Congressional News.
SENATE.
Washington, Dec. 5.—The Senate has adopted
the list of standing committees agreed upon by
Republican Senators in caucus to-day. Sumucr
remains as chairman of Foreign Affairs; Wilson,
of Military Affairs; Grimes, of Naval Affair
Wade, of Committee on Territories. The three
friends of the President, Doolittle, Dixon and
Cowan, have been deprived of the chairmanship
of the Committees rcspectivelv of Indian Affairs,
Post Oillce and Patents. No committees are now
headed by friends ol the udmlnbtration.
Mr. Wade introduced a bill tor the admission of
Nebraska into the Union. Ordered to lie on the
table lor the praseuL The committees for the
session were announced.
Mr. Williams ofl'ered a resolution instructing the
Committee on Retrenchment to inquire into what
extent the President has a right to restore confis
cated piopcrty uuder the laws of the United
States, it such law exists, and to what extent it
can be extended, etc. Adopted.
Mr. Trumbull moved the rcefrcnce of the bill
to report the President’s Amnesty power to the
Committee on the Judiciary. This gave rise to
debate, at the conclusion ot which tbe bill was
referred.
Mr. Sumner offered the resolutions on recon-

Nashville, Tenn. Dec. 4.—The Grand Lodge of free
and accepted Masons, of Tennassoe, assembled hero
yesterday. About two hundred lodges being repre
sented by some two hundred and fifty delegates. The
special committees, appointed at tho Inst annual ses
sion to prepare and publish tbo manual for Tennessee,
reported that their work wa* completed. At night
Pused Grand Perkins delivered an annual address
in the public hall of the Temple to a largo audience
of ladies and gentlemen. Elections of Grand Officers

Washington, Dec. 5.—Mr. Wuliams offered res
olutions directing joint committee on retrench
ment, ts inquire into the power ot tbe President
to restore confiscated property, and if such power
exists, under what law, and also the right ot tbe
Secretary ottbe Treasury to restore lands without
payment of taxes and costs incurred under author
ity of United States laws. Adopted.
The House bill repealing the pardoniug power
ot the President was taken up. Mr. Trambuli
moved to refer it to the Committee or the J udiciary
which Mr. Chandler earnestly opposed and called
for ayes and noes on motion. Some discussion en-
su:d, during which Mr. Chandler made assertions
and charges respecting the use of the pardoning
power which called forth an emphatic denial from
Mr. Dixon, who said that if the charges which Mr.
Chandler bad made against tbe President were
true, they would render him liable to impeach
ment. He repeated his dental of all of the charg
es or practices spoken of. After some further re
marks the bill was referred to the Jodi clary Com
mittee.
Mr. Samnwr offered R aerie* of resolutions de-
clalrtng the principles of reconstruction; tho jur
isdiction of Congress over tho whole subject, the
illegality of existing governments in the Sontb, and
the exclusion of such States wi:h sneh illegal gov
ernments from Congressional representation and
from voting on Constitutional Amendments. They
also declare it is the duty or Congress to proceed
with the work of reconstruction, and to this end
it must assume jurisdiction over the States lately
in rebellion, except so far as that jnrisdiction may
have been renoanccd, and must recognize only the
loyal States as entitled to representation and a
vote on Constitutional Amendments. He said he
would nstdisenas the resolutions, bat would read
a letter from a friend in Texas, showing the im
portance of the matter; which he did, and after
concluding made some characteristic remarks. The
resolutioBs were ordered to be printed.
Mr. Morrill gave notice that he would call up on
Monday next, the District of Colombia negro suff
rage hill.
HOUSE.
Mr Williams of Penn., called np the bill of lut
session for the regulation of appointments to and
removals from office, and addressed tho house in
advocacy of it
Mr. Williams read a lengthy written argument
on the bill regulating appointment* to and re
moval! from office. He was very severe upon
the President, whom he said had betrayed hi*
party and country. Several amendments were
offered to the bill, which is made the special or
der for to-morrow.
Tbo House passed a bill providing that in all
cases where a citizen o; the United States, who
always remained loyal thereto and did not vio
late or give aid or eneohragenent to any person
engaged in rebellion, shall bring an action to re
cover damages for injury to person or property,
or the value thereof, no such action shall be de
feated or any defense allowed by virtue of au
thority of the late so-called Confederate States of
America or of any State declared in rebellion by
proclamation of President of the United States.
Canadian Affairs.
Montreal, Dec. 3.—A private letter states that
the only ant-rlving descendant of Christopher Co-
lumbns Is shortly to visit America.
A large number of French Canadians are re
turning fro.ii the United States for want of em
ployment.
It Is reported here that a secret Fenian meeting
has beca held at St. Albans, but nothing serion*
is anticipated.
Toronto, Dec. 5.—A man named James McDe-
vltt, hailing from New Brunswick, has been ar
rested here for using seditions language, daring
the Government to hang the Fenians, etc. He
will be examined to-day.

Extraordinary Petition.
HAMLIN THE LAWFUL PRESIDENT !
Philadelphia, Dec. 5.—Colorado Jewett is out
in a memorial to Congress representing that the
Constitution required eech State to appoint'elec-
tors, that Lincoln and Hamlin were duly elec
ted, that at the election of Lincoln and Johnson
eleven States did not appoint olectors; therefore
Lineoln and Hamlin Constitutionally hold over
until the late rebel States appoint electors, Abra
ham Lincoln being President either as holding
ovet for want of & constitutional successor or
President under declaration of Congress without
Southern electoral votes. It was quite unnec
essary to question bis position. At bis death,
however, the question thonld be, who is consti
tutionally President, Ilamlin or Andrew John
son? Hamlin, under the hold over right or Lin
coln and Johnson, through electoral votes of the
States incomplete. I therefore respectfully pray
that Cangreae will declare Hannibal Hamlin tbe
constitutional Preaident of the United States and
duly authorize him to act as such with Congress.
Mexican News.
Galveston, Dec. 4.—By the arrival of steamer
Blaqk Bird, Capt Cole, and the Elisabeth Reed,
Capt. St. Ciair, we have Mexican news up to
Saturday evening. The steamer Reed left Bra-
roria at 6 p. in., and Black Bird at 6 p. m., on
Saturday.
On tbe 26tb, a pontoon bridge was thrown from
Brownsville to Matamoros, on which a detach
ment of United States forces, under Colonel J. G.
Perkins, erossed and took command of Matamo-

It was alleged that Canales’ forces were to sack
the city at half-past 5 o'clock, next morning.
Escobedo opened on the city; his forces then
charged Fort Monterey, were repulsed sud pur
sued by Canales. Escobedo lost 450 killed, and
130' prisoners; Canales lost 25 billed. 'Late in
the afternoon the Americans withdrew outside-of
tbe fcity.
Modes Canales, brother ol the Generals, was
killed.
We are without any information of the operation
oh Thursday, 29th, hut we have private informa
tion.that a telegram was sent to Brazos, that on
Saturday at 3, p. m., Ercubedo and Canules met n«
friends, and. that Escobedo is now in command of
tbe city.
A special bearer of dispatches on tbe E. Reed ar
rived ou the 30th ult., at Brazos, and says it is ru
morfd that the Federal troops were subsequently
withdrawn to the American side on the morning
after tbe tattle
General Albino Espenoa, who was fighting with
Escobedo, has died of wounds.
A 'Washington letter of Laveru, (American;, of
Mutamoras, eajs: 1 have the instructions of Min
ister Campbell, and they contain tbe following
points: 1st. That the United States does not re
cognize, neither will it recognize any other Gov
ernment in Mexico other than that of tbe Consti
tutional President, Juarez. 2d. That they do not
not - propose, neither do tbey wish, to acquire
any part of the Mexican Territory; that
they do not recognize in any manner the
claims of France, and that tbey are willing to
extepd to Mexico any uid with the object to
quell local disturbance whenever required by
tbe Constitutional Government of Mexico or her
authorities without proposing to interfere in any
matter in domestic difference of country.
