And be it further enacted, That every citizen of the United States shall be eligible to a seat in said convention who has attuiued the age of twenty five years, and been an inhabitant of this state seven years immediately preceding the day of his election, aud w ho shall have resided one year in the county for which he shall bo elected. Sec. 4. And be it further enactedThat eaeh member returned as duly elected, shall previous to taking his seat iu said convention, take the fol lowing* oath, or affirmation, viz. I, A. B. do sol emnly swear, that 1 will not attempt to add to, or take from the constitution or attempt to change or alter any other section, clause or article of the constitution of the State of Georgia, other than those touching the representation in the General Assembly thereof; and that 1 have been a citizen of this state for the last seven years, so help me God. Aud any person elected to a seat in said convention, who shall refuse to-fakc tiie-Oath a- forosaid, shall not be allowed £6 lake his seat in said convention. Sec. 5. And be it further eaactcd, That the members of said convention shall assemble on the first Monday iu May after their election, at Milledgeville, iu the Representative Chamber of *!ie State House, for die purposo of entering up on and consummating the great objects of their convention, to wit; .^reduction and equalization of the General Assembly; shall have power to prescribe their own rules and forms of business, and to determine on tile qualifications of their own members; elect necessary officers, aud make all orders which Uiey may deem conducive to the furtherance of the object for which such conven tion „hafl assemble. . Sec. 6. And be, it further enacted. That ft shall be the duty of his F xcelieucy td<* Governor to give publicity to the alterations aud amendments made in the constitution iu reference to the di rection [reduction] of tho number of the members composing tho General Assembly, and the first Moaday in October next, after the rising of the said convention, he shall fix on for the ratification, by the people, of such amendments, alterations, or new articles as they may make for the objects of reduction and equalization of the General As sembly only; and if ratified by a majority of the voters who vote on the question of “Ratification” or “N? Ratification,” then and iu that event, the nh'evn^io'ns so by them made and ratified, shall be billing eii flio people aud not otherwise. Sec. 7. And be it further enacted, That it shall be a fundamental article in the formation or a- mendtneut of the constitution, that each county of the state now’ organized or laid out, or which may hereafter be created by law, shall be enti tled to at least oue representative in the represen tative branch of the General Assembly. Sec. 8. And be it further enacted, That so soon as this act shall have bscome a law, his Ex cellency the Governor, be, aud is hereby required to cause it to be published in tho Gazettes of this stale, once a■wcek-untilrthe day fixed on by. this act for the election of delegates to said conven tion; and that all laws and parts of laws milita ting against this act, be, aud the same are hereby repealed.
