Ordinance on its first reading: By Committee on Streets and Lanes— An Ordinance to regulate poles in the city of Savannah. Section 1. Be it ordainod by the Mayor and Aldermen of the city of Savannah in Council as sembled, That it shall not be lawful to erect any poles ia any street, lane, park or square of the dty of Savannah, save after the consent of the Committee on Streets and I Ames to such erection. If, in the judgment of said Commit tee the erection is proper, it may be allowed if done under the supervision of the City Sur veyor. Sec. 2. Be it further ordained. That all poles Bow erected, or which liuiy be hereafter erected, may Ik* removed at uny time by order of Ooun cil. and the location of said poles may be changed at any time by direction of the Com mittee on Streets and Lanes. Sec. 3. Be it further ordained. That no hook or prong shall be left in any of said poles within eigttt feet of the surface of the street. Sec. 4. Be it further ordained, That tt shall not bf lawful to place or put on any of the said poles any sign, poster Or placard of wood, tin. pajier or other material, and it is hereby made the duty of the owner orownersof said poles, under the peuulty hereinafter prescribed, to soc to the observance of this section. Sec. 6. Be it further ordained. That the owner or owners of said poles shall, by the first day of November next, neatly paint the said poles, and shall also place upon said poles the name of the owner thereof and the number by series of each of said poles, said name and number to be distinctly pointed or stencilled thereon. Sec. 6. Be it further ordained, That any person or persons violating the provisions of this ordinance, or any of the said provisions, shall, upon conviction before the Police Court of the City of Savannah, be fined in a sum not exceed ing fifty dollars, and the pile erected contrary to this ordinance or not painted, numbered or marked as herein provided, shall be at once re moved by the City Marshal at the expense of the owner of said pole. Sec. 7. Be it further ordained, That all ordinances and parts of ordinances in conflict with this ordinance are hereby repealed. Ordinance on its first reading. By Committee on Streets and Lanes— An Ordinance to regulate signs in the city of Savannah. Section 1. Be it ordained by the Mayor and Aldermen of the city of Savannah ill Council as sembled. That from and after the passage of this ordinance it shall be lawful to erect or put up signs in the city of Savannah upon iron or wooden posts, provided such posts are securely and safely placed immediately within the curb ing of the sidewalk, that such posts, if made of iron, shall be not less than two nor more t hau ten inches in diameter, and if of wood, not less than four nor more than ten inches in diameter, that such signs shall be at least eight feet above the pavement or sidewalk and shall not be exceed ing four feet it width and five in height; and, provided further, that said signs shall lie securely and safely fastened to the said posts, and that the erection of the said signs and posts shall be under the direction and supervision of the City Surveyor. Sec. 2. Be it further ordained. That it shall also be lawful from and after the passage of this ordinance to suspend signs from the sides of buildings in the city of Savannah, provided such signs are securely and safely fastened to the sides of said buildings, are at least eight feet above the sidewalk, and do not overhaiig said sidewalk exceeding three feet, and provid ed, also, that said signs shall be put up under the direction and supervision of the City Sur veyor. Sec. 3. Be it further ordained, That from and after the passage of this ordinance it shall not bo lawful to erect or put up any sign in the city of Savannah, save in full and strict oon formity with all the provisions of the preceding section of this ordinance. Sec. 4. Bo it further ordained. That all posts erected at the time of the passage of this ordi nance sustaining signs, if said posts are not im mediately within the curbing, shall within thirty days from the passage of this ordinance, be securely and safely placed immediately within the said curbing; and all signs which, at the time of the passage of this ordinance, arc lower than eight feet or, are on awning frames shall within thirty days from the passage of this ordinance be securely and safely placed at least eight feet above the sidewalk or street, and lie removed from said awniug frames. Skc. 5 Be it further ordained, That it shall not be lawful to erect or put up in the city of Savannah, or to continue eregted, or to have or use, any sign that is unsafe or dangerous to life, limb, person or property, no marter how said sign may liavo been origitiallv constructed or erected. Shonld any sign now erected, or which may hereafter be erected, be or become unsafe or dangerous, within the meaning of this section, the person or persons owning or using such signs slial! bo notified of this fact by the City Marshal, and it shall thereupon become the duty of such person or persons to forth with make the said sign secure and safe, or to remove the same. Stic. C. Be it further ordained, That should any sign be abandoned or disused the name may be removed at the, discretion and upon the direction of the Committee on Streets and Lanes, and at the expentte of the person or pur sons so abandoning or last using the said sign. Sec. 7. Be it further ordained, That any per son violating the provisions of the preceding sections, or any of .raid provisions, shall, upon conviction before the Police Court of the city of Savannah, be fined by the said court in a sum not excedlng fifty dollars and in addition to this the sign found to be in violation of this ordi nance, or of uuv pari thereof, Mball lie removed by the City Marshal at the expense of the said person so convicted, which removal shall be directed and required in the juilgment of said court convicting the party accused. Sec. 6. Be It further ordained. That the city of Savannah reserves full ami entire police control over all signs erected, or which may be erected, their location, use and continuance, in so far that no vested right shall accrue to auv person or persons because of the erection of said signs, as against the said city of Savannah, touching tho said signs or any matter or thing connected therewith. . Sec. 9. Be It further ordained. THE MORNING NEWS: WEDNESDAY, SEPTEMBER 14, 1887. Skc. 2. That no jvrson shall bo appointed a Soliof man of the said city who shall te at the ate of appointment over thirty-five years of Sec. 3. That any member of the said police force who has or shall liave parformou duty therein for a continuous period of thirty vears or upwards shall, upon the certificate of the Surgeon of Police, concurred in by Couucil, that such member is permanently disabled, physic ally or mentally, so as to he unlit for duty, be placed on tla* retired roll, and shall receive an annual pension from the treasury of the city of Savannah during his life time of a sum of not less than of the full salary or compensa tion of such members so retired. Sec. 4. That any member of the said police force who has or shall have performed dyty therein for a continuous period of twenty years or upwards and less than thirty years shall, upon the certificate of the Surgeon of Police, concurred in by Council, that such member is permanently disabled, physically or mentally, so as to lie unfit for duty, be placed on the re tired roll, and shall receive an annual pension during his lifetime of a sum not less than of the full salary or compensation of such mem ber so retired. Sec. 5. That in determining the term of ser vice of any member of said police force no ser vice rendered prior to the organization of the i)resent police force on the first day of Novem ber, 1805, shall be counted. Sec. 6. That every member of said police force who is killed or dies in service, shall be buried at the expense, not to exceed fifty (SSO 00) dollars, of the city of Savannah, and the wid< >\v of silch member shall receive his month ly salary for months after his death. Sec. 7. That all ordinances and parts of or dinances in conflict with this ordinance are hereby repealed. Ordinance read in Council for the first time Aug. ii 4, read a second time Sept. 7, IHB7, placed upon its passage and passed. An Ohdinanck concerning the width of the sidewalk on Congress street, between Drayton and West Broad streets. Section 1. Be it ordained by the Mayor and Aldermen of the city of Savannah, in Council assembled, That the sidewalk cm the south side of Congress street, in the city of Savannah, be tween Drayton and West Broad streets,is hereby required to I*3 of the uniform width of eight feet and six inches, and on the north side of said Congress street, between Hull and West Broad streets, of the uniform width of seven feet and six inches. Sec. *2. That if the owner or owners of any property on either side of the said Congress street, lietween Drayton and West Broad street, shall fail to make tlie sidewalk in front of the property of such owner or owners of the width herein required, the city shall proceed to do so, after the lapse of thirty days from the time of notice of the requirement of this ordinance given to such owner or owners, which notice shall l>e given by the Marshal of said city. Sec. 3. That in the event the city shall pro ceed to do the work as provided in the preced ing section, said work shall !>o done at the ex pense and cost of such owner or owners, in the evt nt a bill therefore shall remain unpaid ten days after its presentation to such owner or owners, then said bill for said cost and excuses shall be turned over to the City Treasurer, who shall issue an execution for its collection, to gether with all costs, against said owner or owners and the abutting property, which execu tion shall be levied and made in the manner pointed out by law for the levy and making of the tax executions issued for taxes due the city of Savannah. Sep. 4. That all ordinances and parts of or dinances in conflict with this ordinance are hereby repealed. Ordinances laid on the table. An ordinance to provide for the naving, grad ing and otherwise improving Bull street, from the south side of State street to .the south side i*f Congress street, in the city of Savannah, and for the assessment on the property fronting on said Bull street, between the south side of State street, and the south side of Congress street, of two-thirds of the cost thereof. RESOLUTIONS. By Committee on Fire— Resolve*!, That the Committee on Fire he au thorized to purchase 1,000 feet of hose for use in the Fire Department. Adopted. By Committee on Assessments- Resolved, That the Committee on Assessments be and they are hereby instructed by Council to liave made, as early as practicable, a general assessment of all real estate and improvements thereon in the city of Savannah, said assessment to be made in accordance with provisions of ordinance passed Feb. i!0, lftW. Adopted. MISCELLANEOUS. The bid * for curbing and paving portions of Broughton and Congress streets were opened and referred to committee of the whole. By Committee of the Whole— Resolved, That the bids of the Warren Scharf Asphalt Company for paving and curbing pur tUrns of Cougn ss and Buli streets be accepted, provided, the said company enter into a written contract in terms such as wore made in the paving of Broughton street, and give bonds as in that case under the ordinance of the city for the ierformance of the contract, and provided the work i e completed hv the filth of December next, and the work may bo commenced by the fifteenth of October; the city to have until the fifteenth of January for payment, provided it desires.
