Savannah. Price, 23c. Mr. Stebbins shows in this little volume that he is quite a vigorous writer. MAGAZINES. The Church Review for May is an excel lent number. This magazine is growing in favor. With regard to its future policy the management announce that the range of the subjects treated will embrace topics of general interest to the reading public. Two articles may be expected each month on questions of special present interest to churchmen. The New Princeton Review for May con tains a notably varied and vigorous series of articles from writers of the first rank. H. Table's brilliant study of “Napolean Bona parte” is the most scathing and searching analysis of the character and career of the great soldier ever written. Ex-President Koah Porter makes Mr. Leslie Stephen’s recent book on the “Science of Ethics’’ the text of a very elixir and able discussion of “Physiological Ethics.” Mr. Ellis H. Rob erts follows Mr. Godkin’s strong article in the previous issue of the Review with a vig orous presentation of the “Moral Aspects of the Tariff” from the standpoint of a pro tectidnist. Mrs. Rose Hawthorne Lathrop’s story, “A Touch of Divinity,” is a very original piece of writing. The editorial departments are varied and strong. A. C. Armstrong & Son, New York. The New England Magazine for May, besides many other valuable articles, has a finely illustrated one on the city of Provi dence, R. I. The illustrations show its development since 1808. New England Magazine, No. 86 Broomfield street, Boston. The Cosmopolitan for May has a verj' in teresting table of contents. “The Bridal Journey of Catherine the Great,” is an arti cle that will be read with great interest,and “Life Beneath the Crescent” will please many readers. ORDINANCE. An Ordinance to regulate the turning up of the soil of the public domain in the city of Savan nah for any purpose, between the first day of May and the first day of November each year, except by permission and approval ot the Sanitary Board. Section I. He it ordained by the Mayor and Aldermen of the City of Savannah, in Council assembled, and it isordained by the authority of the same, That from aud after the passage of this ordinance no permission shall he grunted to make sewer connections or for other works of a similar character or for laying pipes, or for any work which may involve the turning up of the soil of the public domain between the first day of May ana the first day of November of each year, unless the same shall be approved by the Board of Sanitary Commissioners, Sec. 2. And it is further ordained by the au thority aforesaid, That if any person snail turn up the soil of the public domain of any part of said city between the first day of May and the first day of November of each year without, per mission, as provided in the first section of this ordinance, lie or she shall, on conviction thereof in the Police Court, be fined not less than five nor more than oue hundred dollars, or imprisoned not more than thirty days, or both, in the dis cretion of the Mayor or Acting Mayor presiding in said court. Sec. 3. And it is further ordained by the au thority aforesaid. That all ordinances and |>arta of ordinances, so far ns they militate with this ordinance, be and the same are hereby repealed. An Ordinance to require all persons selling through the streets of the city of Savaunan any articles sold in the market to take out badges; to provide for the issuing of such badges, and to provide penalties for selling without such badges. The Mayor and Aldermen of the city of Sa vannah, In Council assembled, do hereby ordain as follows: Section 1. That all (lerxons renting stalls in the market by tho year shall he furnished by the Clerk of Council with badges to be known as market badges without expense to them, which badges shall Is- used hv them whenever they de sire to sell on the streets after market hours. Sec. 2. That all green grocers on paying their taxes be furnished by the Clerk of Council with liadges to be known as market badges w ithout expense to them, which badges shall l>e used by them whenever they desire to sell on the street* of the city after market hours. Bkc. 3. That all fishermen and persons selling produce of their own raising be required to take out a badge to be known as a free badge for selling in the streets of Savannah, which bodge shall be furnished by the Clerk of Council with out ex|)ense to the applicant upon satisfactory evidence that the party is a fisherman or raiser of produce. Sec. 4. Thai all hucksters required by ordi nance to take out badges and pay for same shall obtain said budges from the City Treasurer, which hnilges shall be known as huckster budges. Sec. 6. That ail ;>ersons selling in the st reets of Savannah, in wagons or otherwise, shall keep the badge furnished by the Clerk of Council in a conspicuous place either upon the wagon or upon the person so that the same can be plain ly seen, and any person selling upon the streets of the City of Savannah without, having aaid budge, and without having same conspicuously displayed, shall lie punished on conviction thereof In the Police (Jourt of Savannah by fine not exceeding twenty-five dollars or Imprison ment. not exceeding ton days, or both in tile dis cretion of the Mayor or acting Mayor presiding in said court. Office Health Officer. 1 Savannah, Ga., May 1, 1887.1 From and after MAY Ist, 1887, the city ordi nance which specifies the Quarantine require ments to tie observed at the port of Savannah, Georgia, for period of time (annually) from May Ist to November Ist, will be tnoat rigidly en forced. Merchants and all other parties interested will l>e supplied with printed copies of the Quar ani ine Ordinance upon application to office of Health Officer. From and after this date and until further no tice all steamships and vessels from South America, Central America, Mexico, West Indie*, Sicily, ports of Italy south of 40 degN. North latitude. and coast of Africa beween 10 (legs. North aud 14 (legs. South latitude, direct or via American port will be sub jected to close Quarantine and be required to re|X)rt at the Quarantine Station and be treated as lielng from infected or suspected ports or localities. Captains of these vessels will have to remain at (JuoiMtine Station until their vessels are relieved. All steamers and vessels from foreign port* not included above, dlreot or via American ports, whether seeking, chartered or otherwise, will tie required to remain in quarantine until boarded and jiassed by the Quarantine Officer. Neither the Captain* nor any one onboard of such vessels will be allowed to come to the city until the vessels are inspected and passed by the (Quarantine Officer. As ports or localities not herein enumerated are reported unhealthy to the Sanitary Authori ties, Quarantine restrictions against same will be enforced without further publication.
