is heavy; rales to-day 1,000 bales at 3<c.
Gold, 127.
Tim shipments of cotton from this port for
tho week ending Tuesday were 31,100 bales,
including over 18,000 to Liverpool..
ARRIVAL OF ANOTHER CHOLERA
SHIP FROM EUROPE.
New York, April 18.—Tho British steamer
Virginia has arrived at the quarantine ground
with a disease on board similar to that on the
steamer England. She is from Liverpool,
Las over a thousnad passengers, and thirty-
right died on the passage.
LATER
The disease on board tho Virginia is pro
nounced by health officers to be Asiatic chol
era Sho has been removed to tho lower
quarantine, and no communication will be
allowed with the shore. The disease is con
fined to the steerage passengers.
CONGRESS.
Washington, April 10.—The proceedings
in Congress to-day were uninteresting. The
Army Peace Establishment bill was under
consideration.
NEGRO DEMONSTRATION IN WASH-
TON.
SPEECH FROM THE PRESIDENT.
Washington, April 18.—The colored pop
ulation, to the number of some fifteen thou
sand, celebrated the anniversary of emanci
pation in tho District of Columbia to-day
with a procession and speeches.
They called on the President, who made
them n brief address, in which he declared
that ho wus a better friend to them than their
pretended friends who never perilled life or
property in behalf freedom but had en-
sconscd themselves in safe places. He spoke
to them of the important duties they bad to
perform, and counselled them to show by
their conduct that they were worthy of free
dom.
DEATn IN PORTLAND FROM CHOLERA
Portland, Me., April 19.—A man died
here of cholera yesterday. He is said to be
ono of five who escaped from the steamer Eng
land.

New YonK, April 19.—The accounts by
the Virginia report that the Liverpool cotton
market had declined l-2d a 3-4d on Ameri
can, and Id on other qualities. Sales of the

bales; of Saturday, 0,000 bales, the market
closing easier.

Whereas, the Act of the General Assembly, en
titled "An Act to levy and collect a tax for the
support of the Government, for the I860, and lor
other purposes,”.imposes a tax oi twenty cents on
every gallon of brandy, gin, whisky or rum, sold in
this State, returns of sales to be made and the tax
paid quarterly, beginning with the 1st of April:
And, whereas, said Act was not passed until the
3rd March, 1SS0. and could not be generally known
before the expiration of the first quarter, whereby
great hardship would befall persons selling In ig
norance oi such impending tax, and especially
those selling on commission for non-residents:

It is reasserted that tho French are getting

termined to issue a proclamation declaring
New York City in danger from pestilence.

It is ordered by the Court that all persons who
are required by law to make annnal returns as Ex
ecutors, Administrators, Trustees or Guardians to
this Court, are hereby ordered to file in this office,
on or by the 1st Monday in next month, a full and
comple statement, under oath, ot the true condi
tion of the estate they represent, showing of what
the same did consist on the 1st of May, 1S65—
whether the same was in Confederate securities, in
money, solvent notes, bank stock, lands or other
evidences of value—stating the truc^ amount of
each kind. Those who fail or refuse to comply
with this order, without good cause, will be held
in contempt of Court.
