propriation bill was again taken up in the
House to-day. Mr. Vaux cf Pennsylvania
did not oppose the general purpose of tfce
bill, but he did oppose the appropriation for
('.erendent relatives, made under tne act of
March O,ISHG. That went beyond justice,
ami became charity.
Mr. Outhwnito reproached the republican
House with shirking its duty, arguing that
the pending bill would Bhow a deficiency of
at least fSd.&H.OOO.
Mr. Cheat!! e of Indiana contended that
the amount appropriated was amply aufil
ciert to supply the needs of the service.

DOCKERY'S PROPHECY.
Mr. Dockery of Missouri said that a fev
months ago he had stood ou this floor and
declared that the republicans of the House
were refusing for party purposes to eppro
j.fi-ta within $45,000,000 of tho amount
which would bo required for pensions under
the existing law. This declaration had
beer, almost substantiated bv the fact that
the commissioner now came in asking for a
deficiency of 131,500,000. Ho then pro
ceeded to argue that the amount carried by
the bill was insufficient; and branched from
this subjec; to the general financial condi
tion of the country.
DOOGH-FACE3 IV POLITICS.
Mr. Breckinbridge of Kentucky, ad
dressed his remark to tho general pension
question. It any question or criti
cism, ho said, was mado by
the democrats of the expenditure of enor
mous sums of money, some gentleman on
tho other side would sneor that it was made
by men who fought agaiust the union. Ho
had heard of dough-faCO3 in politics—that
was those who had surrendered ti.eir cou
victions of public policy for the sake of of
fice. Had the country no dough-faces ia the
matter of pensions during the last few
years* This question of pensions had t> be
met by every congress. He assumed his
measure of responsibility to his con
stituents.
THE OUTLOOK FOR THE FUTURE.
By the oneration of the law there was a
certain number of pension certificates to
applicants. The probabilities were that
within seven years there would be a million
pensioners on the roll, who would be paid
9170,000.000 annually. Tho first necessity
was to meet the question frankly
by adequate appropriations. The second
was to raise a committee to investigate
the bureau thoroughly, to have the list
revised, and to strike off unworthy pension
ers; the third was to Transfer the bureau to
the war department and take it out of the
domain of politics. Here were the people
staggering under burdens that had so dis
tressed them that they were seeking new
alliances. Let congress meet this matter
frankly. Tho people could not bo fooled.
PETERS MAKES A POLITICAL SPEECH.
Mr. Peters of Kansas made an exhaustive
argument to show that the appropriation
carried by the bill was amply sufficient to
pay all the pensions which would be granted
during the ensuing year. Ho then pro
ceeded to make a political speech, in the
course of which ho snid the Democratic
party was endeavoring to embrace the
farmers’ alliance movement. Ho conceded
that the Kopublicatt pi arty in Kansas had
run against it, and had been overthrown.
It lad received a black eye. [Laughter.]
DEMOCRATIC STATES FOREWARNED.
But the time was coming when a cyclone
vtou’d strike the democratic state's. Tt was
now being entrenched in Texas and Mis
sour., an i i:i 1892 the gentleman who were
relying upon the alliance hosts would find
that their hosts had disappeared, as the
the republican majority had disap
peared iu Kansas. Tiio republican party
wouid revive, because “truth crushed
to earth wotlld rise again.” [Laughter.] He
wanted the fifty-sec md congress to pass
the sub-t easury bill [laughter], the free
coinage bill [cries of "Wo will”], and the
service pension bill; and uuless his domo
erntiefriends would do all, they would find
that the wave of the formers’ alliandS Would
sweep over them and wipe them from the
lace of the earth.
Messrs. Raines, Kerr and Morrow also
he.d to the opinion that the pending bill
carried all the appropriations that would be
required or could be expeuded during the
coming year.
TO SAVE $5,000,000.
On motion of Mr. Dockery an amendment
fas adopted providing that no agent nor
attorney shall demand, receive or be
aiioyed any compensation iu any claim for
an iccrea e of pension oil account of an
increase of disability. It is estimated by

three years.

Quail hunting is the order of the day. Par
ties go out every day in all directions in
search of tho “little brown beauties.” Many
thousands of them are slaughtered on the

THREE SHOTS AT HIS WIFE.
An Albanian’s Unsuccessful Attempt
at Uxoricide.
Albany, Ga., Dec. 5. —At 8 o’clock to
night Will Wallace attempted to kill his
wife at the Central hotel in this city. He
is about 22 years old, and his wife is about
S3. She was divorced from he-- first hus
band, B. F. Laban, some time ago,
and married Wallace about nine months
ago. He bus threatened her life
repeatedly, and to-night she left tlieir room
anl sought safety in Another woman’s.
Wallace climbed through the transom,
jumpe I to the floor and fired three shots at
his wife, one ball taking effect in her thigh.
Ho would probably have killed her but for
two other women who hod hold of her, try
ing to shield her from the shots. He rushed
out of the house and has not been captured
yet.
Alabama’s Minors.
Birmingham, Ala., Dec. s.—At a meet
ing of eleven large coal operators yester
day, a resolution was adopted, positively
declining to advance the wages of the
miners, and refusiug to confer with the
executive committee of the United Mine
Workers of America. The miners are de
termined to continue the strike.

Foreign Commerce Heavily in Favor of

creasing -Trade’s Volume Still Very
Heavy.
New York, Dec. 5. —The weekly circular
of K. G. Dun & Cos. says: “The stringency
in commercial loans noticed last west as the
chief cause of the present disturbance is
now almost the only remaining cause. The
influence of European troubles has passed.
The Hank of England has reduced its rate
to 5 per cent, gaining $3,505,00) gold for
the week, and the Bank of
Franca $1,230,000 gold. Foreign com
merce is heavily in favor of
this country, while the imports at New
\ ork for November exceed last year's,
which were unusually light by 12 per cent.
The increase in exports here has been B'ij
pi r cent., though last year's wore remark
ably heavy, s> that the excess of exports
I r th month v as probably over $30,000,-
000. Thus no pressure or difficulty should
now be felt here if foreign influences only
were operative.
DOMF.STIC IMPROVEMENT.
“In domestic affairs there lias been a dis
tinct i nprovement ii too disposition of the
hanks and money lenders to give the noeos
snry support to legitimate business, curtail
ing speculative ail vanees as far as possible.
This wiser disposition is shown not only in
much larger issues of clearing
house certificates and larger loans
here, but in dispatches from
many other places. The volume of trade is
still surprisingly heavy, as tho clear
ing-house exchanges prove, and railroad
earnings and returns from many centres of
trade, are larger than over before at this sea
son. The legitimate bu.inegs of the country
should soon recover its normal state cf
health.

“Reports from other cities show thnt the
cheapness of cotton at the south aud the
delay of winter weather at the north have
somewhat reduced transactions and
caused more tardiness in collections than
heretofore, but colder weather and tho ap
proach of the holiday season already begin
to have a favorable effect at many points.
In genera!, the v. lume of trade throughout
the country is so heavy that with the ad
vance of 7 j per cent, iii prices since a year
ago larger supplies of money are absorbed
The amount of the circulation is now over
$1,540,000,000, being $87,000,000 larg -r than
a year ago. The treasury,has taken in about
$2,400,000 more than it has paid out for the
past week.
PIG IRON WEAK.
‘‘Pig Iron is rather weaker in tone, aud
numerous furnaces arc likely to go out of
blast if prices yield further. The demands
for finished products of iron and steel are
less than a mouth ago, and rails am weak,
with scanty sales. Woolen manufacturers
are moving with caution. Labor troubles
are few and the industry of the country is
remarkably wet! employed at fair wages.

LEWIS WATSON HANGED.
He Shot a Neigro Who Struck His Wife
During and Quarrel.
Albany, Ga., Nov. 5. —About 2,000 peo
ple gathered at Isabella, Worth county, to
day to witness the public hanging of Lewis
Watson. The News correspondent visited
the prisoner in his cell, and he acknowl
edged committing the crime for which he
was condemned to die and, like most other
murderorß, said he was ready hnd willing
to die, as he was going to a
better world. Eighteen well arme l men
guarded the sheriff and prisoner ou the way
to tbo gallowß. On tbo gallows the prisoner
warned all_to shun evil deeds and live right.
At 12:30 o’clock Sheriff Cox touched the
fatal trigger and Watson Was launched
into eternity. Everything passed off
ouietly. Sept. 21 Watsoft wav
laid Jack Curry and shot him.
Their wives had a falling out. Curry got
mixed up in the affair and struck Watson’s
wife. It was for this that Watson shot him.
He was tried and condemned at the Octo
ber term of Worth superior court. Judge
IS. B. Bowen pa sed tiie sentence of doath
upon him.

Livlneretdn Vann of h ndiaon Puffers a
Painful Injury.
Madison, Fla., Dec. 5. —Wednesday
morning about 11 o'clock, while waiting at
the depot with his family, who were going
off on the train, Livingston Vann broke his
leg. Ho was trying to get his little boy out
of the wuy of the porters, who were loading
a car, and slipped and fell. Ha broke the
large front bone of his right leg just above
thea nkle. He was taken at once to his home.
J Jiu night he was suffering a groat deal.
Mr. Vann is the eldest son of ex-Judge
Vann, aud quite a successful young lawyer.
He was elected at the recent election as
representative in the legislature.

Homestead’s Convent Fire.
PiTT9BimG, Pa., Dec. s.—Fire at Home
stead at 2 o’clock this morning destroyed
St. Mary Magdalene Catnoiic church,
school house and convent and two dwellings.
The loss is estimated at $50,060. The prop
erty was partly insure.!. The fire was
caused by a pres<ure of natural gas.

Chester, Pa., Dec. 3.—Tho steamer Oulf
Stream, Capt. HiuoS, from Richmond to
Philadelphia, was run into early this morn
ing in thick weather on tho Delaware river
off tliiscityby the steamer Goa CaJwalder,
Capt. L ck, of the Baltimore lino, and was
Considerably damaged. The ( adw.alder
was hound to Baltimore. She struck the
Uulf Stream amidships on the port side,
starting her boots above ami below the
waterline. When the Cadwalder hacked
out tho Gulf Stream 6ho mado water
rapidly, and ("apt. Hines rap Ills vessel
aground ou the upner end of Chester Island,
wnorc she now lies in u favorable position.
HER CARGO.
She wav laden with a cargo of general
merchandise, and lighter's are at vi ork light
ering her so ns to float her and make repairs.
It Will be Impossible to tell the
extent of the damage to the cargo
until it Is removed. The Cadwalder
had her stem bent, and hor sheets wore torn
away, but nil her damage is above the
water lino. The other vessel proceeded this
morning to Baltimore. It is d.liicult to tell
who is to blame, if there is any blamo. The
Gulf Stream is anew boat, owned in Phila
delphia. It may be several days before b!io
can be floated.
PITTSBURG'S BLAZE.
Four Large Business Blocks Burned
With Their Contents.
Pittsburg, Pa., Dee. s.— The Liberty
street fire, which broke out in Magla’s
cradker factory about 1 o’clock tins morn
ing, was not extinguished until four large
business blocks had beon consumed. Tho
buildings destroyed were a brick seven
stories high occupied by E. Magin’s cracker
house, and these occupied hy H. & IV. J.
Jenkinson’s wholesale tobacco loose; Gra
ham & Cos., Stove and hardware dealers; L.
H. Harris & Cos., wholesale druggists.
Chief Engineer Samuel Evans and five
firemen were caught tinder a failing wall. I
Fireman Aug Roth of Engine Company
No. 7 wa badlv crushed und injured
internally. He will probably die.
Firemen Tiegers of engine company No.
10 is still missing, and it is feured that his
body is buried beneath the ruins. Toe total
loss is estimated at s2l (1,000.
