Grand Jury.
The United States courts were reconvened
yesterday by Judge Speer. The grand jury
was sworn and Horse* A. Crane was made

JUDGE SPEER’S CHARGE.
Judge Speer, in his charge to the jury,
said:
I think I may say to you, gentlemen, with
entire truthfulness, that, while the court does
net doubt that you will reach It. you have a very
elevated standard in excellence, in the perform
ance of your duty, exhibited in the conduct of
proceeding jurors and grand jurors, in this
court. In the knowl-dge of the presiding judge,
now having been connected witb the adminis
tration of the law in these courts for uearlv six
years, in ail this time there has been no instance
where a person escaped justice, for a violation
of the federal law, on account of the failure of
the grand jury in the performance of their duty.
In a 1 that time I have the impression that
in but one case lias a party indicted for crime
failed to receive justice because the jury did
not come fuliy up to the performance of the
great duty devolving upon them, and in that
matter the court may be wrong and the jury
may be right I speak merely of the impres
sion that exists on the mind of the court.
That is a remarkable record, indeed, for any
court, and it speaks volumes for the law-en
forcing character of our people. It is a sure
guarantee to the people or all seotlons of our
country, that they mar come among us abso
lutely certain of protection of their rights,
lives and property. It speaks eloquently for
the communities which you represent. It is a
sure harbinger of prosperity end happiness of
our country, and, as I said, that is a high
standard of excellence for jurors to have at
tained.
There is no graver duty upon this country at
thie time than a strenuous enforcement of the
law. We have advantages in climate.res urces,
in the rapid development of our country. In
fact, the attention of enterprising and saga
cious man everywhere is being attracted by the
untouohed resources of this country. We have
the strongest reasons to believe that our future
will be largely more prosperous than has
been the past. Our interests are div r.ilfled.
We have been a poor people,as a people strictly
agricultural and pastoral always are
We will eventually become a rich people, but
if we are to anticipate the speedy development
of our country, and the improvement of our
own condition, everybody must understand
that ours is a land of law and order, and that
all crimes against the laws will be rigidly in -
vestigated. and when known to exist will be
sternly punished.
You doubtless know of communities where
the laws are not enforced, and you have seen
how every Interest suffers therefrom. You are
familiar with communities where the laws are
habitually enforced, and you have seen how in
the existence of every social virtue in the pres
ence of everything which tends to make home
happy, and families prosperous, their interest is
subserved. The truth is, gentlemen, that crime,
when condoned, is far more Injurious to the
community where it exists, than to the individ
ual who perpetrates it. but it is fearfully in
jurious to both. A convincing illustration of
this may be anywhere found in the case of a
man, who, by the indifference of his neighbor,
is permitted to carry on the business
of an illicit distiller. He is away
from his home at night, and
disregards his obligations to hi* family. Know
ing himself to be a law-breaker, aware that at
any moment he may be visited by the officers
of the law, his miud turns to thoughts of vio
lent resistance. He arms himself. The chances
are he will become a drunkard. He not only
beoomes a drunkard himself, but will dispose of
the products of his still utterly regardless of
the interests of the community. Drunkenness,
riming and affrays result. Labor is rendered
worthless, a peaceful neighborhood has its
peaoe destroyed, and the distillery itself be
comes a scene of crime and violence which is
a reproach to the state and a blot upon the face
of nature. This illustration is as applicable to
other crimes which you can as littlo afford to
ignore.
It is just as important that you punish a post
offloe thief, or one who counterfeits the coin, or
who attempts to cheat the government out of
taxes due from the citizen to the general gov
ernment, or who burglarizes a postofflee, or
who Is guilty of any other offense against the
United States, as it is to punish other criminals
for crimes against the law of the state. This
concerns you all as individuals not only, but the
welfare or each one of us. This court has no
interest which you don't have as Georgians.
Your interest, then, as juror* and as citizens, is
the interest of the general government. They
are inseparable.
1 feel, gentlemen, that I need not say any
thing more than I have already said with refer
ence to the importance of enforcing the fed
eral law; and, I believe, you will approach the
investigations of your duties withs full com
prehension of the importance of them.
You may make your own term* front day to
day, of course not adjourning for the term, or
for any considerable number of davs, without
consulting the court. The process of court is at
your hand to obtain the presence of any wit
ness, or the production before you of any evi
dence which you may need. The court and its
officers will do all in their power to oontrihute
to your comfort. The district attorney may
advite you as to all matters of law. The court
trusts you will have a brief and valuable term
of service. You may now retire and proceed
with your duties.

RAIL AND CROasriE.
Pay cars are familiar sights on Atnsrican
railways, but this country has not yet em
ployed the locomotive in banking op?ra
tions. One of the New Zealand banks has
a special car which visits the rural districts,
cashes checks and receives dep.sits. The
experiment is said to be profitable, and is a
great convenience to settlers who would
otherwise be compelled to leave their farms
and visit town on numerous oocaslons. New
Zealaud and Australia aro frequently con
founded, despite their geographical Isolation
and the marked differences in their histories.
The enterprising bushrangers of former
days would not huve encouraged an Austra
lian line to repeat the experiment tried by
Nevr Zealand capitalists. America, how
ever, is not in a position to throw stones.
Were she to do so, Australian contempora
ries might allude to divers train robberies,
not all of which occurred west of the Rock
ies, nor even of the Mississippi.

Happenings Along the Wharves and
Among the Shipping.
A horse on the steamer City of Amsrieus
walked overboard about 7 o’clock last night.
He struck out for the opposite shore, whero
he landed safely.
The steamship City of Savannah arrived
last night from Boston, after twenty-four
hours’delay. She encountered very heavy
fog on the trip down and head winds. She
went aground yesterday in a mist on Tybee
knoll about 8:30 o’olock, and remained there
for a couple of hours, when she worked
off.
Another Candidate for Colored School
Commissioner.
John TANARUS, Savage is out at a candidate for
the position of commissioner of the new
colored college. He claims to be indorsed
by Congressman Lester aud other prom
inent citizens. S. B. Morse, who is also a
candidate, is backed by State School Com
missioner Bradwall.
"Dick” Dow Goes Out.
J. A. Bledsoe, department collector of
internal revenue for this district, will suc
ceed Richard Dow, auditor of customs
under Collector Johnson, to-morrow. Dow
goes to Atlanta as a deputy collector of
internal revenue In that district.

AT THB COURTS
Gossip Picked Up Uero and There In
the Court Dooms.
The city oeurt held its usual Monday
criminal session yesterday morning, and
added several recruits to the chain-gang.
Butler Perry (oolored) pleaded guilty to
oarylug concealed weapons, aud was sen
tenced to pay a fl te of $25 or sarve three
months on the obain-gang.
Charles Noble (colored* was up on two
charge* of simple larceny. On the first in
dictment he was aoquitted, and on the
second he was sent go the ccaia-gang for six
moot's.
William Jaokson (colored! pleaded guilty
to larceny from the house, and was given
six months.
Joshua Sanford was up on a charge of
abandoning his children, but it was not sus
tained, and the prisoner was discharged.
Nat Bolding got three months for simple
larceny and Gjs Ward,aw six months for
larcency from the home.
J. P. Flrnn, TV. W. McLendon and Jack
Lee were tried on a charge of vagrancy.
Flynn and McLendon were discharged and
Lee was given two months.
G. P. Silva and T. J. Dowling were in
dicted jointly for assault and battery. The
charge was not sustained n the case of
Silva, but Dowling was fined $25 or two
months.
Harry Turner, a negro, went to the
ditches for six month* for ill-treating a
horse.
The arbitration oase of Henry Ambos vs.
George Pearson was uo before Judge Falli
gant yesterday in the superior court.
Counsel on both sides argued the legal
questions involved, and the court reserved
it* decision.
Thomas A. Ybanez was reappointed a
commercial notary public yesterday by
Judge Falligant.
A white boy named George Montgomery
was run in yesterday by the police on a
charge of stealing chickens. He will ap
pear before Mayor McDonough this morn
ing.
Christian Whitkamp, a little boy about
ten years old, was arrested yesterday for
stealing marbles from a Bull street store.
R. U. Salas (colored) was arrested yester
day by the polios at the instanoe of another
colored man named Bruce, who charged*
him with the laroeny of $7.
James Scott was captured yesterday for
being engaged in a gambling game at Mont
gomery and Gaston streets Saturday after
noon. He was one of the party raided by
the police, lut managed to escape at the
time.
H. Thompson, William Millet, Matthew
Evans and Edward Woods will face Mayo •
McDonough this morning on charges of
drunkenness and disorderly conduct.
James Gay, a negro, was arrested yester
day by the police for carrying concealed
weapon*. Ho will have a hearing before
Mayor McDonough this morning.
