these rights, thqt
whenever occasion requires, they may bo exer
cised; but the States should be careful, in the ex
ercise of what are called aud supposed to be re
served rights, those surrendered up are not viola
ted: for they are no more the rights of the States
powers it may exercise—what are reserved to

What we should seek in the Sciences is truth, and
truth is in the facts.—Bboussais.
I T is now more thun six years since I first con
ceived the idea of publishing periodically the
above work, for the following reasons, which ate
obvious and striking : There being no publication
of the kiud iu the state ; and, for aught 1 know,
throughout the whole southern states; we are
compelled consequently, to look to the .orth, and
through her, to Europe, for every thing new, rare
and interesting in the science. It would seem
peculiarly, appropriate, just at the piesent time,
when the most awful visitation is hovering o’er tit.
l au ,| the Asiatic Cholera : it has already swept
across a great extent of North America; from
Montreal and Quebec, to New Orleans—visiting
almost every city and town of any importance in
the Northern, Middle mid Western states. Tbcr*-
is left no reasonable ground to justily the conclu
sion, that ot r highly favored section of country,
can much longer escape the impending evil. Be
sides, have we no diseases or modifications ol dis
ease, incident and peculiar to our climate, and re
medies native of our country ?
Medicino bad its origin in necessity: in motives
of benevolence and philanthropy—in a disposition
to mitigatq the evils—to ameliorate the condition
of snffffliu3 human nature—to baftle/e// disease—
the greatest curse inflicted 011 fallen man—and
bestow on him ffeallh, the chiefest blessing, savt-
the atoning blood of our Saviour. Our much la
mented R ush said, “while the world, from tin
progress of intellectual, moral and political truth,
is becoming a more safe and agreeable abode for
man, the vetaries of Medicine should uot be idle.’
The American Linmcits, the late venerable Benj.
S. Barton said, “he who discovers one valuabh
new Medicine, is a more important benefactor t<
his species than Alexander, Cesar, Buqnapart
or a hundred other coitquerbrs. Even his glory
in the estimdtibii of a truly civilived age, will b-
greater aud more lasting, than that of these ad
mired ravagers of the world.”
What is the condition of our department of sci
euco iu Georgia ? Indeed, and in truth, our Med
teal lore is lurking far behind (comparative!;
speaking,) the activo improvements of the day—
the spirit ot the times admonish us to lookfonvar
with an unriveted gaze, upon the advance of inai
aud the “march of mind.” There is medical ta
cut in Georgia, and yet she is almost without pre
fessional character; because she has uot cute
