Part II—The following named gentlemen will
please have the articles enumerated, or as many
of them as can be procured, for the companies
from their respective counties, boxed prepared for
transportation and shipped to Lieut. W. S. Ben-
froe, 12th Georgia Regiment, Macon, Ga., by the
last ot January: Messrs. Wright & Brady, Amcr-
icus; R. W. Bonner, Clinton; Davis .Gammage,
Mamhallville; Capt. C. M. Davis, Notchway, S. W.
R. R.; Judge John Colley and Enoch G. Brown,of
Morgan, Calhoun county; D. L. Booher, of Colum
bus; W. Byromvilie of Byromville; 0. Dennis of
Eatonton; Capt. O. F. Evans of Macon, Ga.; D. B.

KENTUCKY LEGISLATURE-MESSAGE
OF GOV. ROBINSON.
Frankfort, Jan. 9.—The Legislature of
this State assembled to-day, aud the message
ol the Governor was received.
Gov. Robinson recommends that Kentucky
reject the President’s proclamation, and pro
test against .any interference with her State
policy as unwarranted by the Constitution.—
He thinks the proclamation giving freedom to
the slaves in the rebellious Suites inflicts up
on Kentucky a fatal though indirect blow.
He says the saddest (act 4f the proclamation
will be to fire the whole S*uth into one burn
ing mass of incxhaustablejhatc, destroying all
hope of restoring the Union, which is only
possible by adhering to the Constitution as it
was.
He further says that tho most alarming as
pect of the proclamation is the usurpation of
the powers of the Government by the Presi
dent, under the plea of military necessity.—
He advises the Legislature to place on record
their protest against the proclamation.
NBW YORK MONET MARKET.
. The New York World of the 9th says:
The gold market is active, and tho premium
is advancing steadily. The closing price was
136 at the second board, but in the open mark
et dealers are more anxious to buy than to sell
at that rate. The financial bills before Con
gress, which are likely to pass, propose to swell
the paper money of the loyal States to $1,200,
000,000 (twelve hundred millions,) against
$156,000,000, ;the largest amount they ever
held before 1861. This is an inflation exceed
ing in amount apd rapidity that of ’ continen
tal money,” which depreciated till $23,000
was the price of a barrel of flour in Connecti
cut, and the end was repudiation. The busi
ness community are fairly alarmed by the
prospect before them in the rapid depreciation
of legal tender notes, and are rushing into
gold, stocks and other property to hold instead
pf paper money.

ed the boiler, just alter passing over the bridge
on the scond prong of the river, blowiog the
Engineer and Conductor about one hundred
feet from the track, badly scalding both of
them, breaking the right thigh of one of the

A PROCLAMATION,
BY JOSEPH K. BROWN,
Governor of Georgia.
Reliable information having been received
by me, that there is at present, a very consider
able number of deserteu and stragglers from
the military service of the Confederate Stat •,
within the limits of this State, who, after hav
ing volunteered and entered the service, have
ingloriously abandoned their country’s flag id
their brave comrades in arms; and it being
represented that numbers of these deserters,
encouraged by disloyal citizens in the Moun
tains of North eastern Georgia, having associ
ated themselves together with arms in their
bands, and are now in rebellion against the au
thority of this State and the Confederate States,
robbing loyal citizens of their property, and
threatening to burn their dwellings and do
other acts of violence; snd it being my deter
mination, while I do all in my power as the
Executive of the State, to maintain her rights
and her sovereignty in the Confederacy as well
in time* of revolution as in times of peace,
to e: ail the authority and power vested
inn o cause the Government and people of
tiie St. .ie to do their whole duty to the Confed-
r: acy, and to the people of the sovereign States
which it is pomposed, and cot only to r«-
end in future, rs I have in every instance
- uiptly done in the past, to every csll msde
a on this State (or even more than her just
quota of men and means, to cat .y on the war
till our independence is fully established, but
to compel all who have deserted and sought
refuge within this State, whether they bo
Georgians or not, to return to tho discharge of
duty.
I therefore issue this my Proclamation, com
manding nil persons, as well officers as pri
vates, within the limits of this State, who
have been actually engaged in the military ser
vice of the Confederate States, and who have
deserted, or are otherwise absent from the re
spective commands to which they belong, with
out legal furlough, or order from the officers
having the right to command them, or who
have overstayed the time allowed them, with
out Providential hindrance, to return to their
respective commands immediately after the
publication of this notice; and I invoke the
pardon of the Confederate authorities for all
such, who return to their duty within twenty
days, but ssk, that the penalties of the law be
rigorously inflicted upon all who refuse so to
do; and I call upon the good people of this
State to bring to bear the powerful influence
of a just public opinion in condemnation of
all deserters snd stugglers no matter what
may be their position, wealth er influence.—
And I also hereby command and require all
militia officem of this State with the force un
der their command if neceessaiy, and all she-
riffs and constables with all persons subject
to their commands, to be vigilant and active,
in arresting mil persons, who may be found
within their respective jurisdictions, who be
long to any military organization in the ser
vice of tho Confederate States, who cannot
show that they have the legal authority, or
order of their commanaing officers to justify
such absence; and to deliver such persons when
arrested to any officer commanding any com
pany or regiment in the military service of this
State.
And I also direct each and every officer in
commands of either of the two regiments now
being formed for Stole service, or of any com
pany of which they are comprised, to arrest
all such persons, using all the force necessary
for that purpose; snd to receive into their
custody til such, when tendered by any mili
tia officer or sheriff or constable of this State;
and to send all such deserters or stragglers un
der a sufficient guard to Gen. Mercer at Savan
nah, or to OoL G. W. Lee, commanding the
post at Atlanta, as the one or the other place
maybe nearest and most convenient, to be
disposed of as the Secretary of War may di
rect. I also direct all loyal citizens of this
State to report to the officers above mentioned
or to the State troops in service, the names of
all perseas, as wall officers as privates, sus
pected to be deserters, or to have overstayed
the time allowed by their furloughs, and to
render to the State officers all the assistance
in their power ia executing the instructions
herein contained, snd in ridding the State oi
all deserters or stragglers who disgnee her
soil. And I also warn all loyal citizens to
cease to harbor deserters, or encourage deser
tion, or to commit further nets of disloyalty,
or hostility to this State or the Confederate
States, as the law against treason will be
strictly enforced against all who subject them
selves to^its penalties.
Any person who shall commit any overt act
of treason, by takiag up arms against this
State, or the Confederate States, or by adherir.g
to their enemies, or giving timu aid er comfoit,
will be arrested and confined in the common
jail cf the county where the crime is commit •
