Whereas, the third section of the first article of the Coa stitution of this fcytate declares that the Senate shall be •- lected bienn ally, on the first Monday in November, un til such day oft lection be altered by low; and shall l*# cotuposed oi'one member from each county, to be chosen by the electors thereof: A>'D Whkreas, the seventh sec*ion of the first article of the Constitution nf this t?ta e declares, that the House of Representatives -hall be composed of members from all the counties which now are or hereafter may be inclu ded within tins Slater according to their respective num ber office white persons, at, d including three-fifths of the people of color; the a*, tual enumeration shall be mad# within two years, anti within every subsequent term of seven years thereafter, at such time and in such manner a.? this convention may direct.
