TIIE SUBSCRIBERS
TglAKE this method to inform their friends and the
JL public, that they have been compelled to remove
from the house lately occupied by Hamilton Sc. Reynolds,
to the AVm-c-fIoti«e adjoining, lately occupied by Winn
Ac Rogers, where they are prepared to receive Cotton and
Merchandize. This houttc is put in good repair, and ia as
safe aa the other from fire, and they regret that in their eir-
sular they designated Hamilton Sc Reynold's Ware-House
as the one to be occupied by them, but trust this notice will
reach their friends in time to prevent mistakes in the deli
very of Cotton. They feel it their doty to state the follow,
ing circumstances: in July last they leased of the proprie
tors the first named property—took possession, and expect
ed to occupy it throughout the season. Early in August an
execution against the owners was levied on it, and on Tues-
day last it was sold by the sheriff', and notwithstanding the
subscribers bid liberally for it, they were outbid by a com
pany—who is now in possession.

within two years, and within every subsequent term of
seven years thereafter, at such time and in sucli manner
as this convention may direct. Each county containing
three thousand persons, agreeably to the foregoing plan
of enumeration, shall be entitled to two member.-; seven
thousand, to three members; and twelve theusand to four
members; butesch county shall have at least one, and
not more than four members; the representatives shall be
chosen annua'ly on the first Monday in November, until
such day of election be altered by law. Unlil the afore
said enumeration shall be made, the several counties
shall be entitled to the following number of representa
tives, respectfully :—Camden.2-. Glynn, 2; Liberty. 3;
McIntosh. 2; Brytn, 1; Chatham, 4; Effinghani, 2; beri-
ven.2; Montgomery, 2; Burke, 3; B illoch, 1; Jefferson,
3; Lincoln, 2; Elbert, 3; Jackson, 2; Richmond. 3:
Wilkes, 4; Columbia. 3; Warren, 3; Washington, 3;
Hancock, 4; Greene, 3; Oglethorpe, 3; and Franklin, 2 ;
And Whereas, tbe said recited sect, ins require alteration
—to the end, therefore, that said sections inay be altered:
/Section 1. Beit enacted by the Senate and House
of Representatives of the State of Georgia, in General
Assembly met, and it is hereby enacted by the antnority
of the same. That as soon as this bill shall be passed, agree
ably to the requirements of Constitution, tbe following shall
be adopted in lieu of the sections above recited to-wit: in
lieu of the third section of the first article of ilia Constitu
tion aforesaid, the Senate shall be elected biennially on tbs
first Monday in October, and shall consist of forty seven
members, and shall be composed of one member from each
senatorial district, which district shall be composed cf two
contignous counties, not including the county with the lar
gest representative population, which shall constitute a se
parate district; which district shall be arranged and organi
zed by the General Assembly, at the session when this shall
b» adopted, and if any new county shall be hereafter for
med, it shall be annexed to one of the districts from which
it was taken; and that in lieu of the seventh Beclion of ths
first article of the Constitution, the following shall be adop
ted: the House ofrepresentatives shall be composed of one
hundred and thirty members; each county shall have one
Representative, and no county shall have more than two-
ttepresentative. thirty seven counties having the greatest
population, counting’all free white persons, and threfc-fifths
of the people of color, shall have two Representatives; the
6aid apportionment shall be made by tile Geueral Assembly
at the session at which this section shall be adopted nsrn
alteration of the Constitution, by an act to be introduced af
ter tba adoption thereof, and a new appointment shall be
made at the session next after each future enumeration of
the inhabitants of this State, made under the Constitution
and laws thereof, but at no other time.

AN ACT to alter the third section of the fourth article of
the Constitution of this State, so far as to authorize tha
people to elect the Genernl Militia officers of this State. .
Section 1. Be it enacted by the Senate and House of
Representatives of the State of Georgia, in General
Assembly met, and it is hereby enacted by the same. That
from and immediately aftef this act shall have passed in
conformity with the Constitution of this State, it shall and
may be lawful for all Major Generals, and Brigadier Gene
rals, to be elected by t be people ol the respective Division
or Brigades, and all persons subject to do militia duty, sha .
be entitled to vote for the same only.
Sec. 2. And be it further enacted by the authority
aforesaid. TJiat aJI laws and parts of laws, militating a
gainst this act, bo and the same are hereby repealed.

Whereas, tbe above section amongst other things, provi
des that in case ofjoint obligors, or joint promissors, re
siding in different counties, the suit may be brought in
either county, and a copy of the petition and process, ser
ved on the party residing out of tbe county, in which the
suit may be commenced, shall bedeemed sufficient service
under such rules and regulations as the Legislature have
or may direct:
And Whereas, by the existing laws of this State, the ina
ker and indorsers of promissory notes, res’dtag in th*
same county, may be sued together in the same* action,
but when they reside in different counties, it has been ru
led by the courts, that they cannot be joined upon tha
ground that they are not joint ohligora, nor joint promis-
sors, in the sense and meaning of the above recited clause
of the Constitution, and therefore in such cases, parties
are compelled to bring separate actions at a greatincrcase
of costs and expea >es, both to the plaintiff and <ie)'ondnni«:
And Whereas, the said first section of the third article
requires amendment:
