Washington, Dec. 6.—The correspondence of
the Secretary of State with Minister PitriJow, or
the subj ct ol Mexican affairs, show* hi* anxiety
for the French to evacuate that country according
to the Emperor’s programme.
Mr. Seward to Minister Campbell, Oct. 20th, in
giving instructions, mentions some principles
which may be safely laid down in regard to the
policy which the Government of the United States
expects him to pursue. Hls communications most
be mada to President Jutrez, and In no event must
he officially recognize Prince Maximil.sd, or aoy
one else, without having first reported to the State
Department anu received instructions from the
President ol the United States. He must abstain
from obstructing or embarrassing the departure of
the French. What the Government of the United
States desire iu regard to the future of Mexico Is
not conquest or aggrandizement of the United
States by purchases of land or dominion; but on
the other hand, they desire to tee the people of
Mexico relieved from all foreign military interven
tion, to the end that they may resume the conduct
of their own affairs under the existing Republican
Government, or such other form ot Government
as, being left In the enjoyment of perfect libcily,
tbry almll determine to adopt In the exercise of
their own free will, by their own act without die
tation from any* foreign country, and of course
without dictation from the United 8tates. He

commanders, or with Maximilian, or any party

Mr. Campbell Is Instructed to refer any Impor
tant proposition on the subject of reorganization
and restoration of the Republican Government in

United States in the vicinity of Mexico. The
President desired Gen. Grant to accompany Mr.

Bigelow, da'ed Nov. 23d, appear in the corres
pondence, on which Mr. Sewnrd instruct him to

promised recall of one detachment of Freuch

found by tbe Grand Jury against fourteen of the
Fenian prisoners—seven of them indicted as citi
zens of Canada ai d seven as citizens of the United

Washington, Dec. 7.—Sir Frederick Bruce has
officially informed the Secretary of State that tbe
prosecutions of Fenian prisoners in Canada are not
conducted in any vindictive or harsh splriL He
is authorized to state that the whole question has
been referred for decision to her Majesty’s govern
ment, who will certainly lie animated by the desire
so to deal with it as to secure peace and harmony
between populations living iu such immediate
proximity, and separated by a long frontier 60 easi
ly traversed.

of Fenians ia this Island monopolize the attention
of the Irish Government. The Grand Lodge of
Oragetnen held a meeting and issued an earnest
call for all members of their order to support the
Government in its endeavors to keep the peace.

douo in nearly every branch. In Groceries and Provi
sions there have been pome ’ittlo change in quotations,
which will hi found under the nppropna o bending.

In Dry Goods we have no change to note. It shou'd
be un rretood by buyers: that our inside figure,’m
this line ore the wholesale prices—the outer, the retail.
Purchasers will find ample stocks of every article
quoted in our report in the han ;• of c-ur merchant?,
and at the figures mentioned.
COTTON—We have to notice tbe same irregular mar
ketthat we have reported for tho past week or two
There teems to bo no regularity in either demand or
prices—the market going through all the fluctuations
experienced in the markets of both Liverpool and Ne
York, and as a consequence planters prefer to store, in
the expectation that as soon as the crop statistics are
fully made out, Cotton will go higher. It will be seen
that both the receipts acd exports are in excess of those
of last week.
On Saturday, the first day of the week under review,
we have to note a dull market, there being but little di*
position on t e part of either buyers or sellers to ope
rate, under the unfavorable advices from Liverpool of
the previous day, and but few sales were made, at ir
regular prices of 29 to 27 cents for the finer grades.
On Monday the market had undergone no quotable
change—a general dullness and inact »ity prevailing—
the transactions being mostly confined to wagon lots,
and at very irregu ar prices.
On Tu**pd»y there was a marked improvement :n ih»-
aspect of affaire there b-'ing a good demand for the
Middlings, aad all offered was freely taken at 27 cent*.
It is claimed that the Liverpool market advanced an
eighth penny on Middling, on Monday; but on act; um

scription was freely taken at 27 cents. The denned
slackened after the reception of tho noon dispatches,
though the few sales made were on the ba*is of 27 cents.
The market to-day opened with a goed demand,
which continued throughout the morning, but the in
quiry fell off after the reception of (he noon dispatches*.

large delegation from the Northwest Indian
tribes are to be sent from the United States as a
contribution to the Paris Exposition. They will

rial Commission that such a representation of
