Governor Coining lo Savannah To- Morrow—Dewey's Snbserlptloa to the Brumby Monument Fund. At la tun, Dec. 30.—1n order to be fully advised as to the needs of the state traop? and the best course to be taken in the reorganizing, Gov. Candler hus requested all of the six colonels of Geor gia regiments to meet him at the capitol next Thursday at 10 o'clock. Under the attorney general's ruling, Cue colonels will not be affected by the new law until three years from the time it goes into operation. The attorney gen eral held, however, that the appointive officers will have to be recommissioned in February. That will include the adjutant general of the state, his clerk and. all other officers whom the Governor ap points. The colonels will also be called on to re. appoint the members of their staffs or select new staff officers. Each colonel will have to select an adjutant, quarter master, commissary and Iwo surgeons. Governor Sought Advice. Before the Governor approved the act of the Legislature he got the advice of the attorney general, which was only given out this morning, ar..i Mr. Terrill's construction of the law was that it was necessary for the field officers to hold over until Feb. 3. 1903, the date fixed for the next election under the terms of the act. The general elections would have to be held on Feb. 1 to choose company offi cers. The law provides that the company offi cers shall then elect the field offl-era, th< colonels, lieutenant colonels and majors. {Phe Governor recognized that it was en tirely impracticable to have all of t'-e elections on one day, and military men have expressed much surprise that the bill was allowed to become a law in the pres ent shape. If all of the elections we eto be held on one day, it Is said, there would be nohody to Issue commissions to (ho company officers, and the greatest confu sion imaginable would ensue. The attorney general gave this as one of three suggestions, In nnswer to thee Governor's inquiry as to how the bill could become operative. There was strong opposition to it by the military, but Gov. Candler was anxious for it to become a law, as he drew the bill tvmself. Another plan suggested by the attorney general was for the commissions of thq field officers to expire at intervals, say, of a month apart, after the line officers were elected. It was on the suggestion of the attorney general that a call for a meeting of the colonels was issued to de termine which of these suggestions would best subserve the interests of the military and render the least friction. Governor Coming to Savannah. Gov. Candler went up to his old home In Gainesville to-day to look after some business matters that demanded his at tention Just at this time and returned to night. He left word at the Capitol o-day that he would not be back there till Tues day. He leaves Sunday nigh for Savan nah, and. of course, will l>e back at the capltol Thursday morning to confer with the colonels. The capftol will be closed Monday. Secretary of State Cook has been In Baldwin county this week shooting birds. Col. Byrd left this afternoon for Rome, where he will remain till Tuesday morn ing. Col. Stevens is in Dawson, where he went to attend the funeral of his s ster, Mrs. Josh Cannon, which occurred yester day. Prof. Glenn has been absent ail the week since Monday In Memphis. Henry Gives $l5O to ltrumby Fund. Admiral George Dewey wired a subscrip tion of $5O to-day to the Brumby monu ment fund. A petition for charter for the ess elation will be filed In a few days, and Sena'ors Bacon and Clay and Representa tive Livingston are among the charter members. President Joyner was authorized to name a committee to wait upon Mrs. Loulie M. Gordon and ask her to organize a ladies auxiliary and enlist the services of the women of the state in the work. An effort will also he made to secure an appropria tion from ihe government for the fund, as such appropriations have been made for other heroes who gave their lives up In the recent battles. YOUNG MAN BPHYXIATBIX Died at Grady Hospital la Spite of Efforts to Save Hint. Atlanta, Dec. 30.—After lingering for fif ty-two hours, after being asphyxiated at the Plant Hotel on Decatur street, last Wednesday night, .John R. Speer died this morning at 6 o’clock at the Grady Hospi tal. The body was taken to Bowersville, the old home of the deceased. The father of tty* young man arrived hi the city tills morn ng, and reached the bedside of his son only an hour before young Speer expired. On Inst Wednesday night young Speer engaged a room at the Plant' Hotel, When Proprietor Green arose at 5 o’clock on Thursday morning he detected the odor of gas and forcing his way into Speer's room, found him lying unconscious on his bed. with the gas turn ed full on and the room full of poisonous air. Scott of Do :atur Ga., but it is not the para mount one by any means, and Mrs. Scott, who is her husband's senior, has sued for divorce. The petition was lieaid by Judge Candler in Chejnbers to-day.
