It is good reading for an idle hour, and doubtless Mr. Peck's numer ous admirers will get as much solid satisfac tion out of this book as they have out of his other publications. Practical C’heirosophy. a synontieal study of the Science of the hand. By Edward Heron- Alien, with explanatory plates and. diagrams by Rosamund Brunei Horsley. G. P. Putnam’s Sons, New York. This prettily bound volume of 125 pages contains a great deal of interesting matter. Any one who cares to make a study of the hand (and it is g very interesting subject of study) will find iu this volume a very satis factory aid. The plates are clear and so plain that there is no trouble in following the meaning of the author. Eureka Recitations. Compiled by Sirs. Anna Randall Diehl. J. S. Ogiivie A Cos., publish ers. This is a very good collection, containing nearly one hundred pieces. MAGAZINES. St. Nicholas for May opens with a beauti ful frontispiece illustration, by Blum, to “Catarina of Venice,” the “Historic Girl” whose romantic history is related by E. S. Brooks; while Nora Perry, in “An Only Daughter,” tells of a very modern and un historic girl, whose story is, however, none the less interesting on that account. There is also begun in this number a three-part story of life at the United States Military Academy at West Point, by a recent gradu ate. It is entitled “Winning a Commission.” Rose Haivthome Lathrop contributes a clever little story called “Lindie’s Portrait.” The serials “Juan and Juanita,” by Frances Courtenay Baylor, and “Jenny’s Boarding house,” by James OtisJ contain chapters of progressive interest. The Century Com pany, Union Square, New York. The Overland Monthly for April con tains a very complete history of the devel ment of Lyric Poetry, and an account of the different rhythm-;, and dances originally connected therewith, entertainingly writ ten, by J. C. Rowell, Librarian of the State University; also a paper on the early life of the Hebrews, in the tribal days of Abraham and Isaac, before thev had developed into the great commercial kingdom of Solomon and his successors. There is, also, an arti ticle upon the lata Prof. Sili, whose melan choly death, in the prime of his life was a terrible blow’ to the interests of education and literature upon the Pacific coast. The Overland Monthly Company, 415 Montgom ery street, San Francisco. The American Magazine is anew appli cant for popular favor, and it promises to be a very successful applicant. The May number is the first, and of it an edition of 75,000 copies has been published. It pre sents a very attractive appearance and con tains a large amount of very interesting read ing matter. Its 128 pages are well edited and well illustrated. The fiction is first class and (Tie other matter is furnished by authors of recognized ability. The table of contents is a very attractive one. The American promises to take a place in tlw first milk of American magazines. I,'jU and 182 Pearl street, New York. The Church Magazine for April is an ex cellent number. “Easter with facts old and new” is a very readable article. It is by Rev. Arthur Cleveland Coxe, D.D. “A winter peep at North Germany” by Rev. Lighten Coleman, is another article w’hieh will lie found entertaining and valuable. “Timely Topics,” which treat of a variety of subjects, are full of thought and informa tion. L. R. The articles are by authors whose reputations are not confined to their own towns. There is no better church magazine thau the Review. Houghton, Mifflin & Cos., Riverside Press, Cambridge. Curiosities of Paris Law. From the Poll Moll Gazette. A little book has been published recently which gives the public some insight into the functions and power of the Prefect of Farts. No one is allowed to stick a note on door or window asking for an emplye, or post a bill on a boarding unless it lie stamped and taxed. Advertisers may adopt any color they please except white, which signifies purity, and is exclusively reserved for offi cial announcements. Special permission is required to give an assault-at-arms, but noth ing is said about permission to fight a due!. If any one comes to Paris with the idea that he can start business right off as a rag picker he is mistaken. He will be run in if found gathering rags without a license. No re union or meeting for political or religious ob jects can meet without the consent of the Prefect and under whatever conditions he pleases. In order to hold a meeting on a non-political subject seven persons con nected with it must make a declaration at the Prefecture three clear days before the day of meeting. Special jiennission is re quired to give balls andconeerts and to per form feats of agility in music hulls. Owing to the exigencies of tke octroi cattle and live stock are only allowed to enter Paris at cer tain hours of tlie day and by certain routes. Merchants of bric-a-brac must be supplied with brass medals and licensed. Dogs are made the subject of u series of regulations. Frenchmen seem to have a terror of the bulldog, for it is decreed that “no dog of the •race hot! te dog re or a crossed boule dogue must be allowed to g< • at large in the street., ill warehouses, workshops, or "flier public places. Inside houses these dogs must al ways be kept in a suring or muzzle.” Com missionaires must moke a declaration and get a-medal and lirret before starting busi ness. Commissionaires are shoeblacks. No organ grinder, street musician, or itinerant merchant can exercise his profession without permission from the Prefect, No permis sion is granted unless the applicant lias resided at least a year within the jursidietion of the Prefect and is French. Tile street musicians, however, some times piay without- permission. Should a concierge lie in a particularly amiable turn be will aiiow an Italian to play within his gates, where he is as absolute as the Prefect, The Pi erect supplies workmen with livrets, without which they are not worth anything. Porters at the public markets must have a certitldato of good conduct from the police. Any one who saves a drowning person from any river, either by culling attention to or rescuing him, gets AM'. ; whoever iliacovers a corpse or part ol'n corpse in the river receives Inf.
