levied, collected, aud paid, on each and i very non-enu-
merated article which bears a similitude, either in ma
terial, quality, texture, otthe uses to which it may.be
applied to any enumerated article chargeable with duty

the enumerated article by the loregoing schedule*
which it most resembles in any of the particular* bo-

See. 3. And be it further emitted. That all goods, wares
and merchandise, which may be in the public store a*
unclaimed, or In warehouse under warehemsing bonds,
on the 31st day of August next, shall be subject, on entry
thereof for cousumption, to such duties ns if the same
had been imported, respectively after tha. day.
8*c. 4. And be it, further enacted, That on the entry ol
any goods, ware* or merchandi*e, irupor: ed on or after
the 31st day of August aforesaid, the acci jion ol the col-
lecloro! the customs at the ]K>rl of importation aud en
try, as to their liability to duty or exemption therefrom,
sluill he final and conclusive against the owner, import
er, consignee, or agent of any such go.<ls, wares aud
merchandise, unless, the owner, importer consignee or
agent shall, within ten days alter such entry, give notice
to the collector, in writing of his dissa isfactiou with
such decision, setting forth therein distinctly and spe
cifically his ground ol objection thereto, i Qd shall, with
in thirty days after date of such decision appeal there
from to the Secretary of the Treasury, wh :se decision on
such appeal shall be final aud conclusive ; and the said
goods, w ares and merchandise shall be liable to duty or
exemption therefrom accordingly, any* art ol Congress
to the coatrary notwishstanding, uulest suit slntil be
brought within thirty days after such division, for any
duties that may have been paid, or may therealter be
paid on said goods, or within thirty days after the duties
shall have been paid in cases w here such , oods shall be
in bond.
8xc. 5. Beit further enacted. That it eliall be lawful
for Hie owner, consignee or agent of inipo ts which have
been actually purcha?ed or procured otherwise than by
purchase, on entry of the same, to make auch addition
in the entry to the cost or value given iu the invoice as,
in his opinion, may raise the same to the true market
value of such imports iu the principal markets of the
country w hence tne importations shall have been made,
and to add thereto all costs and charges which, uiider
existing laws, would form part of the true value at the
port where the same may be entered, upon which the
duty should be assessed. And it shall be tne duty of the
collector within whose district the same may be import
ed or entered, to cause the dutiable value of such im
ports to bcaupraised, estimated aud ascertained, iu ac
cordance with the provisions of existing law s ; and il
the appraised value thereof shall exceed lfj ten per cent
um, or more, the value so declared on entry, then, in ad
dition to the duties imposed by law ou the same, there
shall be levied, collected aud paid a duty of tweuty per
eontuni ad valorem, on such appraised value: Provided
nwerlheieju, That under no circumstances sluill the du
