Atlanta, Ga., Dec. IL—The local detec
tives think they have a genuine true
blue crook locked up at last in the person
of a sick-looking Individual giving Ills
name as H. K. Rheubottoin, who was
arrested this morning at 1 o'clock at the
Alcazar hotel, where he has been stop
ping for several days past. The com-,
plainant against the prisoner is Henry A.
Cassin. eachier of the Georgia Doan
and Savings Bank. A few daVs since
Rheubottoin deposited several checks with
the Georgia Loan Bank. These were sign
ed with the firm name of Calkins & Cos.,
of 206 St, Charles avenue. New Orleans.
Two were on the Exchange Bank of
Waynesboro. Miss., and have the signa
ture of L. Piper. Another was on the
American National Bank of Denver.
Rheubottom attempted to check against
this deposit, but the checks were found
to be worthless. After communication
with New Orleans and Mr. Cassin re
ported the matter to Detective Bureaw.
According to what the detectives say,
Rheubottom came here some time since
and has been posing as a
capitalist. He stated that he wrant
ed to purchase 115,000 or s•*’.*
000 worth of city lionds, and had a deal
under way by which the transaction would
have been completed to-day had lie not
been arrested.
When Rheubottom was taken io the sta
tion house two grips and a bundle or
papers, which were found in his room at
the Alcazar, were then taken along, and
when these were searched many checks,
blank safe for the signature, were found.
The names attached to them were L.
Piper, Calkins * Cos. and Hammond *
Cos of Denver. These checks were ready
to be filled in for any sum. It is believed
that the prisoner is the forerunner of a
gang of bank wreckers from New Or
leans, and that extensive operations had
been planned in this city. The detectives
are close-mouthed about the case and
strict orders have been issued to allow no
one to converse with the prisoner.
TAMPA’S NIiEDSi
Asking Congress for a Pnlillc Build
ing anil n Dry Dock.
Tampa, Fla., Dec. 4.—The people of Tam
pa have two favors to ask of the con
gress now in session, namely, the erec
tion In Tampa of a $150,000 federal build
ing and a government dry dock. It seems
•very probable that the federal building
can be secured, as the receipts at the
custom house have for the past fiscal
year exceeded $600,000. But the govern
ment dry dock is less of a certainty. The
Fifty-second congress, during its first ses.
ston, recommended that a dry dock be
built at some point on the shores 'of the
Gulf of Mexico, or the waters connected
therewith. A commission, appointed by
the President, made a thorough examina
tion of the Gulf harbors in reference to
their commercial Importance and the
means of their defense in case of war.
In selecting a site for a government dry
dock two objects are kept in view, name
ly, a clear channel to the sea of a depth
of at least twenty-six feet, and the pro
tection for a distance at least of twelve
miles by Intervening elevation of the
ground from gun fire from tile sea.
Fortunately for Tampa, of the three
harbors of Florida that were inspected,
Pensacola, Tampa and Key West, Tampa
alone offers a site at a sufficient dis
tance from gun tire. But unfortunately
for Tampa, only twenty-one feet can be
carried over the bar at mean. tide, while
twenty-six Is necessary. An estimate ot
the cost of constructing jetties across the
outside bar, made by J. W. Sackett, United
States assistant engineer, places the
amount required at $2,748,000. The cost
of dredging a channel from the Gulf to
Plney Point, where the Plant system
docks are now located, is estimated at
$648,000, making a total of $ - :,:6,000. It
seems very doubtful whether the govern
ment will think best to expend over three
and one-third millions on Tampa bay at
present. At the same time Tampa bay
offers, by reason of its situation on. the
east coast of the Gulf and its proximity
to the West Indies, a site of great strat
egic, as well as commercial, importance.
An ordinance was passed at the last
meeting of the city council providing for
the issuance of certificates of indebted
ness In lieu of the city scrip now out
standing, said certificates to be paid In
six equal payments, first payment to be
made on Jan. 1, 1897, with interest at the
rate of 8 per cent, per annum.
The Tampa Bay hotel was opened to the
public last Saturday. There were 200 reg
istered guests Sunday.
The new society paper, the Qui Vive,
•which will appear about. Jan. 1, will be cir
culated all over the country. Copies will
be sent each week to 6,900 hotels in the
United States and Europe.

Ocala, Fla., Dec. 14.—A great deal of
Interest was awakened to-day by H. L.
Anderson, who is grading the Ocala Sil
ver Springs electric road, by getting out
an injunction restraining H. F. Dutton
and others from interfering with his
grading of his road bed across what is
known as the old Robinson lot, near
where his line will connect with the Flor
ida Southern railroad of the Plant sys
tem.
A counter injunction was served on Mr.
Anderson this evening by Dutton & Cos., i
preventing him from grading across the
lot. >
Mr. William Sinclair also served an in
junction restraining Mr. Anderson from
crossing his lot, which lies alongside of
the old Robinson lot.
Mr. Lewis, who is manager of the or
ange grove of Mr. James A. Harris on
Lake PanasofTkee, was in town to-day
and said tne late coal did not injure the
dorment buds which the warm jveather
of November had set to growing, having
come out from one to three inches, but
taking warning by the late severe frost
he had banked the earth from a foot to
two feet above 3.000 of these buds.
Maj. Rourks of Fruit land Park, who
was also cn our streets to-dav, .said a
very tender variety of guavas, on a high
piece of land passed through the late
coid untouched, but that in the low lands
the frost killed the tender plants.
The Ocala Board of Trade proposes to
give Mr. H. B. Plant a reception and
banquet at such a time as may lb- con
venient for that gentleman, in apprecia
tion of the interest he Is taking in our
town and the improvements he is making
in property purchased in connection w ith
his line of railroads here.

Brunswick, Ga.. Dec. 13.—The Bruns
wick Riflemen, one of the oldest Infantry
organizations of the state, and the only
surviving company of the Twenty-sixth
regiment, Georgia Volunteers, which un
der Gen. Gordon fought gallantly through
out the war, has a plan in view for pay
ing off its debt. The plan is to have Gen
Gordon deliver in Brunswick Ids famous
lecture 'The Last liavs of the Confeder

the whole debt of the company, but would

The Work of I'lthltcity to Be Began
at Once.
Augusta, Ga., DC*;. H.—At a meeting of
representative citizens this afternoon the
funds necessary for the preliminary work
of the Chicago and Southern States Cot
ton Exposition were guaranteed. F. B.
Deberard, who has been elected general
manager, will begin immediately the work
of publicity, visiting cities in the south
and organizing communities that are in
terested. A meeting of delegates from
all over the south will soon be held, at
which will he present delegates from Chi
cago, and the work of permanent organi
zation and promotion will be pushed. Ev
ery branch of industry in Augusta will
give the matter hearty and substantial
support.

Stafford to Get Off With Imprison
ment for Life.
Tallahassee, Fla.. Dec. 14.—1n the circuit
court to-day the jury found Joseph S.
Stafford guilty of murder In the second
degree, the penalty is life imprisonment.
He killed Charles and John Adams last
July.
The day was consumed in arguing a mo
tion for anew trial in the hundred thou
sand dollar damage suit of Allen vs. Lew
is. Judge Malone took the question under
advisement. Allen obtained Judgment last
week for $36,000 and interest, aggregating
about $50,000.
Slate Treasurer C. B. Collins has had
several severe hemorrhages during the
past twenty-four hours and his condition
to-night is regarded as very critical.
M. A. XEVIX DEAD.
He Was One of Rome's Most Popular
and Prominent Citizens.
Rome, Ga., Dec. 14.—Capt. M. A. Nevln,
one of Rome's most popular and promi
nent cltizins. was stricken with apoplexy
this afternoon and died within half an
hour He had held many offices in the
county and city, having been a county
commissioner twelve years, clerk of the
council ten years, three times mayor and
prominently mentioned for mayor next
time.
He w as an enterprising and public spir
ited citizen and a gentleman whose large
ness of heart and liberality were univer
sally recognized.
