Atlanta, (la., Jan. 21.—0n Monday next
the Ellis tax commission will meet at the
capliol to begtn the work of foimulatiny
anew set of tax laws for the 6tate.
This work is of the highest importance,
and It will be closely watched b> the pub
lic. Tax reform has been an issue in
Georgia for some time, and the people hate
reached the stage where they look for
something tangible—something that will
bring out the hidden plop* rty of ihe tax
dodger and thus equalize the burdens of
Ihe government
On the commission which has been
created to do this important work then
are seventeen men who have given deep
study to the problems to l"- settled, and
there is every reason, theiefore, to hope
for the evolution of a lux code that will
go far toward the end desired by the hon
est taxpayers of Ihe state.
Hon. W. A. Dodson, president of the
Senate, will call the commission to order
and preside by virtue of his official rank
in the upper house. There is, however,
some talk about making Mr. Ellis of bibb
county permanent chairman of the body
as a mark of courtesy to him as the au
thor of the resolution under whkh Ihe
commission was created. Neither Mr.
Dodson nor Mr. Ellis can be said to oc
cupy the position of being candidates for
the chairmanship, but there Is no doubt
that either would feel highly gratified at
being chosen to nil the chair permanent
ly, on account of the importance of the
work In hand, and the reputation that
may be made by the commission.
Kilt* May Be Chosen.
Speaker Little, who Is also a member of
the commission, has probably given the
■ubject of tax reform more thorough re
search than the president of the Senate,
but his friends do not expect him to be ac
corded the chairmanship on that account.
In fact it is understood that the speaker
would prefer to feave the matter of the
chairmanship undisturbed by his own per
sonality.
If there should be any disposition to go
beyond President Dodson's title to the
chairmanship by courtesy, the chances are
that Mr. Ellis will be chosen. At any rate,
the commission has already been dubbed
the "Ellis commission," and will probably
continue to be known as such regardless
of the chairmanship, which has been con
siderably discussed by the political colhny
in and about the capital.
"Peeples Ha* Changed Hla Mind.
City Treasurer Peeples, who was sup
posed to be entertaining a notion of resign
ing because of the action of Council in di
vesting him of control of the city deposits,
announced formally to-day that he would
not give up his position. On the contrary,
he will continue to hold it to the end of his
term, and then be a candidate for re-elec
tion.
During the controversy between council
officials and the bank of which Treasurer
Peepies is cashier, he announced that he
would resign in case the control of the
city’s money was taken out of his hands,
or rather out of his bank, and given to
other banks. It appears now that this was
a little side play indulged in with the hope
that It would create sympathy, and result
in favor of the treasurer in the final set
llemen of ihe dispute. Corporation treas
urers have died and been defeated for of
fice in the past, but no one ever heard of
one resigning; therefore, the case of Mr.
Peeples attracted more than passing at
tention.
Stelnao a Bankrupt.
L. Stelnau, until several months ago a
large wholesale and retail liquor dealer
here, has filed applications In bankruptcy
in the Federal Court. He gives his liabil
ities at $41,031.0*, while he has no assets
at all. About three-fourths of his creditors
are secured. They are scattered ail over
the country, being largely distillers,
though there are a number of local parties.
In the second class the local creditors pre
dominate.
Gov. Candler to-day announced the ap
pointment of Ihe following additional dele
gates to the military convention, to meet

Supreme Court Cases.
On account of the illness of three jus
tices of the Supreme Court, an order was
passed to-day postponing until Jan. 30 the
call of the cast s which had been previously
set for next Monday. Chief Justice Sim
mons and Justice Lumpkin are both still
in Florida, while Justice Cobb is unable
to leave his home at Athens. The latest
word from the chief justice is that he is
rapidly Improving. A telegram, received
by Clerk Logan Bieekley of the Supreme
Court, saying that the chief justice was
able to eat three good meals a day, indi
cates that he will soon be able to defy all
further threats of grip, and resume his
duties on the bench.
Teachers Enter a Protest.
The salaries of the public school teach
ers, ihe reduction of which caused a storm
to break about the head of ex-Mayor Col
lier shortly after he took ihe reins of
municipal government, is again a lively
Issue at the city hall. .The apportionment
sheet passed up by Council at its last
meeting, made a slight reduction in the
school fund, and the board of education
now announces that there will lie an 8 per
cent, reduction all down the line in teach
ers' salaries.
This has caused a loud protest from the
teachers and their friends. Mayor Wood
ward, in his campaign, declared that the
teachers should if latter paid, and he is,
therefore, between the upper and the neth
er mill-stones—the Council and the teach
ers.
Councilman Parks, the man who defeat
ed Joel Hurt, and who also made political
capital out of Ins declarations in favor of
•he teachers, is also In warm water, and
has announced that there shall be no cut
in the teachers' pay if he has to go out
on the streets and make up a public sub
scription.
While this is the sort of talk emanat
ing from the city hall, the hoard of edu
cation quietly replies that "m my talks"
and that if the teachers are not to have
their pay reduced, the fund at their dis
posal must he Increased. It has been de
clared that Mr Collier ruined hints, if p
litlraliy by slashing the teachers’ salat *e s

An Old Ctttsen Dead.
Ellabella, Ga„ Jan. 21.—William H. En
glish, one of Rryant county's most highly
respected citizens, died to-day of pneu
monia and gastritis. He was 68 years old.

OBITCARL
Mrs. Elizabeth Connor, relict of the late
Capt. Bryan Connor, departed this life on
Saturday, Jan. 14. In the 78th year of her
age, mourned by a large number of sor
rowing relatives and friends. Mrs. Connor
was born in County Clare, Ireland, coming
to Savannah when she was about 4 years
old. and residing here up to her death.
Like many of our older citizens, Mrs. Con
nor passed through the trying ordeals of
epidemics and wars that have ravaged
our city within the past sixty years, and
was always energetic and active, where
her services were needed, and pursued her
ministrations among the sick and dying
without ever yielding herself to fatigue
or Illness, and she will be gratefully re
membered by many who enjoyed her care
ful and tender ministrations.
Living to a ripe old age In the fullest
enjoyment of all her faculties, she has
finally reaped. It is hoped and believed,
that reward that crowns a useful and well
